THE POSITION

Under the direction of the General Manager manages, plans, directs, oversees and evaluates Ventura Water activities, operations and services, including water, wastewater, and water resource strategic planning; customer care, asset management, customer demand management, energy efficiency, technology, and overall financial management of the Ventura Water Department, which integrates all water resources. May act as the General Manager in his or her absence. 

This position is designated as "at will." “At will" employees serve at the pleasure of the appointing authority and are subject to discharge without cause and without the right of appeal.

EXAMPLES OF DUTIES

Duties may include, but are not limited to the following:

Assists the General Manager in the planning and implementation of Ventura Water policies, projects, and programs.

Develops, maintains, and updates Ventura Water’s strategic and business plans. Provides leadership and works with management team to develop and retain staff by providing ongoing training and staff development activities. Coordinates staff to ensure consistent contact with customers; trains staff in demand management related activities; develops new and improved coordinated systems and programs responding to customer complaints and queries.

Develops and prepares grant, bond, and loan documents. Facilitates the execution of these documents with the Finance and Technology Department. Participates in the planning, design, financing, contracting, and award for all capital improvement projects (CIP).  Coordinates with Public Works Department on CIP development and execution.

Develops, monitors, and revises revenue and expenditure forecasts; recommends revisions to rates and rate structures to fund the utilities services. Prepares and administers the annual operating and capital improvement budget for related utilities business activities.

Coordinates, negotiates, and drafts agreements with other agencies for related programs and policies.

Assists and coordinates advance planning efforts and studies for water resources management and implementation.

Analyzes revenue management systems and develops approaches to improve system management and reporting; assists in the design and implementation of computer reports to gather and analyze data; analyzes budget transactions and provides analysis of available funding.

Makes recommendations for improvements in financial and organizational procedures and policies.

Conducts special studies, analyses, and investigations of procedural matters and operating programs; makes recommendations for improvements in financial and organizational procedures and policies.

Directs all agency, groups, municipal and organization coordination with divisional and departmental activities; represents Ventura Water at conferences and meetings.

Manages and directs assigned staff. Selects, supervises, trains, motivates, and evaluates the performance of division managers and related staff in fulfilling the functions of the position. Serves as the internal client relations management resource.

Coordinates the planning for new technology procurement, integration, and process improvement.  Takes a leadership role in training and developing customer service and conservation ethic among staff with direct customer contact and throughout the department; serves as ombudsman for the customers' perspective in developing operational strategies, policies, and programs; identifies and designs needed process improvements to continually enhance customer service.

Directs the planning and execution of projects and initiatives that assess customer service work processes and identify process improvements, including technology-based enhancements to work management, routing, billing, and customer information systems, and automated meter reading infrastructure. Manages ongoing assessments of customer needs and satisfaction levels through surveys, forums, and other customer feedback instruments to ensure high level of service and responsiveness to customer needs; recommends appropriate improvements or adjusts to levels of service.

Manages and oversees reclaimed water surveillance, cross connection/backflow programs, and water audit programs. Directs and coordinates with other departmental units the activities of the customer services functions including billing, receipts and deposits; field and office customer counter activities; and responds to the most difficult or sensitive customer queries and complaints.

Makes presentations to the Council, homeowners’ associations, City staff, and at hearings and special meetings and events.

Interviews and recommends selection of candidates; establishes performance expectations and performance standard for the department; oversees plans and actions for employee development; prepares and conducts employee evaluations; conducts informal counseling on work issues; prepares documentation and improvement plans to address work performance problems/deficiencies and recommends and implements approved disciplinary actions.

Reads and remains current on breakthroughs in water, wastewater, and bio solids industry technology, legislation, regulation, and emerging issues.

Performs other related duties as assigned.

Strategic Planning and Business Development Assignment:

Directs all Ventura Water strategic planning and business development efforts, activities, and studies for water resource management and implementation.  Coordinates all Ventura Water planning and business operations including input into the current and future capital projects.  Oversees the planning, design, and coordination for all water and waste water utility aspects related to all approved projects between Land Development, Planning, and Utility Billing including the collection of water and wastewater connection fees, water service/meter requirements, and billing information for each new account.    Manages the office customer service functions; designs and implements programs and services that promote Ventura Waters’ position and further its customer service goals and objectives. 

