The City of Tucson's Housing & Community Development Department (HCD) is looking for experienced, capable housing maintenance professionals to join our Housing Technician team to serve the community of Tucson by providing comprehensive maintenance services for over 1,500 public housing and affordable housing units.  Work will be completed to conform to industry standards as well as standards defined by the U.S. Department of Housing & Urban Development (HUD).

General Description

Maintains and repairs the interior and exterior of public housing units. Evaluates the condition of housing units. Estimates equipment and material needs.

Essential Functions

Maintains the interior of facilities by troubleshooting, isolating the problem, repairing or replacing plumbing, electrical, appliances, heating and cooling equipment, fabricating and installing flooring and drywall, changing locks, and painting.

Maintains the exterior of facilities by painting, repairing fences and walkways, performing landscaping, and removing litter.

Estimates equipment needs by evaluating the condition of units, ordering materials, maintaining service records, and processing paperwork.

Cleans work areas, repairs equipment, assists with special carpentry projects as needed, delivers appliances, responds to emergency maintenance calls, and provides guidance to personnel.

Minimum Qualifications

Minimum Education Level & Type: 6 months post High School

Minimum Experience Qualifications: At least 4 years of experience maintaining and repairing housing units

Valid and Unrestricted Class D - Driver's License

Special Job Requirements

This position is subject to mandatory on-call in order to cover emergency maintenance needs for the participants we serve. 

Requires the ability to use ladders to access roofs for seasonal cooler turn-ons and shut-downs.

May require staff to perform Housing inspections on a limited basis based on HUD inspections.

Selection Plan

Applicants who meet the minimum qualifications will be evaluated on the education and work experience in their employment profile and the responses to their supplemental questions. Eligible applicants will then be invited to participate in a 2-part practical examination.


  • Practical Examinations will be held on October 6, 2022 and/or October 7, 2022
  • Mini Oral Board interviews will be held on October 6, 2022 and/or October 7, 2022

Upon completion of all examination processes, the highest scoring applicants will be placed on the Civil Service Employment List.  An applicant's ranking on the Civil Service list will be based on their final score which will be calculated as:
  • 10% of your rating for Training, Education and Work experience
  • 70% of your Two-part Practical Examination Score
  • 20% of your Mini Oral Board Interview Score
  Hiring Interviews may be conducted

This recruitment will establish a civil service list that will be utilized to fill vacancies occurring within the next 6 months.

Veterans, Native American, or Disability preference points will be added to the final score for those that are placed on the Civil Service Employment List.  If you qualify for preference points as outlined in the Employment Profile, you must bring your documents to the oral board interview.  The DD 214 must be a copy that indicates characterization of service.
