Under general supervision, develops, plans, coordinates, and implements a wide variety of advertising, marketing, public relations, communications strategies and community outreach campaigns for the City. Writes media releases, articles, advertising copy, presentations, newsletters, project and program information notices and other marketing collateral. Administers communications tools including social and digital media platforms and employee Intranet. Provides professional and technical assistance to City departments, commissions, and committees as assigned.
Duties may include, but are not limited to, the following:
Plans, coordinates, reviews, and implements a wide variety of informational marketing, public relations, community outreach and advertising functions and strategies for city departments.
Acts as primary resource to staff and management regarding the design and development of appropriate communication plans. Coordinates and develops the content, design and production for informational collateral (including brochures, flyers, newsletters, speeches, presentations, as well as general business correspondence for advertising and promotional activities.) Works with the City’s graphic staff on design and production.
Prepares and distributes media releases for radio, print and television. Writes and produces radio and television public service announcements, paid advertising, and feature articles. Negotiates media sponsorship proposals. Places newspaper buys and radio and television airtime. Schedules media coverage of various events.
Acts as resource to City's website development team.
Produces informational brochures, newsletters and strategic plan documents describing the services and programs offered by the City. Establishes production schedule and time lines; researches and writes content; coordinates photo shoots and oversees graphic design. Coordinates distribution of final document.
Coordinates and implements various City Council presentations. Sets up receptions, writes speeches for City officials, creates mailing lists and invitations, arranges appropriate press coverage, and takes photos.
Coordinates and implements fund raising campaigns for City projects, including special events, writing of grants and major donor solicitations. Works with community groups, businesses and residents to develop funding mechanisms for City programs and services.
Communicates critical information regarding City programs and projects to the general public. Interacts daily with impacted businesses and residents as appropriate. Coordinates the communication plan(s) associated with each project and major program.
Plans, coordinates, utilizes, communicates and supervises the collection of data regarding marketing and public outreach effectiveness, as well as the projected needs and priorities of the City and Department relating to assigned programs and functions. Compiles a comprehensive analysis for planning and developmental purposes.
Purchases or oversees the purchase of a variety of supplies, materials, and equipment for designated marketing/promotional activities. Reviews and approve expenditure requests.
Attends meetings, workshops, and conferences. Makes presentations and provides information regarding assigned program areas, special projects and events.
Perform related duties as required.
Knowledge of: principles, practices and techniques used in marketing and public relations activities; practices, methods, and techniques for print, radio, and television advertising, and sponsorships; standard and accepted methods of business and creative writing for formats such as speeches, radio and television scripts, letters, newsletters, press releases, brochure copy, social and digital media, and public information announcements; standard and accepted terminology, methods, and practices used in graphic design, pre-press production, and color printing; methods, techniques, and tools used for graphic design photography and other visual presentations; principles and practices of budget administration; principles and practices of supervision; and standard and accepted English usage, spelling, grammar and punctuation.
Ability to: learn pertinent City programs, activities, and events for the purposes of promotion and marketing; apply a variety of general and specialized marketing, advertising, and public relations techniques and strategies; analyze situations and identify needs and issues; collect relevant information; evaluate realistic options, recommend and implement appropriate course of action; organize and prioritize projects; communicate effectively, tactfully, persuasively, and positively in both oral and written forms; understand and carry out oral and written directions; operate a personal computer and elated word processing and graphics software; establish and maintain filing, record keeping, and tracking systems; make presentations in a clear, concise, and positive manner; and establish and maintain effective work relationships with those contacted in the performance of required duties.
A combination of training, education and experience equivalent to a Bachelor's degree in marketing, communications, or a related field, and two years of progressively responsible experience in marketing, media, fund raising, public relations or communications, including some supervision and coordination of major functions is required.
