The City of Tucson is seeking a highly motivated Business Analyst II to join our current systems implementation team at the Tucson Water Department. This position resides within the Customer Service Division and will provide technical support during and after the implementation of enterprise level systems.  The new enterprise level systems coming online in the upcoming years will offer more functionality, improve business processes, and will have a vast integration framework that leverages people, process, and technology to improve reliability, increase efficiency, reduce cost, drive innovation and improve the customer experience.  

This position has a unique opportunity to join the implementation team to gain first-hand knowledge and experience from the software solution architects. Long term this this will turn into a support-based role for the ongoing needs and requirements of the user base by providing technical assistance to end users, updating/maintaining testing and training materials, system related documentation and data reporting for business analytics as needed.  Additionally, this position will be responsible for gathering requirements and making recommendations for any new requests or enhancements for the sustainability and the technology’s continued growth with the utility.    

This is a hybrid telecommuting position where approximately 50% of work is completed in the office and 50% is completed virtually. This model may change based on future business needs. Successful candidates will work from home and must abide by the terms and guidelines in the City of Tucson Telecommuting Administrative Directive 2.01-19 to include:

· Must have a minimum of 50 Mbps to connect to the internet

Is a senior level or lead position within the Business Analyst structure. This position leverages the return on enterprise level systems by providing technical support to analyze business processes and technology requirements.

Essential Functions

Manages enterprise transactional based applications and relational databases.

Develops system integration strategies.

Analyzes and modifies XML and JSON structures/XSLT programming.

Serves as technical lead on software implementations, maintenance, and upgrades.


Analyzes departmental business issues and data challenges, elicits requirements from management and internal customers to develop functional and system configuration specifications utilizing technological solutions. 


Develops, tests and implements new systems or modified system enhancements to meet changing requirements.


Performs daily systems duties to include loading data and generating reports, ensuring system applications processed in a timely manner and solves daily production system problems as they occur.


Performs maintenance and makes modifications to reference tables in the CIS modules and systems.


Performs maintenance and makes modifications to the systems web based dynamic customer portal. 


Creates complex non-routine queries and maintains a variety of system reports, scripts, workflow, and automated tasks using structured query language and various database management tools .


Advises on system capability, compiles data, and implements data driven decisions and strategies for management.


Troubleshoots end-user, functional and technical problems.


Serves as liaison with Information Technology, departmental staff, and vendors to evaluate, test and support new functionality, developments, and enhancements of CIS modules or systems.


Plans and publishes monthly calendars and fiscal year end schedules.


Monitors and approves system security, updates, and maintains system security records and permissions.


Creates procedural documentation and provide training to end-users

Minimum Qualifications

Minimum Education Level & Type: Bachelor's Degree

Minimum Experience Qualifications: At least 5 years of experience in technical support involving ERP or large database systems

*Any combination of relevant education and experience may be substituted on a year-for-year basis.

Preferred Qualifications

Developer skills with a curious and innovative attitude and the desire to constantly look for ways to improve processes to resolve business issues.

Experience with web technologies and Web API, to using ASP.NET MVC pattern, VB.NET, C#, HTML.

Knowledge of transactional programming using Extensible Markup Language (XML) and JavaScript Object Notation (JSON) structures. 

Extensive knowledge of Visual Studio.

Experience with database technologies, predominantly Structured Query Language (SQL) server.

A working knowledge of enterprise class relational databases, e.g., Oracle, Microsoft SQL Server, IBM DB2 and the interaction of enterprise applications with their respective databases (NOTE: Desktop database applications such as Microsoft Access or Open Office Base do not fulfill this requirement).

A strong working knowledge of Business Intelligence software, e.g., Birst, Cognos, Tableau, Power BI, Qlik, Crystal Reports. 

A strong working knowledge of Office 365 suite applications.

Strong written and oral communication skills and the ability to convey complex technical material to non-technical users in a friendly manner.

Upon completion of all examination processes, the highest scoring applicants will be placed on the Civil Service Employment List.  An applicant’s ranking on the Civil Service Employment List will be based on their final score which will be calculated as:

  • 10% of the rating for education and work experience
  • 90% of the rating for the panel interview

    This recruitment will establish a civil service list that may be utilized to fill vacancies occurring at Tucson Water within the next 6 months. Hiring interviews maybe conducted post list and prior to final selection.
