THE POSITION

Under general supervision, performs a variety of paraprofessional office and field engineering work in one of the following areas: capital improvements (design), construction and survey, land development, traffic engineering, water and wastewater, or street maintenance services.

 

This classification is flexibly staffed and the position may be filled at either level depending on the qualifications of the incumbent and the staffing needs of the city. An eligibility list is being established to fill both vacancies as well as future part-time or full-time related vacancies in the Public Works Department or Ventura Water Department.

THE IDEAL CANDIDATE

  • Is skilled in geographic information systems and database management
  • Is proficient in the use of engineering or survey-related programs, including drafting and data collection.
  • Performs field surveys using civil engineering instruments including total stations and GPS receivers.
  • Has experience providing technical support for public works and water projects.
  • Has excellent oral and written communication skills and strong interpersonal skills.
  • Enjoys working collaboratively with staff, developers, contractors and the public.

EXAMPLES OF DUTIES

Duties may include, but are not limited to, the following:

 

Performs plan checks of projects of private developers in public rights-of-way to ensure compliance with City-imposed development conditions and municipal code provisions.

 

Calculates and collects fees for encroachment permits, water and sewer connections, meter installations, oversize vehicle permits, and contributions to assessments; performs title searches, and researches rights-of-way and easements based on legal descriptions.

 

Prepares plans and specifications for construction of public works projects; researches project design requirements; prepares estimates of time and materials costs; and makes field checks of project sites or survey area to verify survey results or features.

 

Collects and analyzes field traffic data and prepares reports of findings; maintains computerized records on speed survey, volume count, traffic flow, accidents, signals, signs, and stripping data.

 

Performs field surveys, including operation of instruments and calculations of elevations, distances and grid coordinates; and maintains field notes.

 

Responds to inquiries from developers, contractors, and the general public regarding City requirements relative to the construction, alteration and maintenance of public works facilities; and coordinates office and field engineering tasks with other City departments.

 

Trains, coordinates, and leads other technicians and aides in the work of the unit.

 

Prepares, updates, files, and retrieves a variety of maps, plans, construction drawings, layouts and visual aids from design sketches and/or survey notes to produce finished drawings using computer aided drafting and design (CADD) systems such as AutoCAD; and enters data in a variety of engineering databases.

 

Collects and analyzes information related to the City’s water, wastewater and recycled water systems. Maintains electronic computer records showing the locations of water valves, fire hydrants, meters, manholes, pipelines and other Ventura Water assets. Utilizes Geographic Information Systems (GIS) to prepare maps and exhibits.

 

Performs other related work as required.

 

In addition to the above, typical duties for specific divisions may include the following:

 

In the Construction and Survey Division: Performs land surveying fieldwork such as boundary and topographic surveys. Collects evidence such as survey monuments and verifies existing conditions of the proposed project site. Reads and interprets maps, deeds, and survey field notes; Operates survey instruments to acquire accurate field data using conventional and GPS methods by making precise survey measurements. Processes survey data to produce point files, planimetric and cultural feature maps, topographic maps, field notes, control schema, boundary sketches, and digital terrain models. Utilizes GIS applications to develop databases and maps, including inputting and maintenance of data of survey control points, corner records, benchmarks, record maps, and city property interests. Under supervision of land surveyor, prepares and checks legal descriptions and maps for acquisition of real property interests in fee or easement. Performs layout and as-built measurements to assist construction inspectors and engineers with public works projects. Inspects survey markers and related documents for new land development projects.

 

In the Ventura Water Department: Utilizes GIS applications to maintain Ventura Water’s Electronic Atlas (E-Atlas) of their water, wastewater, and reclaimed water systems. Updates and verifies E-Atlas asset information by performing field investigations, reviewing record drawings, obtaining survey information and obtaining information from the maintenance staff. Compiles asset information and prepares maps for Ventura Water staff. Performs standard calculations to determine attributes such as pipeline invert elevations and slopes. Collaborates with Utility Asset Management System Specialist to update attributes in Ventura Water’s asset management software. Works on implementing a synchronization process between GIS, the asset management software, and hydraulic models. Participates in professional group meetings, seminars and trainings in order to stay updated on new trends and innovations in the field of geographic information systems technology as they relate to water and wastewater. Assists with annual reports, special reports and projects as requested.

 

In the Capital Projects (Design) Division: Prepares maps, construction drawings, layouts and visual aids using design sketches or survey notes to produce finished drawings using Computer Aided Drafting and Design systems.  Performs a variety of standard calculations including horizontal and vertical alignments, earthwork quantities, quantity take-offs, cost estimates.  Under supervision of engineer and land surveyor, prepares and checks legal descriptions and maps for abandonments, annexations, easements and related engineering matters.  Collects data and performs field investigations to obtain necessary data for the completion of a project.  Assists in routine portions of processing of contracts and permits; assists in special studies, surveys and projects, assists engineers with specification preparation, and in preparing project correspondence.

 

 

In the Land Development Division:  Assists the public, private engineers and developers by explaining City Engineering Division practices, policies and procedures.  Provides information relative to the location of sewer, water lines, and storm drains.  Answers questions regarding problems and provides information to developers and realtors on needed public works improvements for development sites. Performs plan checks on the public works aspects of routine residential and industrial building plans to ensure conformance with necessary public works improvements such as water, sewer, drainage, and street improvements.  Collects data and performs field investigations to obtain necessary data for the completion of a project or to answer questions of the public or private engineers needing information on engineering records, maps and files. Performs miscellaneous research to update tract and parcel maps indicating where fees have been paid and to gather data to answer public service questions.

