Introduction


The Tucson Police Department (TPD) invites applicants for the position of Police Evidence Supervisor. Candidates must have strong problem-solving and effective communication skills, be detail-oriented, and proficient in BEAST. Under general guidance from the Police Evidence Superintendent, the Evidence Supervisor will oversee an individual unit within the Evidence Section and assist with the general supervision of the entire Evidence Section.

General Description

Supervises employees responsible for packaging, storage and disposition of police property & evidence.

Essential Functions

Supervises and coordinates the equivalent of two or more fulltime employees and all assigned work in a unit ensuring timely and quality activities to respond to the needs of the City, community, department, and unit.

Implements controls for appropriate unit staffing and effectiveness by participating in the recruitment and hiring of employees, making recommendations on employee discipline, and other human resources issues, evaluating and managing employee performance, discussing and identifying personnel issues and facilitating resolutions, promoting positive morale in the unit, ensuring staff is trained appropriately for maximum performance, and providing leadership and guidance.

Contributes to the needs of the community and City by implementing and causing others to implement the organization's values and strategies by leading through example, competency, and accountabilities.

Manages, coordinates, and determines priorities of work load, monitoring levels of resources, establishing time lines, assigning work, monitoring progress, recommending changes and suggestions, writing, reviewing and editing reports prepared by staff, and approving completed projects and reports.

Retrieves, secures and releases property seized by law enforcement agencies. Transports and secures property from police substations and crime scenes using a marked police unit. Inspects and verifies submitted items and documentation, and ensures accuracy and safety. Handles bloody items, narcotics, firearms, and flammable materials. Maintains chain of custody and disposes and releases property as prescribed by law and department procedures. Conducts property inventories and maintains property storage areas.

Releases evidence and property to authorized personnel for possession, examination or court exhibits. Performs criminal history background checks by accessing local, state and national computer systems. Determines the appropriate release of firearms by identifying persons prohibited by law from possessing firearms.

Reviews and researches records to determine disposition of cases for the release, return, transfer or disposal of evidence. Verifies information, performs computer inquiries and accesses various computer systems prior to disposal. Makes a determination on evidence, and destroys, transfers or releases evidence, narcotics, firearms, and currency in accordance with prescribed methods and established procedures. Requests authorization for disposal from case detectives, County Attorney's office, or officers after review. Processes release authorizations.

Provides customer service by communicating with the public, attorneys, City personnel, criminal justice agencies, and other law enforcement agencies concerning the receipt, return or status of property and evidence. Testifies in court as required regarding the integrity, preservation, transportation, and chain of custody of property and evidence.

Lifts and moves heavy objects both physically and by means of heavy equipment and lift vehicles.

Instructs Police Recruits in evidence handling procedures at the regional academy and conducts tours of the section as required to trainees, officers, or students.

Minimum Qualifications

Minimum Education Level & Type: 6 months post High School

Minimum Experience Qualifications: At least 2 years of police evidence technician experience

Valid and Unrestricted Class D - Driver's License

Special Job Requirements

Arizona Criminal Justice Information System Network Terminal Operator certification

Applicants who meet minimum qualifications, and have a minimum of 2 years experience as an Evidence Technician will be invited to attend oral board interviews. 

  • Oral Board Interviews will be conducted in person.

Applicants who successfully pass the oral board interview will be place on a civil service hiring list.

Candidates may be invited to participate in a selection interview if deemed necessary.

If Selection Interview's are held, interview dates will be determined following the establishment of a civil service hiring list. Upon completion of the examination process, the highest scoring applicants will be placed on an Eligibility List.

An applicant's ranking on the list will be based on their final score which will be calculated as:  

  • 10% of your Training and Experience
  • 90% of your Oral Board

The Eligibility List may be used by the department with an approved vacancy to fill in the next 6 months. Selection will be made in accordance with CSR III, Section 2. The list of employees eligible for consideration will remain in effect for 6 months after their names are provided to the hiring authorities. Examination results and current status will be communicated by email.

Candidates placed on the Employment List will receive a contingent job offer and must successfully pass the following: 

  • An extensive background investigation, including local, state and national criminal and fingerprint checks  
  • Driving History
