Introduction



The City of Tucson Information Technology Department (ITD) is seeking a motivated and innovative GIS Database Administrator to join our team. The ITD Database Administrator team develops, administers, and maintains enterprise level databases to ensure security, accuracy, and efficiency.

The ITD is looking for a dynamic team player with strong geospatial database and SQL skills.  This position primarily supports Windows based MS SQL Server relational databases that are spatially enabled using ESRI’s framework. This position meets with users to determine needs, configures databases with input from other technical teams, monitors, and tunes databases for performance, and ensures data availability. A person in this position must be able to communicate courteously and effectively with both technical and non-technical individuals. 

**The Information Technology Department is a 24/7 operation. The incumbent will be required to serve in an on-call status to respond to requests and emergencies occurring after normal business hours. **

Essential Functions

Understands and adheres to sound relational design practices using defined City standards; reviews logical and physical database designs for proposed changes to existing databases or new project implementations.

Ensures that the City's data and databases are available, usable, and reliable through monitoring, following best security practices, and data integrity facilities.

Establishes and enforces policies and procedures related to database authentication, data access control authorization, and auditing of security practices.

Implements database software by installing and testing several database software products and upgraded databases; plans, implements, and maintains database backup and recovery strategies to protect the City's data and databases.

Provides daily operations support to existing applications systems databases; provides technical project team support for application systems modifications and/or development; develops and maintains appropriate documentation.

Proactively establishes optimum values for existing and newly installed systems to optimize performance; ensures that best practices are followed so that good performance will result.

Troubleshoots and corrects problems.

Evaluates new database methodologies, version upgrades, and/or new implementation methods for planned upgrades, migrations, and regular maintenance; advises management of opportunities, changes, or alternative action to meet user needs.

Administers and controls data resources by working with outside agencies to make on-line information sharing possible; monitors and maintains security of databases and project schedules for assignments; provides instructions, prototypes of programs, training and technical assistance on timely accomplishment of tasks; documents procedures with complete instructions for back-up personnel; and coordinates schedules with other departments' schedules for assistance.

This is a lead position affording guidance to other positions performing the same tasks. This lead position also reviews workloads, assigns work and coaches employees with specialized instructions and practices for job accomplishments. Lead personnel may contribute to other employees' performance evaluations, assist with the hiring process by interviewing and making recommendations and providing input to supervisory staff.

Minimum Qualifications

Minimum Education Level & Type: Bachelor's Degree

Minimum Experience Qualifications: At least 3 years in database development and administration

Preferred Qualifications

  • Bachelor or Master's degree in Information Technology, Management Information Systems, Computer Science or related degree program
  • Strong ability to write scripts using structured query language and Python
  • Working experience with development of spatial databases
  • Working experience with administration and development of ESRI ArcSDE geodatabases and ESRI ArcPy module
  • Outstanding problem solving and troubleshooting skills 

Selection Plan

Applicants who meet the minimum qualifications will be evaluated on the education and work experience in their employment profile and the responses to their supplemental questions. The highest scoring applicants will then be invited to participate in an oral board interview.   

  • Oral Board Interviews will be held November 2, 2022.

Upon completion of all examination processes, the highest scoring applicants will be placed on the Civil Service Employment List.  An applicant's ranking on the Civil Service list will be based on their final score which will be calculated as:      

  • 20% of your rating for education and work experience
  • 80% of your oral board

This recruitment will establish a civil service list that will be utilized to fill vacancies occurring within the next 6 months.

Veterans, Native American, or Disability preference points will be added to the final score for those that are placed on the Civil Service Employment List.  If you qualify for preference points as outlined in the Employment Profile, you must provide a copy to the HR facilitator prior to your Oral Board interview.  The DD 214 must be a copy that indicates characterization of service.
