This position will manage and coordinate the operation and performance of several programs within the Engineering Division.  They will support the organization by oversight of the Right-of-Way Permit & Code Section, oversight of Utility Coordination & Technical Review Section and oversight of the City's MS4 Permit and Stormwater/Floodplain Administration.  This individual will also supervise personnel within the Permit & Codes Section, Utility Coordination & Technical Review Section and the Stormwater/Flood Plain Section.

General Description

Manages and coordinates improvement programs and projects by supervising personnel and directing the operations of an engineering section.

This position requires exercising of judgment in managing engineering activities, problem resolution and personnel. Duties also include coordinating activities with and providing technical and administrative support to, City departments, consultants, contractors, governmental agencies, and public utilities.

Essential Functions

Permit & Codes

Represents the City of Tucson and attends construction and planning meetings with other governmental agencies having impacts within the City Limits

Oversee and provide guidance to the Right-of-Way staff who process permits for construction and events.  Tracks, reviews and approves Small Wireless Facilities (SWF) application and permits

Update and assist with the modification and development of technical standards for use in capital project design and private development public infrastructure

Utility Coordination & Technical Review

Oversee, review, and approve barricade plans for construction and events

Oversee and provide guidance for new development related design and construction questions not covered by current active practice guidelines and development code requirements

Oversee the preparation of spot project design drawings and cost estimates in support of Tucson's Streets and Traffic Signal Maintenance Division

Stormwater/Flood Plain

Oversee and provide guidance and assignments to a staff of four to gather information, respond to inquiries and address discharge complaints and violations

Meet with other City Departments to coordinate environmental inspections and  coordinate reporting to satisfy MS4 requirements

Attend and provide public information at outreach activities

Oversee the gathering of data and assign responsibilities for City's Annual MS4 Report

Oversee the City's Stormwater Management Plan (SWMP) and the City's Floodplain Management Plan (FMP)

Coordinate drainage capital projects with the Planning & Development Services Department and the Pima County Regiional Flood Control District

Develop criteria and apply for grant funding to construct drainage related capital improvements

Other Essential Functions

Maintains technical or professional knowledge through such means as attending seminars, reviewing professional publications, taking classes and participating in developmental activities.  

Supervises section personnel by planning and assigning work and projects, counseling and assisting employees, approving training opportunities, providing training and resolving issues.  

Manages and administers operations of the section by drafting policies and procedures, clarifying and interpreting policies and procedures, conducting and attending meetings, performing system planning, reviewing and analyzing technical information and preparing and updating standards and specifications.  

 Develops and administers the section budget with staff assistance.  

Implements the values of the organization through example and accountabilities.  

Ensures that section operations conform with local, state, and federal governmental regulations and other applicable rules and requirements.  

Facilitates solutions to problems facing the department.     

Minimum Qualifications

Minimum Education Level & Type: Bachelor's Degree in Engineering or closely related field

Minimum Experience Qualifications: At least 5 years in Engineering.   At least 3 of required 5 years in a Supervisory and/or technical Project Manager capacity in a related function area

Special Job Requirements

Selection Plan

Applicants who meet the minimum qualifications will be evaluated on the education and work experience in their employment profile and the responses to their supplemental questions. The highest scoring applicants will then be evaluated on the written materials requested as part of this recruitment process. 

An evaluation will be conducted and scored on the Resume and Letter of Interest submitted with the application materials via the resume tab in the application process. The highest scoring applicants will then be invited to a virtual oral board.

    Upon completion of all examination processes, the highest scoring applicants will be placed on the Civil Service Employment List.  An applicant's ranking on the Civil Service list will be based on their final score which will be calculated as:      

    • 10% of your rating for education and work experience
    • 30% of your rating for resume review
    • 60% of your oral board interview   

    This recruitment will establish a civil service list that will be utilized to fill vacancies occurring within the next 6 months.
