Introduction


The Tucson Police Department is seeking two innovative Associate GIS Analysts to join the Tucson Police Department’s Analysis Division. The Associate GIS Analyst role will support the design and development of GIS products for Police operations in a dynamic environment.

Successful applicants will be familiar with common GIS application skills, including producing maps, implementing topology methods, and generating GIS reports and analyses. Experience and training with ArcGIS Pro, SQL, and Python (ArcPy) are preferred.

General Description

Performs moderately complex data analyses, including integration of descriptive statistics, basic tests of significance, basic qualitative analyses, spatial analyses, and reports on gathered information.

The class performs related duties as required.

Essential Functions

Generates maps, graphs, tables, charts, and reports by leveraging Microsoft Excel, GIS applications and police databases.

Conducts trend/pattern/series analyses using quantitative, qualitative, and spatial measures and methods.

Conducts basic data collection and extraction from police-related databases to critically evaluate data; assess the value of the data, synthesizes compiled data into a logical framework, draws inferences, and prepares comprehensive reports and presentations to enhance the information provided to appropriate department personnel.

Supports the design of analytical products and implementation of statistical techniques that provide thorough data analytics to support data-driven decisions.

Supports data-integration models and the Department's vision by collecting and analyzing data in a timely and accurate basis, provides detailed trend analysis reports regarding findings.

Assists in development of research methods, including problem statements, background research, and methodological design.

Reviews and summarizes peer-reviewed literature and other technical reports regarding research and analytical methodologies.

Minimum Qualifications

Minimum Education Level & Type: Bachelor’s Degree

Minimum Experience Qualifications: At least 1 year relevant experience in applied social science research.

Preferred Qualifications

Bachelor or Master's degree in GIS, Information Technology, Geography, Management Information Systems, or another closely related field.

Evaluates data challenges, elicits requirements from stakeholders, and utilizes GIS and other technological solutions to provide actionable results.

Candidates with proficiency in following topics are preferred:
  • Editing using tools from the ArcGIS Pro applications.
  • Compiling and integrating geospatial data from multiple sources for analysis.
  • Creating and organizing GIS data into models and schemas.
  • Using GIS applications, including ArcGIS Pro, Survey123, and Python.
  • Coding and the ability to write scripts structured query language.

Selection Plan

Applicants who meet the minimum qualifications will be evaluated on the education and work experience in their employment profile and the responses to their supplemental questions, as well as their resume. 

Practical assessment - will be a review of the submitted resumes. 

  • Resume Reviews will be held: The week of June 12, 2023 
Applicants who pass the resume review will be invited to participate in an oral board interview.

  • Oral Board Interviews will be held: The week of June 19, 2023
Upon completion of all examination processes, the highest scoring applicants will be placed on the Civil Service Eligibility List.  An applicant's ranking on the Civil Service Eligibility List will be based on their final score which will be calculated as:

  • 10% - education and work experience
  • 10% - resume review
  • 80% - oral board interview
This recruitment will establish a Civil Service Eligibility List that will be utilized to fill vacancies occurring within the next 6 months.

The highest scoring candidates placed on the Civil Service Eligibility List may be invited to participate in a selection interview. If selection interviews are held, the date, time and location will be provided at a later time. 

Veterans, Native American, or Disability preference points will be added to the final score for those that are placed on the Civil Service Eligibility List. If you qualify for preference points as outlined in your Employment Profile, you must upload your documentation as part of the application process or email it to  TPD_HR@tucsonaz.gov. Copies of DD 214s must reflect a characterization of service.

Candidates placed on the Civil Service Eligibility List who receive a contingent offer must successfully pass the following:
