The City of Tucson
hereby announces the 2023 Fire Captain Promotional Examination. This
examination will establish a two-year Civil Service Promotional List.
Candidates placed on the promotional list must have at least one year of
service remaining as of the date they are eligible for promotion in order to be
selected from the list.
This position is a
supervisory firefighting position commanding a fire company in addition to
supervising paramedics, inspectors, and the activities of hazardous materials
and technical rescue teams. Captains may also be assigned to administrative
positions including but not limited to: Fire prevention, Training, Health and
Safety, Emergency Management, Logistics, Communications, Public Education and
Medical Administration.
Supervises, organizes
and directs firefighting and rescue operations; develops strategies and
tactics for the preservation of life and property.
Supervises and coordinates the equivalent of two
or more fulltime employees and all assigned work in a unit ensuring timely and
quality activities to respond to the needs of the City, community, department,
and unit.
Assists with the implementation, evaluation and
interpretation of department policies, projects, and procedures.
Manages, coordinates, and determines priorities
of workload, monitoring levels of resources, establishing timelines, assigning
work, monitoring progress, recommending changes and suggestions, writing,
reviewing and editing reports prepared by staff, and approving completed
projects and reports.
Implements controls for appropriate unit
staffing and effectiveness by participating in the recruitment and hiring of
employees, making recommendations on employee discipline, and other human
resources issues, evaluating and managing employee performance, discussing and
identifying personnel issues and facilitating resolutions, promoting positive
morale in the unit, ensuring staff is trained appropriately for maximum
performance, and providing leadership and guidance.
Contributes to the needs of the community and
City by implementing and causing others to implement the organization's values
and strategies by leading through example, competency, and accountabilities.
Provides customer service by responding to
information requests, conducting research, providing solutions to problems, and
correcting errors.
Ensures that unit work conforms to local, state,
and federal governmental regulations, and other applicable rules and
requirements
Supervises personnel by overseeing operational
and emergency activities and directing victim support activities.
Commands and oversees emergency and nonemergency
services by directing crews, communicating with field personnel, conducting
search and rescues operations, operating equipment, utilizing emergency medical
skills, assessing, and transporting patients, using extrication equipment,
removing hazardous materials, and ensuring that proper safety and incident
command procedures are followed.
Reviews logbooks and surveys; prepares quarterly
projections. Completes incident reports and related documentation in accordance
with department policy.
Oversees special programs by organizing
committees, coordinating duties with committee members and personnel, and
coordinating special events.
Performs related duties by maintaining a
constant appraisal of safety issues, conducting fire prevention and fire
hazards inspections, serving as a liaison regarding complaints, maintaining
equipment, vehicles, and the station house, interacting with the public through
school programs, conducting station tours and safety demonstrations,
maintaining physical fitness standards, and complying with all procedures as
outlined in department manuals and by management.
May perform special assignments by managing
Emergency Medical Services systems, coordinating training programs, responding
to and mitigating hazardous materials incidents, and acting as a liaison with
the media, government agencies, businesses, and the public.
Minimum Education Level
& Type: High School or G.E.D.
At least 5 years’ experience with Tucson Fire Department that includes two
years in rank as a paramedic, fire inspector, or fire engineer, or combination of two
one-year periods in the same classification as of the testing date.
OR
Tucson Fire Department commissioned employees of any rank with no less than seven (7) years of employment from the date of graduation from Tucson Fire Department's Recruit Academy AND continuous and uninterrupted employment with Tucson Fire Department. Continuous service is computed from your most recent hire/rehire date.
Valid and unrestricted driver’s license.

The evaluation
components of this promotional process will be used to assess the candidate's
knowledge, skills, and abilities as they pertain to the essential functions of
the position, as well as their knowledge of the information and methods
contained in the study material.
Candidates are
responsible for blocking their calendars and making appropriate arrangements to
ensure their availability during the testing dates listed below.
Candidates who meet the
minimum qualifications for this position and submit a proper and complete
online application will receive a formal email invitation to the candidate
orientation no later than February 9, 2023.
Seniority
Based upon the total
months of service with the Tucson Fire Department. Seniority will be limited to
sixty months maximum calculated through the closing date.
Education
Candidates without a
formal degree will receive one point for every credit successfully completed at
an accredited University, College, or Junior College, as shown on the
institution's transcript, up to a maximum of 60 points. Official/unofficial
transcripts and or official degrees will be accepted as verification of
education. Education will be limited to a maximum of 140 points. (Associate
degree=70 points and bachelor’s degree or greater + 140 points)
All applicants are
responsible for submitting online the educational documents no later than 11:59
PM on the closing date to receive credit and the points associated with their
education. Applicants having trouble uploading their documents, please contact
Fire-HR immediately prior to the closing date. Applicants who fail to submit
such documents by 11:59 PM on the closing date will receive zero points for
their education.
Assessment Center
Candidates meeting the
minimum qualifications will be invited to the Performance Assessment. The
assessment will take place the week of March 6, 2023, at
the Public Safety Academy located at 10001 S. Wilmot Rd., 85756.
Candidates must achieve
a cumulative score of 70% of the assessment to be eligible for the Fire
Captain promotional list.
Scoring Methodology
Evaluation components of
this promotional exam will be scored in the following manner:
Seniority: All raw scores will be standardized within the
candidate pool completing this evaluation and will account for 5% of the final
score for those placed on the promotional list.
Education: All raw scores will be standardized within the
candidate pool completing this evaluation and will account for 5% of the final
score for those placed on the promotional list.
Assessment Center: All raw scores will be standardized within the
candidate pool completing this evaluation and will account for 90% of the final
score for those placed on the promotional list.
Method of Certification
ONLY the top scoring
candidates that successfully performed all evaluation components will be placed
on the promotional list. Candidates will be ranked on the Civil Service
promotional list based on scores achieved throughout this promotional
examination. Final scores shall be based upon the completion and passing of all
components of the process and be computed in accordance with the weights and
procedures outlined in this job posting, and statistical techniques and procedures
established by the HR Director. In the event a tie exists, "seniority in
rank" is used first and then "seniority on the department," if
needed, and will be the tie breaking mechanism.
The final promotional
list will be compiled by Fire-HR no later than 17:00 on March 20, 2022.
*Please be advised, per
Civil Service Rule V, Section 2G, and the departmental final selection shall
include a selection interview and may include additional examinations. The
departmental final selection interview shall either offer all candidates on the
certified list the opportunity for interview, or interview candidates in the
order in which they appear on the certified list until a suitable candidate is
identified through the final interview process. The HR Director or designee
must review and authorize interview questions and any and additional
examinations based on job relatedness and scoring validity. An interview shall
not be required if the department selects candidates based upon the ranked
order his/her name appears on the list, beginning with the candidate receiving
the highest score. *
Scores will not be
released until the promotional list is established. Only those candidates that
are placed on the list will be provided their scores. The City reserves the
right to change the examination dates if required for operational necessity;
any changes will be communicated as soon as practical. If you need Americans

Candidates are advised
upon placement on a hiring promotional list, any employee having been the
subject of formal discipline, as defined by Administrative Directive 2.02-16,
may not be promoted until one year has passed from the date of discovery of the
incident resulting in discipline. The Fire Chief is the final authority on all
promotions and reserves the right to evaluate the circumstances surrounding the
formal discipline to include the nature of the infraction or infractions
resulting in the issuance of the discipline, the date of the infraction, the employee’s
personnel history since the date of the infraction, and the overall impact on
the department that could result due to the promotion of the individual.
