General Description

In addition to the essential functions, these may be other functions performed by the HR Technician:

  • Input employee information into human resources database/systems for various personnel actions and assisting with quality control by ensuring the information is inputted accurately and is in compliance with City of Tucson employment policies, rules, regulations and ordinance.
  • Maintain files, electronic records and databases; copy documents; produce correspondences; reference labor laws and rules; process data; create reports/lists; retrieves personnel files and monitor reviews by employees/supervisors; maintain retention schedules for various filing systems.
  • Retrieve human resources related data form various electronic databases and/or systems and design and create reports to respond to information requests.
  • Verify and approve hiring information on Personnel Action Request forms (PARFs).
  • Provide customer service to internal and/or external customers by responding and answering questions in-person, over the phone, or via-email.
  • Interprets policies, procedures, and any other human resources related questions.

Essential Functions

Recruits personnel by publishing job openings internally and externally, maintaining and creating files and databases, collecting applications, verifying application information is complete, screening applications, copying documents, creating lists of qualified applicants, and organizing/maintaining forms and files; maintains confidentiality.  

Schedules, coordinates, and proctors applicant evaluation processes, responds to email, attends job fairs, maintains and produces correspondences including notices to applicants, facilitates selection meetings, and communicates with department representatives regarding recruitment processes and interviews.  

Advises employer and job applicants about employment requirements, rules, policies, and procedures by referencing labor laws and rules.  

Scores exams, standardizes scores, checks consistency of scoring, creates specific queries in database to obtain information, processes data and creates reports and lists.  

Retrieves employee files and monitors file reviews by employees or supervisors.

Manages and tracks FMLA, Worker's Compensation and other eaves management

Manages Employee Recognition Programs. 

Minimum Qualifications

Minimum Education Level & Type: Associate's Degree

Minimum Experience Qualifications: At least 1 year in human resources

Special Job Requirements

Candidates placed on the Employment List may receive a contingent job offer and must successfully pass the following:
  • A background investigation including local, state and national criminal and fingerprint checks

Preferred Qualifications

Proficient in Microsoft Word, Excel and have a good working knowledge of database and mainframe programs

Experience with Kronos payroll software 

Applicant tracking system experience

Records retention experience

Human Resources certifications (IPMA or PHR)

Selection Plan

As part of the online application process all applicants are required to submit  a Chronological Resume.  Applications received without a resume will be considered incomplete.

Applicants who meet the minimum qualifications will be evaluated on the education and work experience in their employment profile and the responses to their supplemental questions. The highest scoring applicants will be invited to participate in an Oral Board Interview.  

  • Oral Board Interviews will be held the week of October 11,  2022

Upon completion of all examination processes, the highest scoring applicants will be placed on an Eligibility List.  An applicant's ranking on the list will be based on their final score which will be calculated as:

  • 10% of your rating for education and work experience
  • 10% of your Resume Review
  • 80% of your oral board interview
This recruitment will establish a civil service list that will be utilized to fill vacancies occurring within the next 6 months.

Hiring Interviews may be conducted.
