Introduction


Tucson Water is the second largest water utility in Arizona, serving over 730,000 customers over a 390 square mile service area. The Tucson Water Department is seeking individuals who enjoy working outdoors to perform utility meter reading and service. The department currently reads approximately 244,000 meters every month (523 routes), and most routes involve extensive walking in all weather conditions.

This position will read, service, and record water meter readings for residential and commercial accounts, and assist customers in resolving water service problems. It also requires the ability to walk 5 to 7 miles on a meter reading route within a specified time frame, frequent stooping and bending to read and record meters, and the ability to work in various work environments, such as extreme heat, cold, rain and rough terrain conditions.

The current shifts are as follows:  Monday through Friday  7:00 am-3:30 pm or 11:30 am-8:00 pm with a possible Saturday shift 7:00 am-3:30 pm

General Description

Reads and records water meter readings; performs a wide variety of responsible duties in the turn on, turn off, installation and servicing of residential and commercial water meters; assists customers in resolving water service problems; and performs related duties as assigned.

Essential Functions

The essential duties include but are not limited to:

  • Reads residential and commercial meters on varying assigned routes using hand-held computers and/or Automatic Meter Read (AMR) equipment; follows procedures regarding abnormal consumption; verifies service information to ensure proper identification and billing information for customer accounts.
  • Walks a daily 5-7 mile route in all weather conditions within a designated time frame.
  • Performs water service turn-ons and turn-offs in situations involving activation or deactivation of service; shuts off services on unpaid or delinquent accounts; locks meters with appropriate locking devices; identifies cases of possible unauthorized or illegal water use.
  • Removes defective or damaged meters and installs new meters; cleans out meter boxes; resets and replaces meter boxes.
  • Responds to a variety of work requests, including reports of leaks and no water complaints; checks meter operations; notifies customers of unusual or excessive consumption; interviews customers and advises customers of solutions where appropriate.

Minimum Qualifications

Minimum Education Level & Type: High School Diploma or G.E.D.

Minimum Experience Qualifications: At least 1 year of employment experience in an outdoor environment involving public contact

Valid and Unrestricted Class D - Driver's License

Preferred Qualifications

The ideal candidates will possess the above minimum qualifications as well as relevant experience in the areas listed below:  

  • Previous experience reading utility meters; water meter reading experience highly desired
  • Previous experience installing water meters

Selection Plan

Applicants who meet the minimum qualifications will be evaluated on the education and work experience in their employment profile and the responses to their supplemental questions. Applicants who meet the minimum qualifications will then be invited to participate in an On-line Computer Skills Assessment.  The computer skills assessment will test an applicants ability to read numbers and maps, follow directions, and make simple math calculations.

  • The On-line Computer Skills Assessment testing January 5 through January 8, 2023

Applicants will have a 4-day window to complete the on-line assessment, which can take up to 1 hour and 30 minutes and will expire at midnight on January 8, 2023 (Arizona time).  Please be sure to allow ample time to complete the exam within the allotted time frame and prior to the exam expiration time. Applicants who do not complete the test on time will not be considered.


NOTE: Qualified applicants will receive the test link from onlinetesting@invitations.testgenius.com by 5:00pm (Arizona time) on January 4, 2023.  However, the link will not be active until 12:00am (Arizona time) on January 5, 2023, and will expire at midnight (Arizona time) on January 8, 2023.

Applicants must successfully pass the online assessment in order to move forward to the oral board interview. Applicants who pass the on-line assessment will receive an email invite by 7:00 pm on January 10, 2023, to schedule an oral board interview.Please be advised that your electronic device must have a camera, audio, and a microphone. The window to schedule an oral board interview will only be available for a short period of time. 


  • In-Person Oral Board Interviews will be held January 17 and January 18, 2023 as needed

Upon completion of all examination processes, the highest scoring applicants will be placed on the Civil Service Employment List.  An applicant's ranking on the Civil Service list will be based on their final score which will be calculated as:  

  • 40% of your Computer Skills Assessment    
  • 50% of your In-Person Oral Board Interview 
  • 10% of your rating for Education and Work Experience

This recruitment will establish a Civil Service list that will be utilized to fill vacancies in this classifications occurring within the next 6 months.  

Veterans, Native American, or Disability preference points will be added to the final score for those that are placed on the Civil Service Employment List.  If you qualify for preference points as outlined in the Employment Profile, you must upload the documentation as part of the application process or email it to Roxie.Escarcega@tucsonaz.gov. The DD 214 must be a copy that indicates characterization of service.
