The City of Tucson Parks and Recreation Department is seeking an Irrigation Supervisor, equally strong in the technical knowledge of maintenance and installation of new irrigation systems; as well as being capable of leading a team of irrigators and supporting employee growth. The park system has 131 parks with over 70% of those parks on an irrigation system. 
This position will also manage water fountain replacements, backflow preventors, booster pumps, and irrigation controllers. Beyond the technical day-to-day management of irrigation systems, this position gets to work with the city Storm 2 Shade program on innovative ways to use green stormwater management to sustain park trees and vegetation and works with the Tucson Million Trees program on introducing more trees into parks.

General Description

The Parks Area Supervisor supervises the work of staff focused on the maintenance and improvement of irrigation systems in park facilities for the safe use and enjoyment by the public. The Parks Area Supervisor oversees work in grounds and athletic field maintenance, equipment operations, trades, irrigation, and aquatics.

Essential Functions

Supervises and coordinates the equivalent of two or more full time employees and all assigned work in a unit ensuring timely and quality activities to respond to the needs of the City, community, department, and unit.

Assists with the implementation, evaluation and interpretation of department policies, projects and procedures.

Creates and upholds standards for irrigation projects, equipment, sizes, and details to ensure citywide uniformity for cost effective management systems.

Manages, coordinates, and determines priorities of workload, monitoring levels of resources, establishing timelines, assigning work, monitoring progress, recommending changes and suggestions, writing, reviewing and editing reports prepared by staff, and approving completed projects and reports.

Implements controls for appropriate unit staffing and effectiveness by participating in the recruitment and hiring of employees, making recommendations on employee discipline, and other human resources issues, evaluating and managing employee performance, discussing and identifying personnel issues and facilitating resolutions, promoting positive morale in the unit, ensuring staff is trained appropriately for maximum performance, and providing leadership and guidance.

Contributes to the needs of the community and City by implementing and causing others to implement the organization's values and strategies by leading through example, competency, and accountabilities.

Performs irrigation system, water fountain, controllers, backflow and booster pump assessments, and develops priority and risk reports for long range planning and budget forecasting.

Responds to emergency maintenance and repair calls.

Provides customer service by responding to information requests, conducting research, providing solutions to problems, and correcting errors.

Ensures that unit work conforms to local, state, and federal governmental regulations, and other applicable rules and requirements.

Supervises facility maintenance and development by inspecting the quality and safety conditions of golf courses or parks, safety conditions, performing repairs, renovations and improvements and assisting with grounds keeping or turf maintenance activities.

Writes bid specifications and justifications and identifies, assigns, and evaluates work performed by contracted vendors.

Maintains and repairs equipment, responds to public inquiries and assists employees in completing assignments.

Minimum Qualifications

Minimum Education Level & Type: 6 months post High School

Minimum Experience Qualifications: At least 5 years of lead or supervisory experience in landscaping or turf maintenance

"Lead" is defined as leading at least one (1) full-time FTE in a work unit.  It does not include leading projects, departments, contractors, interns, etc.

"Supervisory" is defined as having supervised at least one (1) full-time FTE.

Valid and unrestricted Class D - Driver's License

*Any combination of relevant education and experience may be substituted on a year-for-year basis.

Special Job Requirements

State of Arizona Pesticide Applicator License required before the end of the probationary period.

Preferred Qualifications

Certifications related to irrigation maintenance and installation.

Selection Plan

Applicants who meet the minimum qualifications will be evaluated on the education and work experience in their employment profile and the responses to their supplemental questions. The highest scoring applicants will then be invited to participate in an Oral Board interview and Written Exam.

  • Written Exam and Oral Board Interviews will be held: the week of September 25, 2023

Upon completion of all examination processes, the highest scoring applicants will be placed on the Civil Service Eligibility List.  An applicant's ranking on the Civil Service Eligibility List will be based on their final score which will be calculated as:

  • 10% of your rating for education and work experience
  • 15% of your written exam 
  • 75% of your oral board interview

Selection Interviews may be conducted post list by the Hiring Manager.

This recruitment will establish a Civil Service Eligibility List that may be utilized to fill vacancies occurring at Parks and Recreation within the next 6 months.

Veterans, Native American, or Disability preference points will be added to the final score for those that are placed on the Civil Service Eligibility List.  If you qualify for preference points as outlined in the Employment Profile, you must present your documentation at the Oral Board interviews.  The DD 214 must be a copy that indicates characterization of service.
