THE POSITION

Under general direction, plans, organizes, manages and provides leadership to staff in the activities and the operations of fleet maintenance, facilities maintenance, and graffiti cleaning operations and oversees and manages the delivery of a wide range of internal support services, formulating policies as required; acts as department Safety and ADA Program liaison; reviews leases and tenant improvements for City facilities; oversees outsourced contracts for parts supply for the warehouse and outsourced downtown cleaning contract; and ensures compliance with regulations and controls.    

This position is designated as “at will,” serving at the pleasure of the appointing authority and is subject to discharge without cause and right of appeal.

  • EXAMPLES OF DUTIES

    Duties may include but are not limited to the following:

    Provides leadership and policy direction to staff and administers assigned programs in the following categories:

    Plans, organizes, evaluates and schedules activities and oversees operations for the fleet and facilities sections, implements and monitors long-term plans, goals, and objectives to meet the priorities for assigned City-wide support functions, manages and directs the development, implementation, and evaluation of plans, policies, systems, and procedures to achieve annual goals and work standards, monitors and evaluates the efficiency and effectiveness of service delivery methods and procedures, recommends appropriate services and staffing levels, implements performance measures.

    Develops, monitors, and establishes internal services rates, recommends revisions to rates, fund balances and rate structures to fund the internal services, recommends and administers vehicle and equipment replacement schedules, and building renovations. 

    Directs, monitors and evaluates the delivery of fleet and facilities operations, preventive maintenance, repair and maintenance services, balances levels of services and costs, manages contracts for repairs, maintenance or janitorial services, inspects and monitors repair levels and identifies problems and issues for follow-up action, implements best management practices and environmental sustainability, ensures compliance with Federal, State and local regulations and controls. Prepares and administers an annual operating budget and a capital improvement budget for related activities, forecasts funds needed for the repair and maintenance of city vehicles, reviews plans, develops specifications, and provides technical recommendations for capital projects, vehicle and equipment replacement, maintenance contracts, space utilization and building renovations, life safety and building security, and any additional facilities.  

    Oversees graffiti cleaning maintenance of public areas and facilities and coordinates information with the Police Department.  

    Reviews leases and code compliant tenant improvements for City facilities and Public Works Contract Code Informal Contracts. 

    Administers a Downtown Cleaning outsourced contract and the outsourced parts supply contract for the Warehouse functions.

    Oversees, coordinates and administers the Public Works Safety Program including review and compliance of all safety regulatory compliance.   Acts as liaison to our City’s Human Resource/Risk Management operations and other outside agencies and maintains effective communications to meet program objectives.   This includes overseeing appropriate safety training needs, coordination of safety trainings, including upkeep of master training schedules and requirements, working with all divisions throughout the Public Works, Parks and Ventura Water Departments.   Provides guidance and develops recommendations to increase safety practices to ensure compliance to OSHA regulations and enhance a safety focused culture.

    Coordinates with the City’s ADA Committee and works with the City’s Human Resources/Risk Management Department to ensure facilities meet ADA requirements and regulations.

    Assists in developing, implementing and monitoring Department vision's goals, objectives, policies and priorities reflective of City Council directives, City's overall goals and objectives, community needs, and in compliance with pertinent governing laws, regulations, and guidelines.

    Communicates goals, objectives, policies, and priorities to assigned programs' staff members to ensure proper and complete understanding of  "what needs to be done"; consistently monitors staff's progress and commitment to accomplishing stated goals and objectives within established policies and priorities.

    Makes presentations to City Council as needed.   Communicates and confers, as needed, with community organizations, agencies, special interest groups, concerned citizens, and the general public; elicits opinions and relevant feedback, answers questions and addresses concerns, facilitates productive discussions, and represents City in a positive and effective manner.

    Supervises and evaluates performance of subordinate supervisors and employees.  Plans and enforces safety programs and policies. 

    Provides for staff training and development to match the service delivery needs of the division. Plans and administers the proper allocation and utilization of assigned program areas' human resources according to needs and directives; administers City's personnel management policies and procedures in a supportive and productive manner; projects future staffing needs; directs and participates in the recruitment, selection, training, progressive discipline, and all other personnel related processes.

    Prepares annual budget and capital improvement budget for assigned areas of responsibility, working with pertinent program areas to develop accurate and specific projections of expenditures and revenues; administers and monitors ongoing budget activities, analyzes exceptions and approve adjustments as necessary.

    Reviews, analyzes, evaluates and summarizes a variety of narrative and statistical data and feedback regarding assigned programs and projects to monitor success in terms of utilization, customer satisfaction, cost effectiveness, initiates and monitors necessary changes and modifications to current internal services as well as updating future planning and projections accordingly.

    Represents the Department at workshops, conferences, task force meetings, state and local organizations and associations as required; remains current with profession's methodology, practices, trends, and issues; develops and strengthens professional and administrative knowledge and skills and remains visible within his/her professional community.

    Performs other related duties as assigned.

    LICENSE/CERTIFICATES

    Possession of a valid California Class C driver's license and an acceptable driving record may be required.

    A Certified Fleet Management or Facilities Management certification is highly desirable.

    WORKING CONDITIONS

    Environment:  works in indoor office conditions and at construction sites with some exposure to outdoor conditions and traffic, may drive a vehicle to different locations; attends evening meetings; works under pressure, in potentially stressful situations, and with media scrutiny.  Physical Abilities:  hearing and speaking sufficient to exchange information in person, at formal presentations, or on the telephone; vision within normal range with or without correction; sitting or standing for extended periods of time, walking on uneven surfaces; uses hands to handle, feel or operate standard office equipment including personal computer; mental capability to use and apply mathematical reasoning and abstract statistical and engineering concepts and to read and interpret financial and statistical data and documents; observe and interpret people and situations, perform highly detailed work on multiple concurrent tasks, work under intensive deadlines and with media scrutiny.  Hazards:  exposed to traffic, fumes, dust, dirt, and computer screens.

    MINIMUM QUALIFICATIONS

    A combination of education, training and experience equivalent to a Bachelor's Degree in business or public administration, engineering, or closely related field; and three years of increasingly responsible professional administrative or supervisory experience in fleet or facilities maintenance.  Public agency experience is highly desirable.