Current Operations Assignment:

Directs all Ventura Water water and waste water operations and services, including input into the current and future capital projects.  Establishes and maintains the warehousing functions for the department.  Directs, plans, organizes, integrates, controls, and evaluates all efficiency programming that includes energy efficiency, emergency management, and asset maintenance and management system. Manages the field customer service functions; designs and implements programs and services that promote Ventura Waters’ position and further its customer service goals and objectives.

KNOWLEDGE & ABILITIES

Knowledge of: Utility planning, strategic planning, utility business development,  revenue management and collection procedures; utility billing software; utility fund rate structures and rate setting; water efficiency "best management practices"; cross connection principles and program administration; water demand management programs; water and waste water utility operations; basic water, wastewater, and bio solids composting operations and practices; research techniques, sources and availability of information, and methods of report presentation; effective customer service practices and procedures; principles and practices of supervision; basic financial and economic forecasting techniques; principles of financial administration including budgeting and reporting, and basic cost accounting and analysis; knowledge of grant, bond and loan documents relative to short term and long term funding needs; principles of organizational analysis.

Ability to: Compile, research, and analyze financial and economic data; prepare and manage budgeting and fiscal control programs; analyze, monitor, report, and control major budgetary expenditures and revenues; supervise the development, monitoring, and evaluation of water efficiency program implementing "best management practices"; manage the contract with the county for the cross connection control program; prepare recommendations for rate adjustments and rate structure revisions as necessary to fund water and sanitation utilities; develop effective administrative and financial methods and procedures; verify utility billing software and City ordinance are in compliance; prepare a variety of reports; analyze a variety of administrative problems and make sound policy and procedural recommendations; compile, organize and present statistical data in a clear and logical manner; effectively resolve difficult and sensitive customer complaints; develop and foster a customer service standard of excellence among subordinates and City staff; read, understand, and communicate complex technical materials to others with limited knowledge of subject matter; organize work to meet critical deadlines; direct the work of others to meet established goals and objectives; develop and make presentations to different audiences with various informational needs and concerns; communicate effectively both orally and in writing; interpret and make decisions in accordance with laws, regulations, and policies; prepare complete and accurate technical and financial reports; establish and maintain effective work relationships with those contacted in the performance of required duties.

LICENSE/CERTIFICATES

License: Possession of a valid California Class C driver's license is required.

Certificates: The following certificates are desirable:

  • Registration as a Professional Engineer
  • American Planning Association Certified Planner
  • Certified Professional Hydrologist
  • Certified Energy Manager
  • LEED
  • Grade 5 Wastewater Treatment Operator certificate issued by the California Water Resources Control Board
  • Grade 5 Water Treatment Operator certificate issued by the California Water Resources Control Board
  • Grade 5 Water Distribution Operator certificate issued by the California Water Resources Control Board

WORKING CONDITIONS

Environment: works mostly in indoor office conditions with some exposure to outdoor conditions, industrial facilities, construction sites, may drive a vehicle to different locations; attends evening meetings; works under pressure, in potentially stressful situations, and with media scrutiny. Physical Abilities: hearing and speaking sufficient to exchange information in person, at formal presentations, or on the telephone; vision within normal range with or without correction; sitting or standing for extended periods of time, uses hands to handle, feel or operate standard office equipment including personal computer; mental capability to use and apply mathematical reasoning and abstract statistical concepts and to read and interpret financial and statistical data and documents; observe and interpret people and situations, perform highly detailed work on multiple concurrent tasks, work under intensive deadlines and with media scrutiny. Hazards: exposed to computer screens.

MINIMUM QUALIFICATIONS

A combination of education, training, and experience equivalent to a Bachelor’s degree from an accredited college or university in civil engineering, mechanical engineering, industrial engineering, ocean engineering, environmental engineering,  urban planning, or a closely related field and five years of progressively responsible leadership experience in public works management, infrastructure strategic planning, water resources management or federal, public or private utility management, including experience supervising professional-level positions. A Master’s degree in a related field is highly desirable.
