Introduction

The City of Tucson, Department of Transportation & Mobility (DTM) is seeking qualified and motivated Senior Engineer Associates to join the DTM Engineering Team.  

General Description

Develops and manages projects and contracts. Reviews development plans. Develops and reviews project design plans and specifications.

Essential Functions

This is a lead position affording guidance to other positions performing the same tasks. This lead position also reviews workloads, assigns work and coaches employees with specialized instructions and practices for job accomplishments. Lead personnel may contribute to other employees' performance evaluations, assist with the hiring process by interviewing and making recommendations and providing input to supervisory staff.

Manages projects by developing scopes of work, managing contract schedules and budgets, developing plans and specifications, performing professional project management, directing the work of consultants and contractors, approving payment of invoices, maintaining project schedules, preparing reports, coordinating resources, and ensuring conformance with engineering standards and regulatory requirements.

Reviews and designs plans by attending meetings, coordinating requirements with other agencies, reviewing design concept reports and plans for compliance with City requirements, preparing bid documents, conducting site visits, addressing questions, coordinating work orders and plans and reviewing system capabilities and proposed enhancements.

Oversees and administers contracts by negotiating  design contract fees, reviewing and approving plans, estimates, reports and other design materials, reviewing received bids and recommending award of bid, conducting meetings, resolving issues, investigating on-site issues, preparing contract amendments, negotiating and preparing change orders, interpreting disputed contract language, issuing warnings and determining penalties for non-compliant work and reviewing and approving pay estimates.

Interacts with the public by attending neighborhood meetings, representing the City at public meetings, providing project status information to neighborhood associations and citizen committees and responding to inquiries from the public and City officials.

Prepares and reviews special provisions, construction cost estimates and construction schedules. Analyzes bids and schedules preconstruction tasks for the department.

Participates in the development of projects and programs.

Coordinates with other departments and agencies by sharing technical knowledge, providing experience on policy designs, aiding in contract administration, assisting in consultant selection, attending site investigations and providing engineering consultation on the unique needs of particular sites or problems.

Performs administrative duties by preparing, reviewing and submitting reports, preparing design change authorizations and maintaining and updating files and records.

Coordinates permits, reviews barricade plans and provides direction to contractor, inspection and administrative services staff on construction projects. Meets with the contractor regularly and documents project events daily, communicates City expectations  orally and in written form. Creates independent cost estimates and analyzes force accounts for extra work. Updates project reporting on  website and department reports and provides information for public relations reporting.

Analyzes and resolves engineering issues related to the design and operation of systems by using computer models and geographic information systems.

Ensures the computer models and geographic information systems contain accurate, precise and complete information.

Develops and upgrades policies and standards by evaluating the adequacy of standard specifications, recommending revisions, researching and investigating new materials and methods available and recommending and writing new or revised policies.

Minimum Qualifications

Minimum Education Level & Type: Bachelor’s Degree in Engineering or related field

Minimum Experience Qualifications: At least 2 years in engineering

Relevant experience in lieu of education will be considered

Preferred Qualifications

An Engineering-in-Training (EIT) Certificate from the State of Arizona is a preferred qualification of this position.   

Selection Plan

Applicants who meet the minimum qualifications will be evaluated on the education and work experience in their employment profile and the responses to their supplemental questions. The highest scoring applicants will then participate in an Resume Review process.

Upon completion of all examination processes, the highest scoring applicants will be placed on the Civil Service Employment List.  An applicant's ranking on the Civil Service list will be based on their final score which will be calculated as:      

  • 10% of your rating for Education and Training
  • 20% of your rating of your Resume Review
  • 70% of your rating of your Oral Board interview

This recruitment will establish a civil service list that will be utilized to fill vacancies occurring within the next 6 months.
