Introduction


The Tucson Police Department is seeking a Non-Relational Database Analyst to serve in its Data Management Unit under the Department’s growing Analysis Division. This professional position will work to enhance the Department’s Business Intelligence, Analytics, and Data Management capabilities. The successful applicant will be able to work in several coding languages to integrate data warehouse systems and automate work processes, collaborate with team members across the City of Tucson, and practice a commitment to transparency and accountability.

This position requires advanced application system support, analytical, and documentation skills to support the business needs of the Department. Non-Relational Database Analysts frequently interact with stakeholders at all levels of the organization for varying tasks. The diversity of projects, functions, and supporting technologies makes for a dynamic work environment that is both challenging and rewarding.

This position is grant funded.  In accordance with Civil Service Rules, Section 5 - Employment in Grant Funded Positions, any person employed by the City, who on initial entry into City employment under any type of appointment in a position specifically designated as funded in whole or in part through a grant from a public or private source, shall be informed in writing by the Director at the time of appointment, and the person shall acknowledge in writing, that the provisions have been read and understood that employment will cease at the termination of the grant regardless of the status of the employee and without regard to length of service. Persons so terminated are not entitled to any right of appeal. A grant funded employee may, subject to other provisions provided for by these rules, be transferred, promoted or demoted into a non-grant funded position and become subject to the provisions of the Civil Service Rules and Regulations governing other city employment. Permanent classified employees who have previously completed a probationary period in a non-grant funded position and are serving in a grant funded position are exempt from the requirements of this section. Employees paid through an annually recurring funding source as defined in Rule I, Section 3, are covered by the layoff provisions found in Rule VIII, Section 2. 

General Description                                                                                                                                                                                                                                    

Designs, develops, and programs systems operations, and manages projects for the computer resolution of business problems.

Essential Functions

Assesses the needs of end-users by documenting current physical and logical systems and new system requirements through the use of interviews and formal structured analysis techniques.

Elicits and documents system requirements through a variety of processes including interviews, observation, workshops and formal analysis techniques.

Assesses the impact system changes and issues will have on integrated systems.

Plans for updates and software release upgrades in collaboration with other ITD resources.

Applies enhancement/upgrades to software applications. Ensures the installation of all necessary software components on servers, desktops and mobile clients in collaboration with other ITD resources.

Designs, prepares, and executes test plans.

Analyzes business processes to develop clear, concise and unambiguous requirement documents.

Develops program specifications, including logical procedures to solve problems or provide more efficient computer operations, develops cost statistics, and presents recommendations to management.

Writes computer programs, designs, prepares, and executes test plans, creates backup plans, and initiates new systems or programs.

Prepares and presents training materials and instructs user personnel in the use of computer systems. Develops procedure manuals for end-users.

Creates system backup and recovery plans for continuity of operations in cooperation with other IT resources.

Periodically evaluates implemented systems and presents progress reports to management.

Troubleshoots and solves daily production system problems as they occur.

Occasionally directs helpers, assistants, seasonal employees, interns, volunteers or temporary employees and may temporarily act in a higher capacity.

Minimum Qualifications

Minimum Education Level & Type: Bachelor's Degree

Minimum Experience Qualifications: At least 3 years of experience in systems analysis, design programming, testing, and implementing computer-based information systems

Preferred Qualifications

Preferred - Bachelor's degree in Computer Science, Information Technology, Management Information Systems, GIS, or other closely related field.

Strongly Preferred - Master's degree in Computer Science, Information Technology, Management Information Systems, GIS, or other closely related field.

Strong candidates will work well in teams, possess a high-level of curiosity, and be motivated to improve public safety through data and technology.

Advanced skills in systems analysis and design with a background in programming are strongly preferred. Candidates should understand and have practice with multiple coding languages (such as SQL, Python, PowerShell, JavaScript, C++, etc.) and the ability to write scripts to automate the running of multiple commands.

Experience authoring non-routine SQL scripts is highly desirable.

Selection Plan

Applicants who pass the resume review will be invited to participate in a written exam and oral board interview.

  • Written Exam and Oral Board Interviews will be held: The week of June 19, 2023
Upon completion of all examination processes, the highest scoring applicants will be placed on the Civil Service Eligibility List.  An applicant's ranking on the Civil Service Eligibility List will be based on their final score which will be calculated as:

  • 10% - education and work experience
  • 10% - resume review
  • 80% - written exam and oral board interview
This recruitment will establish a Civil Service Eligibility List that will be utilized to fill vacancies occurring within the next 6 months.

The highest scoring candidates placed on the Civil Service Eligibility List may be invited to participate in a selection interview. If selection interviews are held, the date, time and location will be provided at a later time. 

Veterans, Native American, or Disability preference points will be added to the final score for those that are placed on the Civil Service Eligibility List.
