Introduction

The City of Tucson Information Technology Department (ITD) is seeking a skilled and experienced GIS Enterprise Administrator to lead the planning, implementation, and management of our organization's geospatial technology infrastructure. As the Enterprise Administrator you will be responsible for overseeing the deployment, configuration, and optimization of ArcGIS Online and Enterprise platforms, ensuring seamless integration, data management, and optimal utilization of GIS resources.

General Description

As the GIS Enterprise Administrator, your role is central to the strategic management and optimization of our geospatial information systems. You will collaborate closely with stakeholders to define GIS requirements and chart a strategic roadmap for the implementation of ArcGIS Online and Enterprise, aligning them with organizational objectives and industry best practices. Your expertise in solution planning and architecture will be instrumental in designing scalable and sustainable GIS solutions that meet our goals.

In addition to planning, you will take the lead in deploying and configuring these GIS platforms, ensuring they seamlessly align with our strategic vision. Your responsibilities encompass data management and quality control, overseeing data migration and enforcing data governance policies. You will empower our teams through training and support, creating user-friendly documentation and guidelines. System maintenance, performance optimization, and security measures are also within your purview. Moreover, you'll stay abreast of GIS trends to propose innovative solutions and streamline workflows through script development and automation. Your role as a GIS Enterprise Administrator is pivotal in harnessing the full potential of our geospatial capabilities and ensuring their alignment with organizational excellence.

Responsibilities:

Solution Planning and Architecture

  • Collaborate with stakeholders to define GIS requirements and create a strategic roadmap for ArcGIS Online and Enterprise implementation.
  • Design and architect scalable and sustainable GIS solutions that align with organizational goals and industry best practices.

Deployment and Configuration

Data Management and Quality

  • Oversee data migration, transformation, and integration processes to ensure accurate and consistent geospatial data across the organization.
  • Develop and enforce data quality standards, data governance policies, and data access controls.

User Training and Support

  • Provide training and support to users of ArcGIS Online and Enterprise platforms, ensuring they have the necessary skills to effectively utilize GIS tools and services.
  • Create user documentation, tutorials, and best practice guidelines for GIS workflows.

System Maintenance and Performance

  • Monitor system performance, troubleshoot issues, and implement performance tuning strategies to optimize the ArcGIS environments.
  • Coordinate regular system updates, patches, and upgrades to ensure security and functionality.

Collaboration and Communication

  • Collaborate with cross-functional teams to identify GIS opportunities and provide geospatial insights to support decision-making processes.
  • Communicate technical concepts and solutions to non-technical stakeholders in a clear and understandable manner.

Security and Compliance

  • Implement security measures and protocols to protect sensitive geospatial data and maintain compliance with industry standards and regulations.
  • Conduct regular security assessments and audits to identify vulnerabilities and address potential risks.

Innovation and Continuous Improvement

  • Stay updated with the latest GIS trends, technologies, and advancements to propose innovative solutions and improvements to existing systems.
  • Drive continuous improvement initiatives to enhance GIS workflows, user experience, and overall efficiency.

Script Development and Automation

  • Develop, maintain, and enhance scripts to automate various GIS-related tasks, such as data processing, analysis, reporting, and map production.
  • Create and manage geoprocessing scripts to streamline complex workflows, improving efficiency and accuracy of GIS operations.

Essential Functions

  • Proactively analyze data to answer key questions from stakeholders or personal initiative with an eye for driving business performance and investigating and communicating areas for improvement in efficiency and productivity.  
  • Create and maintain rich interactive visualizations through data interpretation and analysis by integrating various reporting components from multiple data sources.            
  • Monitor data trends to assist with bringing challenges to the forefront.                                  
  • Utilize predictive analysis frameworks to direct workflows.                                 
  • Work closely with customers to understand and maintain focus on their analytical needs, including identifying critical metrics and KPIs and delivering actionable insights to relevant decision-makers.                                     
  • Develop and maintain databases by acquiring data from primary and secondary sources; build scripts that will make our data evaluation process more flexible or scalable across data sets.      

Minimum Qualifications

EDUCATION LEVEL & TYPE: Four-year Bachelor’s degree in Computer Science, Management Information Systems

EXPERIENCE:

At least one (1) year of experience working in technical data analysis, data science, data warehousing, and data visualization.

EDUCATION & EXPERIENCE EQUIVALENCY: Any combination of training, education, and work experience equivalent to Five (5)  years of relevant experience may be acceptable.

*Any combination of relevant education and experience may be substituted on a year-for-year basis.

Preferred Qualifications

  • Proven experience (5+ years) in managing and administering ArcGIS Online and Enterprise environments.
  • Familiarity with cloud platforms (e.g., AWS, Azure) and containerization technologies (e.g., Docker) is a plus.
  • Excellent problem-solving skills with the ability to analyze complex issues and propose effective solutions.
  • Relevant certifications such as Esri ArcGIS Desktop/Enterprise certifications are advantageous.
  • Strong experience with scripting languages such as Python, ArcGIS Arcade, and Javascript.

Selection Plan

Applicants who meet the minimum qualifications will be evaluated on the education and work experience in their employment profiles and the responses to their supplemental questions proceeding to the resume review evaluation. Following the resume review evaluation process, the highest scoring applicants will be invited to participate in a Virtual Teams Oral Board Interview.

Virtual Oral Boards will be held either the week of October 1, 2023, or October 8, 2023, via Microsoft Teams

Upon completion of all examination processes, the highest scoring applicants will be placed on the Civil Service Employment List.  An applicant’s ranking on the Civil Service Employment List will be based on their final score which will be calculated as:

· 10% for education and work experience

· 90% rating for the Oral Board Interview

This recruitment will establish a civil service list that may be utilized to fill vacancies occurring in this classification within the next 6 months. Post list hiring interviews may be conducted prior to final selection.