 

In the Traffic Engineering Division:  Conducts traffic counts and surveys to record a variety of data, including traffic patterns, traffic speed, and traffic volumes on designated City streets, roadways and intersections.  Compiles, summarizes and evaluates data generated by traffic surveys and investigations including traffic crash reports; makes recommendations to supervisor on possible alternative solutions to existing problems regarding traffic flow.  Prepares and updates inventory of signs and signals throughout the City.  Issues road work bulletin to the media to alert the press about possible congestion resulting from road projects.  Prepares work orders, implements signing and striping changes. Answers the telephone and handles citizen requests regarding traffic concerns and problems.  Periodically conducts "radar" traffic studies to determine traffic speed levels and to evaluate signing requirements.  Performs drafting assignments by using AutoCAD to include the design of striping plans, parking lots, lights and signals, and street lighting; provides cost estimates and quantity take-offs for same.  Assists in public, utility companies, contractors, developers and other City departments in regards to traffic-related matters, such as projected volumes, signing requirements, striping plans.

 

In the Street Maintenance Division:  Utilizes GIS applications such as Arcview to develop databases for GIS purposes, including inputting and maintenance of data of pavement history, sign, striping, and signal inventory, and storm drain atlas. Coordinates data entry and data management for Work Management System, Pavement Management System, and Sign, Striping, and Signal Inventory.  Inputs, maintains, and assists in analyzing Pavement Management System. Maintains and monitors Maintenance Assessment Districts.  Investigates, responds to, and maintains database regarding Citizen Complaints.  Assists in Emergency Field Situations, including field investigations, preparing cost estimates, compiling data, and drawing sketches/maps.

LICENSE/CERTIFICATES

License: Depending on assignment, possession of a valid California Class C driver's license may be required.

Certificate:  When assigned to the Construction and Survey Division, possession of a valid Land Surveyor-in-Training (LSIT) certificate is desirable.

WORKING CONDITIONS

Environment: works indoors with some exposure to the outdoors; and may drive a vehicle to different locations. Physical Abilities: hearing and speaking sufficient to exchange information in person or on the telephone; vision sufficient to read computer screens and printed documents; hear in the normal audio range, with or without correction; audio-visual discrimination and perception for making observations; sits, walks and stands for prolonged periods of time; uses hands to handle, feel, or operate equipment including personal computer; mental capability to use and apply mathematical reasoning and abstract statistical concepts.  Hazards: exposed to traffic and to computer screens.

MINIMUM QUALIFICATIONS

Engineering TechnicianA combination of education, training and experience equivalent to completion of high school supplemented by college level courses in computer-aided drafting, Geographic Information Systems (GIS), engineering, or mathematics, and one year of experience in drafting, surveying or another area specifically related to civil or traffic engineering are required. An Associate of Arts in an engineering-related field is preferred.

 

Senior Engineering Technician: In addition to the requirements of Engineering Technician, 18 months of paraprofessional engineering experience equivalent to that of an Engineering Technician with the City of Ventura is required.

BENEFITS

Employment Information:  Right to Work:  Before employment candidates must submit documentation verifying legal right to work in the United States.  Background Check:  A pre-employment verification of background, references, and medical examination will be conducted.  A drug screening may be required for some positions.  Applicants for positions using City vehicles may be required to submit a DMV report.  Probationary Period:  Twelve months.

Deferred Compensation:  $442 per year will be matched in a 457 Plan.

Medical & Dental Insurance: Up to $691 monthly towards a selection of plans.  Medical insurance is effective the first of the month after date of hire.  Dental insurance is effective the first of the second month after date of hire.

Optional Benefits: $469 monthly, applied toward medical insurance premiums.  Cash-out option is not available.   

Vision Insurance: City paid coverage for employees and dependents.  Vision insurance is effective the first of the month after date of hire.

Life Insurance: City paid term life insurance equal to the employee's annual salary, and dependent life insurance of $2,000 per dependent.

Disability Insurance: City paid short and long-term disability coverage.

Retirement:  Tier I - 2% @ 55/Single Highest Year of Compensation for Classic CalPERS members who worked for the City prior to December 31, 2012 and are returning to City employment.  Employees make a 7% member contribution, and may be subject to compensation limits per Section 401(a)(17) of the IRC.  Tier II - 2% @ 60/3-Year Final Compensation Period for Classic CalPERS members with less than a six-month break in service from another CalPERS or CalPERS'-reciprocal agency.  Employees make a 7% member contribution, and may be subject to compensation limits per Section 401(a)(17) of the IRC.  Tier III - 2% at 62/3-Year Final Compensation Period for New CalPERS members.  Employees make a 6.25% member contribution, and are subject to compensation limits per Government Code Section 7522.10.  Additional details regarding the City’s retirement plan will be provided to candidates during the job offer process.

Social Security: CalPERS members do not participate in Social Security retirement. Receiving a CalPERS benefit may affect your social security upon retirement. For further information contact a Social Security office or www.socialsecurity.gov/form1945.

Medicare: Employees participate only in the Medicare portion of Social Security. There is a 1.45% payroll deduction for this benefit.

Annual Leave: 14.5 days per year, increasing to 24.5 days after 15 years service, for vacation or sick leave. Employees may use vacation after successful completion of probation.

Personal Leave:  27 hours per calendar year.

Holidays: 12 paid holidays per year.

Part-Time Benefits: Regular part-time employees receive insurance, optional benefits, vacation, holidays, sick leave and disability programs proportionate to their regular work hours.

Tuition Reimbursement: $2,500 per year for tuition and books for courses taken at accredited institution after completion of probation.

Direct Deposit: Paychecks are automatically deposited to employee accounts. 

Flexible Workweek: A 9/80 workweek is available for some positions.
