Introduction


The City of Tucson is recruiting for a Master Level Clinician that will focus on the mental health and wellness of public safety personnel. Public safety personnel are exposed to calls for service such as child abuse, suicide, domestic violence, officer-involved shootings, traffic fatalities, and other calls as part of their regular duties and responsibilities. Providing support to personnel using various techniques and tools will assist in minimizing members experiencing negative physical, cognitive, emotional, and behavioral reactions. General Description

Provides mental health counseling and wellness consultation to Public Safety personnel. May serve as project leader under the direction of the department psychologist or chain of command.

This job reports to: Police Psychologist/BSU Administrator

Essential Functions

Provides routine and emergency psychological and wellness services to department personnel and their immediate family members by providing counseling, consultation and/or referral services.

Assists department psychologist in relevant behavioral sciences and wellness matters throughout the agency.

Assists with monitoring levels of resources, establishing timelines, assigning work, monitoring progress, recommending changes and suggestions, writing, reviewing, and editing reports prepared by staff.

Assists with discussing and identifying personnel issues and facilitating resolutions, promoting positive morale, training staff for maximum performance and providing guidance.

Remains aware of available mental health and wellness resources and makes referrals as appropriate.

Develops and implements psychological education programs and classes.

Assists with the implementation, evaluation and interpretation of department policies, projects, and procedures.

Contributes to the needs of the community and City by implementing the organization's values and strategies by leading through example, competency, and accountabilities.

Provides customer service by responding to assigned information requests, conducting research, providing solutions to problems, and correcting errors.

Minimum Qualifications

Education Level & Type: Master’s Degree in Counseling, Social Work or Behavioral Health related field from an accredited college or university.

Minimum Experience Qualifications: A minimum of 3 years post-graduate experience as a licensed psychotherapist working with adults.

Driver’s License & Type: Valid and Unrestricted Class D - Driver's License​

Special Job Requirements

Licensed in the state of Arizona and qualified to provide counseling and professional consultation services. Training and expertise to include crisis intervention, suicide awareness and prevention, post critical incident intervention, trauma, alcohol/substance abuse treatment, couples/marital/family counseling and treatment of anxiety and depression.

Ability to use a wide variety of interventions using multiple treatment modalities including evidence-based practices e.g., Eye Movement Desensitization and Reprocessing (EMDR), Cognitive-Behavioral Therapy (CBT), Cognitive Processing Therapy (CPT), Dialectical Behavior Therapy (DBT), Acceptance and Commitment Therapy (ACT), Prolonged Exposure Therapy (PE), Motivational Interviewing (MI), mindfulness-based therapy.

Experience in providing psychotherapy with a diverse population and experience with multicultural counseling skills.

Availability to respond to critical incidents and/or clinical matters 24-hours a day, 7 days a week.

Preferred Qualifications

The ideal candidate  will have one (1) year of documented post-graduate experience  providing psychological services to public safety personnel or documented experience as a consultant to a public safety agency.

Experience working in an environment which follows a chain of command.

Experience developing curriculum and providing training in the areas of stress management, wellness, and resilience topics.

Selection Plan

Applicants who meet the minimum qualifications will be evaluated on the education and work experience in their employment profile and the responses to their supplemental questions, as well as their resume.

  • Practical assessment - will be a review of the submitted resumes 

Top scoring applicants who successfully pass the practical assessment will be invited to participate in an oral board interview.

  •   In person oral board Interviews will be held: The week of March 6, 2023 

Applicants invited to the oral board interview will be invited to participate via email. 

Upon completion of all examination processes, the highest scoring applicants will be placed on the Civil Service Employment List.  An applicant's ranking on the Civil Service list will be based on their final score which will be calculated as:      

  • 5% of your rating for education and work experience
  • 15% of your resume scoring
  • 80% of your oral board interview

Hiring interviews will be conducted the week of March 20, 2023.

The Eligibility List may be used by the department with an approved vacancy to fill in the next 6 months. Selection will be made in accordance with CSR III, Section 2. The list of employees eligible for consideration will remain in effect for 6 months after their names are provided to the hiring authorities. Examination results and current status will be communicated by email.  

Veterans, Native American, or Disability preference points will be added to the final score for those that are placed on the Civil Service Employment List.  If you qualify for preference points as outlined in the Employment Profile, you must upload your documentation as part of the application process or email it to TPD_HR@tucsonaz.gov. The DD 214 must be a copy that indicates characterization of service.
