To remain eligible, you must maintain your permanent or probationary Civil Service employment status through the actual date of transfer. If you are not a current permanent or probationary Civil Service employee at the date of transfer, you will not be eligible for this position. Non-permanent or appointed employees are not eligible.

The Eligibility List may be used by any City department with an approved vacancy to fill in the next 6 months. Selection will be made in accordance with CSR III, Section 2. The list of employees eligible for consideration will remain in effect for 6 months after their names are provided to the hiring authorities. Examination results and current status will be communicated by email.

Environmental and General Services Department (EGSD) is seeking a qualified detail-oriented individual with excellent customer service, computer, and communication skills. This position will assist the Environmental Services (ES) Customer Service section's ability to investigate billing and service issues, provide field customer service, and handle situations involving compliance with ES Customer Service rules. This position will require both office and field work. The Utility Service Representative (USR) must display the ability to understand, evaluate, and analyze ES billing records and service data to assist in providing customers with resolutions to service issues or concerns.
This position requires working in various work environments, such as extreme heat, cold, rain and rough terrain conditions. Additionally, this position is subject to working weekends, holidays, and alternate schedules based on business need.

General Description

Enforces City codes and ordinances and resolves problems related to water connections or flow, or with servicing Environmental Services customers' needs.

Essential Functions

Enforces codes by conducting site assessments, contacting the responsible parties and discussing the violations with the customers, determining if a citation is warranted, and issuance of citations.

Resolves customer complaints/disputes and refers customer to appropriate channels.

Performs extensive field work including driving and walking to document information on waste collection and properties.

Report any violations related to code to Code Enforcement.

Determine if billing and service issues are in compliance with Chapter 15 of the Tucson City Code.

Processes and manages account collections by advising customers on account status and refers to appropriate channels to solve any issues.

Provides information, proposals and input to supervisors, prepares reports and letters, reviews codes, conducts phone contacts, compiles and maintains electronic or paper records.

Provides community and educational outreach by setting up information booths at community events, distributing and explaining educational materials, and making presentations to schools and community groups.

Provides customers with container information: size needed, price structure, frequency of collections, recycle containers, special pick ups, compactors.

Evaluate existing customer service needs and propose cost effective and/or alternative service options when appropriate.

Conducts customer home visits to complete intake and determination of eligibility of ADA services.

Run computer reports and use results to plan work.

Edit information in utility billing system, spreadsheets, and databases.

 

Minimum Qualifications

Minimum Education Level & Type: 6 months post High School

Minimum Experience and Qualifications: At least 2 years of experience enforcing city codes and ordinances and resolving problems related to water connections or flow, or with servicing Environmental Services customers' needs.

Valid and Unrestricted Class D - Driver's License

Preferred Qualifications

The ideal candidate will possess the above minimum qualifications as well as relevant experience with utility system(s) and a strong customer service background.

Selection Plan

Applicants who meet the minimum qualifications will be evaluated on the education and work experience in their employment profile and the responses to their supplemental questions. Although resumes are not required, it is highly recommended to submit by either uploading to your application or emailing to EGSD_HR@tucsonaz.gov prior to the closing of this recruitment. The highest scoring applicants will then be invited to participate in an Panel Board interview.

Panel Board Interviews will be held on August 31, 2022

Upon completion of all examination processes, the highest scoring applicants will be placed on an Eligibility List.  An applicant's ranking on the Civil Service list will be based on their final score which will be calculated as:

  • 5% of your rating for education and work experience
  • 15% of your rating for Practical Assessment 
  • 80% of your rating for panel board interview

Hiring Interviews may be conducted.

This recruitment will establish a civil service list that will be utilized to fill vacancies occurring within the next 6 months.
