Introduction

The City of Tucson is seeking a highly qualified and motivated individual to become part of our Real Estate Team. They must have a proven track record showing specialization and experience in public sector type RIGHT-OF-WAY ACQUISITION SPECIALIST. 

You MUST include in your cover letter and chronological resume information detailing sufficient experience in public agency RIGHT-OF-WAY ACQUISITION SPECIALIST, your training and certifications, and your training or experience with technologies that will complement this experience. Experience in GIS is a plus.

General Description

Performs senior level professional real estate acquisitions, relocations, and other real estate services.

In support of the Real Estate Division mission, our Senior Property Agents are cross-trained and over time will perform a wide variety of essential functions within different specialties. The type of work performed, and specializations engaged in will vary over time with the Division’s everchanging priorities and workload.

Essential Functions

Functions performed by a Right-of-Way Acquisition Specialist include:

Functions are distinguished from the lower level classification of Property Agent by greater complexity, sensitivity, and dollar value of projects; greater interaction with top level management and City staff; and team leader responsibilities.

Processes more complex or atypical acquisitions, property exchanges, relocation assistance and real estate service requests using discretion and independent judgment.

Performs semi-complex components of professional level acquisition, Manages complete projects from start to finish, tracking, accepting and approving services rendered by real estate consultants and recommending payments of associated invoices.

Reviews right-of-way, concept, road project construction plans and general development plans for right-of-way considerations, impact, cost estimating and ROW clearance.

Assists  the office of the City Attorney with documentation for eminent domain cases.

Other Essential Functions:

Uses discretion and independent judgment to negotiate semi-complex transactions and incorporate terms and conditions into legal and transactional documents within established procedures.

Oversees and assists the audit process of internal files.

Creates and maps new GIS features.

Practices effective communication with citizens, consultants, co- workers, supervisors, elected officials and other governmental agencies. Provides coordination and monitors activities for timeliness, accuracy, and effectiveness.

Initiates and tracks the appraisal process, including reviews of environmental and archeological studies, interpreting development plans, site plans, subdivision plats and engineering plans to make recommendations regarding the same.

Assists the Supervisor, researches complex real estate issues and accurately presents the results.

Assists with the creation of bid packages and supports higher level classifications including limited work on special projects.

Performs semi-complex components of professional level dispositions, and property management, including commercial and non-profit leases. Manages complete projects from start to finish, tracking, accepting and approving services rendered by real estate consultants and recommending payments of associated invoices.

Drafts semi-complex public meeting communications, prepares supporting documentation, presentations and attends the same upon request. Coordinates court proceedings with City Attorney's office.

Minimum Qualifications

Minimum Education Level & Type: Associate’s Degree

Minimum Experience Qualifications: At least 4 years conducting real estate transactions involving appraisal, title examination, purchase, sale, exchange and lease of property, and right of way. Two of the four years must include public sector real estate acquisition, disposition, exchange, lease or property management functions.

Preferred Qualifications

Knowledge of principles and practices of real estate appraisal review; negotiating to acquire property rights.

Knowledge of how to interpret a property’s legal description against a survey; how to interpret a title report; how to search Court records involving real estate transactions; real estate terminology; and federal, state, and local guidelines governing public sector real estate transactions.

Reading and interpreting maps, plans, title reports, deeds, and easements; applying property appraisal principles; negotiating property acquisitions, including leases; reading and interpreting rules, regulations and procedures related to real estate transactions; interacting effectively with property owners under sometimes adverse conditions; ability to communicates effectively with all levels of management, the public, and governmental officials.

Proficient with standard office technology tools such as: Microsoft Outlook, Office, Word, Excel, Access, PowerPoint, Teams, and Project. Database and ArcMap or related GIS familiarity is a plus.

Public Speaking and Presentation skills.

Selection Plan

Applicants who meet the minimum qualifications will be evaluated on the education and work experience in their employment profile, responses to their supplemental questions and a review of your cover letter and resume.

NOTE:  FAILURE TO SUBMIT A COVER LETTER AND RESUME WILL RESULT IN A ZERO SCORE WHICH COULD RESULT IN YOUR NOT MOVING ON TO THE ORAL BOARD INTERVIEWS.

 The highest scoring applicants will then be invited to participate in an Oral Board Interview

Upon completion of all examination processes, the highest scoring applicants will be placed on the Civil Service Employment List.  An applicant's ranking on the Civil Service list will be based on their final score which will be calculated as:      

  • 10% of your rating for the Training and Experience
  • 30% of your rating for the Resume and Cover Letter review
  • 60% of your rating for the Oral Board Interview

This list will be utilized to fill vacancies occurring within the next 6 months.
