The Tucson Water Department – Well Maintenance Section is seeking an experienced individual to supervise personnel in the repair and support of potable and reclaim water systems and pumping plants.  This position will provide direction and instruction to Well Maintenance Section personnel in the replacement and maintenance of pumping equipment in 197 production wells, 10 reclaim wells, and 9 TARP wells.

General Description

Supervises personnel in the routine and emergency operation, repair, and maintenance of potable and reclaim water systems and pumping plants. Supervises the inspection and repair of piping, valves and pumping equipment, responds and resolves customer complaints and emergency water situations. Trains and evaluates maintenance division personnel and provides direction and instruction.

Essential Functions

  • Supervises and coordinates the equivalent of two or more fulltime employees and all assigned work in a unit ensuring timely and quality activities to respond to the needs of the City, community, department, and unit.
  • Assists with the implementation, evaluation and interpretation of department policies, projects and procedures.
  • Manages, coordinates, and determines priorities of work load, monitoring levels of resources, establishing time lines, assigning work, monitoring progress, recommending changes and suggestions, writing, reviewing and editing reports prepared by staff, and approving completed projects and reports.
  • Implements controls for appropriate unit staffing and effectiveness by participating in the recruitment and hiring of employees, making recommendations on employee discipline, and other human resources issues, evaluating and managing employee performance, discussing and identifying personnel issues and facilitating resolutions, promoting positive morale in the unit, ensuring staff is trained appropriately for maximum performance and providing leadership and guidance.
  • Contributes to the needs of the community and City by implementing and causing others to implement the organization’s values and strategies by leading through example, competency, and accountabilities.
  • Provides customer service by responding to information requests, conducting research, providing solutions to problems, and correcting errors.
  • Ensures that unit work conforms to local, state, and federal governmental regulations, and other applicable rules and requirements.
  • Supervises groups of employees in a work area by planning, directing and scheduling work assignments and monitoring aging work orders; monitoring, reviewing and approving leave time; conducting performance evaluations; scheduling training on technical and safety issues, monitoring and approving daily computerized employee time cards along with biweekly time sheets; overseeing and assisting with work assignments.
  • Performs site and plant inspections by evaluating damaged or worn out pumping equipment, system piping and valve; conducting inspections of trenches and open holes at repair sites for City and Tucson Water safety requirements and OSHA regulations; monitoring and resolving pressure problems at plant sites and valve stations; coaching and directing employees in critical repairs; monitoring equipment performance to ensure industry and Tucson Water standards are met; evaluating preventative maintenance reports with visual inspections; inspecting new pumping equipment plants and making recommendations to improve performance; inspecting fire hydrants, valves and equipment to correct and change “as built” drawings; working with contractors and customers on shutdowns and to keep the water system from damage; documenting findings and developing strategies to correct deficiencies and investigating and resolving operational problems and equipment malfunctions.
  • Represents Tucson Water by resolving customer and contractor complaints, safety concerns, damage incidents, mayor and council inquiries, OSHA concerns, police and fire department concerns, vendor deficiencies and contractor damage.
  • Supports Tucson Water sites, projects, repairs and assets by maintaining records and databases, helping to develop and implement policies, procedures and standard operating procedures; ordering and maintaining tools, equipment and supplies, and attending meetings for pre-bids, pre-construction, site meetings and meetings with contractors.
  • Designs and manages site and construction plans by recommending and assisting in the design of facilities, pumping stations, distribution mains and associated equipment by reviewing plans and sites; reviewing and redlining new construction plans and making changes and recommendations as necessary and attending pre-construction and pre-bid meetings for new construction and purchases.
  • Daily use of an Enterprise Asset Management system by writing work orders, monitoring labor times, assuring correct asset information, assuring correct work order information for cost accounting purposes, and monitoring materials and equipment for storekeeping purposes.

Minimum Qualifications

Minimum Education Level & Type: 6 months post High School

Minimum Experience Qualifications: At least 4 years of experience in the construction, maintenance, repair, installation, and operation of line shaft turbine and submersible well pumps, including welding, pipefitting, machine work, rigging, and heavy equipment operation or construction, installation, inspection, repair and maintenance of water distribution systems

Valid and unrestricted Driver's License

Special Job Requirements

Required at the time of application:

  • ADEQ Water Distribution Grade 1 Certification

Required within 12 months of hire:

  • ADEQ Water Distribution Grade 2 Certification
  • ADEQ Water Treatment Grade 1 Certification

ADEQ D2 Certification and ADEQ T1 Certification are required within 12 months of hire.  Failure to obtain the required certifications will result in failure of probation in accordance with applicable Civil Service Rules and/or Administrative Directives.

Preferred Qualifications

The ideal candidate will possess the above minimum qualifications as well as relevant experience in the areas listed below:

• Previous supervisory experience
• Completion of City of Tucson Ignite Supervisor Academy
• Class A Commercial Driver’s License with Tanker Endorsement

Upon completion of all examination processes, the highest scoring applicants will be placed on the Civil Service Employment List. An applicant’s ranking on the Civil Service Employment List will be based on their final score which will be calculated as:

• 10% of the rating for education and work experience
• 90% rating for the Oral Board Interview

Hiring interviews may be conducted post-list by the hiring authority.

This recruitment will establish a civil service list that may be utilized to fill vacancies occurring within the next 6 months.
