Introduction

Tucson Department of Transportation & Mobility is seeking a highly organized, detail-oriented, energetic self-starter to work as part of the dynamic TDTM team.

The Transportation Compliance Coordinator position is part of the DTM Planning Team and oversees the Certification Acceptance program Tucson has with Arizona Department of Transportation, which includes ensuring compliance with various Federal, State, and local regulations, and assists with coordinating department budget programming activities.


An ideal candidate meets the minimum criteria for this position and has experience coordinating projects or programs, is highly organized in their approach to work and in keeping documentation, works well in a team environment, can adapt as necessary to changing direction, and communicates well.  

Some level of experience in the following areas is desired: coordination with government agencies, responsibility for ensuring compliance with regulatory procedures, and/or processing contracts or overseeing budgets. This position will be expected to work outside the normal hours of business on occasion.

 

General Description

Coordinates transportation programs and projects.
Coordinates plans and policies with commissions and agencies for project to comply with regulations, contracts, and statutory requirements.
Develop training materials and provide training to support departmental goals and compliance requirements
Provide presentations to staff, community groups, executives, and elected officials 
Coordinate plans and policies with City departments, public commissions, and other entities for construction-related projects to comply with regulations, contracts, and statutory requirements
Prepare clear, concise, and accurate documentation
Compile and analyze data
Develop program definitions, plans, and performance measures
Perform related duties as assigned


Essential Functions

Oversees the Certification Acceptance (CA) program Tucson has with Arizona Department of Transportation (ADOT), which includes ensuring compliance with various regulations, and

o Primary Point of Contact for all CA Program-related interactions;

o Monitor and assist with program requirements and reporting;

o Support ongoing coordination with City staff responsible for different areas of compliance within and outside of TDTM;

o Arrange/provide training for DTM staff on CA and regulatory procedures;

o Maintain records according to established Federal and State standards 

o   Track compliance requirements for transportation-related ADA, environmental, and other regulations:

§ Prepare/coordinate with others on completing documentation, such as: compliance reports, environmental and cultural waivers, Environmental Assessments, Environmental Impact Statements, Section 4(f) permits, and other NEPA-related documentation;

§  Engage in multiple transportation projects at a time to support project compliance to NEPA, ADA, as well as State of Arizona, and local laws and requirements

§  Review reports, studies, and permitting documentation for completion and QA/QC 

Assist with intra- and inter-agency agreements development and tracking

o correspond with agency officials

o attend meetings to ensure TDTM representation

 

Assist with coordination on annual budgeting and programming activities of Pima Association of Governments and internal DTM budgets

Coordinates a program within the department and uses independent judgment for the following:  

Assists with the implementation, evaluation and interpretation of department policies, projects and procedures.  

Provides customer service by responding to information requests, conducting research, providing solutions to problems, and correcting errors.  

Ensures that unit work conforms to local, state, and federal governmental regulations, and other applicable rules and requirements.  

 

Minimum Qualifications

Minimum Education Level & Type: Bachelor's Degree related field of study (natural resources, environmental science, biology/ecology, planning, business administration, water resources, civil engineering, or similar)

Minimum Experience Qualifications: 3 or more years experience in coordinating programs and projects

An equivalent combination of education, training, and experience which provides the required knowledge, skills, and abilities to perform the essential functions of this position may be considered.

Preferred Qualifications

  • Coursework in ecology, biology, environmental policy, planning, land use, and water resources is beneficial 
  • Master’s degree in related field of study preferred 
  • Experience working with NEPA documentation, and/or coordination with federal agencies in the U.S., including, but not limited to:  FHWA, FTA, USACOE, USEPA, USFWS, USHUD, ADOT, SHPO. 
  • Related professional licenses and certifications

Selection Plan

Applicants who meet the minimum qualifications will be evaluated on the education and work experience in their employment profile and the responses to their supplemental questions. The highest scoring applicants will then be evaluated on the written materials requested as part of this recruitment process. 

An evaluation will be conducted and scored on the Resume and Letter of Interest submitted with the application materials via the resume tab in the application process. Upon completion of all examination processes, the highest scoring applicants will be placed on the Civil Service Employment List.  An applicant's ranking on the Civil Service list will be based on their final score which will be calculated as:      

  • 10% of your rating for education and work experience
  • 30% of your rating for resume review
  • 60% of your oral board interview   

This recruitment will establish a civil service list that will be utilized to fill vacancies occurring within the next 6 months.
