The Tucson Police Department is seeking an experienced professional to lead the Data Management Unit, serving in the role of Analysis Supervisor. This professional-staff (civilian) position will help grow the Department’s data management and business information capabilities. Successful applicants will be able to produce and manage enterprise-level data warehouse projects, develop current and future team members, and practice a commitment to collaboration, transparency, and accountability.

General Description

Supervises and implements administrative and management functions and activities related to advance research and analysis projects.

Develops and presents solutions to management to enhance law enforcement effectiveness based on complex data and trends in a clear, concise manner. 

The class performs related duties as required.

Essential Functions

Supervises and coordinates the equivalent of two or more full time employees and all assigned work.

Manages, coordinates and determines priorities of work load, monitoring levels of resources, establishing timelines, assigning work, monitoring progress, recommending changes and suggestions, writing, reviewing and editing reports prepared by staff, and approving completed projects and reports by providing guidance and suggestions, creating deadlines and implementing regular and consistent meeting times to ensure timeliness, provide critical feedback and recommendations to reports.

Develops statistical data resources to provide management with accurate, complete data used to aid in future departmental goals, develops data to assist with preventive enforcement and education; identifies crime series and hotspots, researches arrestees’ past offenses through multiple databases or other available sources to help establish modus operandi (MO). 

Oversees the planning, implementation, direction and management of all functions and resources related to data collection and analysis to achieve the strategic objectives of the department and the City in an efficient and effective manner. 

Implement and oversee data supported methodologies and practices to ensure best practices of data collection and analysis, identification of special and temporal crime patterns and trends, research projects, and comprehensive surveys. 

Manages statistical projects and ensures projects are planned effectively and standards are met. 

Develops and manages computer databases and systems, geographic information systems (GIS), spreadsheets, word processing software, and statistical software applications; creates and a variety of files and usable databases to cross-reference information to help aid criminal investigations. 

Supports data-integration models and the Department's vision by overseeing the collection and analysis of data in a timely and accurate basis; checks for accuracy of detailed trend analysis reports regarding findings.

Assist with the implementation, evaluation and interpretation of department policies, project and procedures. Coordinates resource allocations studies for budgeting and scheduling purposes.

Minimum Qualifications

Minimum Education Level & Type: Bachelor’s Degree

Minimum Experience Qualifications: At least 4 years’ experience conducting research, analysis work using complex statistical analysis and statistical computer programs in a crime analysis-field or closely related field.

An equivalent combination of education and relevant experience that has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of this position may be considered.

Preferred Qualifications

An extensive understanding of data management systems and a demonstrated proficiency with structured query language (SQL).

A commitment to fostering a creative and welcoming work environment.

Experience with dashboards and presenting data visually using: Qlik Sense, Power BI, Tableau. Experience with coding, including C#, C++, JavaScript.

Strong written and oral communication skills and the ability to convey complex materials to non-technical stakeholders.

Selection Plan

Applicants who meet the minimum qualifications will be evaluated on the education and work experience in their employment profile and the responses to their supplemental questions, as well as their resume.

  • Practical assessment - will be a review of the submitted resumes on  08/09/2022.

Top scoring applicants who successfully pass the practical assessment will be invited to participate in an oral board interview.

  •  Oral Board Interviews will be held: The week of August 15, 2022. 

Applicants invited to the oral board interview will be invited to participate via email. 

Upon completion of all examination processes, the highest scoring applicants will be placed on the Civil Service Employment List.  An applicant's ranking on the Civil Service list will be based on their final score which will be calculated as:      

  • 5% of your rating for education and work experience
  • 15% of your resume scoring
  • 80% of your virtual oral board interview

This recruitment will establish a civil service list that will be utilized to fill vacancies occurring within the next 6 months.

The highest scoring candidates placed on the Civil Service Employment List may be invited to participate in a selection interview. Top 10 candidates will be invited to selection interviews. If candidates are invited to the selection interview, they will be asked to participate via Microsoft Teams.

  • Selection Interviews may be held and will be announced at a later date. 

Veterans, Native American, or Disability preference points will be added to the final score for those that are placed on the Civil Service Employment List.  If you qualify for preference points as outlined in the Employment Profile, you must upload your documentation as part of the application process or email it to TPD_HR@tucsonaz.govThe DD 214 must be a copy that indicates characterization of service.

Driving Requirements

The following information pertains to driving requirements for this classification with the City of Tucson. Under "Driving Level" None, Secondary or Primary, refers to the driving responsibility as it relates to the essential functions of the classification. License Type, is just that, the type of Arizona Driving License required for the classification. If the position requires a Commercial Drivers License (CDL), the endorsements will be listed under "Endorsements." Under Safety Sensitive a "Yes" means employees with this classification are subject to pre-employment and random drug testing. License Type A,B,C,D,or M may require the use of personal or City vehicles on City business. Individuals must be physically capable of operating the vehicles safely, possess a valid license and have an acceptable driving record. Use of a personal vehicle for City business will be prohibited if the employee is not authorized to drive a City vehicle or if the employee does not have personal insurance coverage. Exceptions to classification driving requirement's may exist based on position.
