To remain eligible, you must maintain your permanent or probationary Civil Service employment status through the actual date of transfer. The Eligibility List may be used by any City department with an approved vacancy to fill in the next 6 months. Selection will be made in accordance with CSR III, Section 2. The list of employees eligible for consideration will remain in effect for 6 months after their names are provided to the hiring authorities. Examination results and current status will be communicated by email.

The Tucson Water Department is seeking experienced, motivated, and qualified individuals to join the Maintenance Division Leadership Team. This is a team-oriented position that will manage one of nine sections within the division on repairing and maintaining Tucson Water’s production and distribution infrastructure for both the potable and reclaimed systems. This position also identifies, investigates, and resolves operational and personnel issues, meets and understands the division’s metrics and KPI’s related to the asset management, and coordinates and monitors programs and budgets. This position supervises and coordinates the equivalent of two or more fulltime employees and all assigned work in a section, ensuring timely and quality services in response to the needs of the city, community, department, section.

General Description

Manages personnel and directs daily water systems operations. 

Identifies, investigates, and resolves operational and personnel problems, and coordinates and monitors programs and budgets.

Essential Functions

  •  Regularly directs or supervises the work of at least two fulltime employees at the supervisor level in the section.
  • Coordinates assigned supervisory personnel and their projects ensuring timely and quality activities for the benefit of the section, division, department, City and the community. 
  • Oversees the planning, implementation, direction and management of all functions and resources of the section to achieve the strategic objectives of the department and the City in an efficient and effective manner.  
  • Assists with the implementation and evaluation of department policies, programs, projects and procedures.  
  • Assists with implementing the department vision through section activities and leads the section to maximum employee productivity and morale through hiring, disciplining, evaluating employee performance, investigating and resolving grievances and other coordinating human resources actions.  
  • Develops and administers the section budget with staff assistance.  
  • Analyzes organization and community needs, analyzes trends, reviews statistics and opportunities, communicates to the department leadership of impending developments.  
  • Develops strategic partnerships and contacts with community representatives, external agencies, and other organizations to develop a sense of relevant issues facing our community and to respond as a representative of the City.  
  • Implements the values of the organization through example and accountabilities.  
  • Ensures that section operations conform with local, state, and federal governmental regulations and other applicable rules and requirements.  
  • Facilitates solutions to problems facing the department.  
  • Oversees Water equipment and property operation and maintenance.  
  • Maintains technical or professional knowledge through such means as attending seminars, reviewing professional publications, taking classes and participating in developmental activities.  
  • Utilizes a Computer Maintenance Management System (CMMS) to track work flows and efficiencies; ensures benchmarks are met

Minimum Qualifications

Minimum Education Level & Type:  Bachelor's Degree OR an Arizona Department of Environmental Quality Water Distribution Grade 3 Certification or equivalent state certification

Minimum Experience Qualifications: At least 5 years in directing programs and budgets and managing daily water systems operation, of which at least 3 of the required 5 years has been in a Lead or Supervisory capacity in a related functional area.

"Lead" is defined as leading at least one (1) full-time FTE in a work unit. It does not include leading projects, departments, contractors, interns, etc.

"Supervisory" is defined as having supervised at least one (1) full-time FTE.

Valid and unrestricted driver’s license

An equivalent combination of education, training, and experience which provides the required knowledge, skills, and abilities to perform the essential functions of this position may be considered.

Special Job Requirements

Positions in Tucson Water Maintenance Division require an:
  • ADEQ Water Distribution System Operator Grade 3 Certification
  • ADEQ Water Treatment Plant Operator Grade 2 Certification

Preferred Qualifications

The ideal candidate will possess the above minimum qualifications as well as have relevant experience in the areas of:

  • Experience in entry and consumption of data from the department's Enterprise Asset Management System  
  • Experience working with Procurement and purchasing contracts  
  • Completion of City of Tucson's Ignite Training series

  • In-person Oral Board Interviews will be held the week of August 22, 2022

Upon completion of all examination processes, the highest scoring applicants will be placed on the Civil Service Employment List.  An applicant’s ranking on the Civil Service Employment List will be based on their final score which will be calculated as:

  • 20% of the rating for education and experience
  • 80% of the rating for the Oral Board Interview

Selection interviews may be conducted post-list by the hiring manager.
