Under general supervision, performs a wide variety of routine duties to assist Police Department personnel in accomplishing their activities. The Police Cadet position is a training position intended to provide incumbents with exposure to the full spectrum of Police operations and procedures, as preparation for a career related to law enforcement.

Police Cadets are "extra help" positions, working approximately 20 hours per week, to a maximum of 1,000 hours per fiscal year. Cadets may work rotating shifts including nights, weekends, and holidays.


  • Has completed or is enrolled in criminal justice program courses.
  • Is interested in a law enforcement career and enjoys contributing to public safety in our community.
  • Will learn, understand, interpret, and enforce parking and vehicle codes, laws, and regulations.
  • Learns Ventura's geography, streets, and address system.
  • Learns to operate public safety communication and other office equipment.
  • Learns police classification codes and computer commands.
  • Remains calm and uses good judgment in adverse and emergency situations.
  • Has excellent interpersonal and communications skills, and can respond diplomatically and tactfully to people of diverse backgrounds.
  • Works independently, with minimal supervision.
  • Is physically active and able to walk a foot beat.

    Duties may include, but are not limited to, the following:

    Assists police personnel in conducting presentations, such as crime prevention and bicycle safety programs.  Conducts Police Department tours. Greets public, provides information, and answers questions.  Picks up and delivers various materials.

    Performs assignments in the following areas:

    Traffic:  Prepares traffic accident, stored vehicle and lost/found property reports.  Prepares a variety of written documents including forms, citations and accident scene diagrams. Assists Police personnel at Driving Under Influence (DUI) checkpoints. Directs traffic in emergency situations and at special events using hand signals, flashlights, flares, traffic cones and other barriers. Moves, lifts and positions traffic stanchions, barricades and heavy objects for establishment of temporary traffic routes. 

    Police Records: Assists Records personnel with the filing, logging and processing of police records and reports. Assists in logging and maintaining found and stolen property. May relieve Police Records Clerks.

    Communications: Assists personnel in receiving, screening and responding to incoming calls for police assistance.  Makes copies of taped calls for service in response to Court Officer requests. 

    Police Fleet: Performs minor maintenance and repair of police vehicles. Stocks and maintains emergency equipment and materials in Police vehicles. Transports police service vehicles to city garage for maintenance. 

    Parking Enforcement:   Patrols an assigned route on foot, identifying vehicles in violation of parking and abandoned vehicle codes.  Issues citations or notices to move vehicles.  Removes vehicles through storage or impounding to a storage facility as appropriate. Reports traffic accidents, abandoned vehicles, traffic hazards and criminal activity encountered in the course of work.

    Performs other related duties, as assigned.


    LicensePossession of a valid California Class C driver's license and acceptable driving record are required.


    A combination of education, training and experience equivalent to graduation from high school and six months of experience involving public contact are required.   Police Cadets must be at least 18 years of age at the time of appointment.


    Employment Information:  Right to Work:  Before employment, candidates must submit documentation verifying their legal right to work in the United States.  Background Check:  A pre-employment verification of background may be conducted.  Probationary Period:  This is an ‘At-Will’ position, subject to termination at any time, without notice or right of appeal. 

    Temporary Appointment Status:  Extra Help:  May work up to 999 hours per fiscal year.  Limited Term:  May work over 999 hours per fiscal year up to 18 months.  Extended Term:  May work over 999 hours per fiscal year 18 months – 3 year maximum.

    Direct Deposit:  Paychecks are automatically deposited into employee bank accounts.

    Retirement:  In lieu of Social Security, Temporary, Extra-help employees, not currently CalPERS members, are enrolled in the City’s Part-time, Temporary, and Seasonal Employee 457 Deferred Compensation retirement plan.  If you are a CalPERS member, please notify Human Resources at the time you are hired and your retirement contributions will be handled in accordance with the City’s CalPERS contract.  If you are a CalPERS retiree, please contact CalPERS to discuss the impact that your employment in this position would have on your pension benefit.  Receiving a CalPERS benefit may affect your Social Security upon retirement.  For further information, contact a Social Security office or go to www.socialsecurity.gov/form1945.

    Limited Term or Extended Term employees are covered by the CalPERS retirement system.  

    Other Benefits:  The City will comply with the requirements of the Paid Sick Leave Law in accordance with California Labor Code Sections 245 through 249, enacting the Healthy Workplaces, Healthy Families Act of 2014 and will offer group health coverage to those who qualify under the Affordable Care Act.  Temporary employees are not eligible for vacation, holidays, or any other benefits provided to regular employees.
