The Planning and Engineering Division of the Tucson Water Department is seeking a qualified professional for the position of Civil Engineer to deliver water infrastructure projects that support the Capital Improvement Program and operational needs of the system through hands-on design and management of projects designed by others. The position will also assist in ensuring projects are constructed to meet the requirements of the plans, specifications, and perform to meet the needs of Tucson Water Divisions.

Working in this position includes close coordination with all sections of the Water Department and outside agencies.

Currently, this is a hybrid/telecommuting position where approximately 50% of the work is completed in the office and 50% of the work is completed virtually. This model may change based on future business needs.

General Description

Manages projects, produces, reviews, and administers contracts, conducts engineering analysis, develops designs, and enforces codes.

Essential Functions

Produces, reviews, and administers contract documents by designing and writing specifications, writing and sealing legal descriptions, preparing cost estimates, conducting public participation programs, receiving permits, evaluating and recommending bids, monitoring contractors work progress, adjusting designs, negotiating change orders, supervising tests, and completing tests

Conducts engineering analysis and develops, designs, and enforces codes by reviewing and approving plans and specifications, preparing and overseeing the preparation of permits and compliance demonstrations, gathering field data, researching engineering records, evaluating design alternatives, improving programs for effectiveness, ensuring compliance with permit application requirements, conducting site visits and inspections, identifying problems, developing designs and plans to resolve problems and preparing design changes

Interacts with other agencies, the public, contractors, consultants, and Tucson Water operations and maintenance staff by coordinating between the associated parties, maintaining contact with citizen groups and the general public, coordinating and attending public meetings, answering citizen, consultant, and legal inquiries, providing information and responding to and investigating citizen complaints

Prepares forecasts of needed funds, assists in the development and implementation of budgets, monitors project budgets, authorizes expenditures and budget allocations, reviews budget documents and prepares reports and communications

May serve in a supervisory capacity for professional and non-professional staff

Minimum Qualifications

Minimum Education Level & Type: Bachelor's Degree

Minimum Experience Qualifications: At least 2 years of engineering experience

An equivalent combination of education, training, and experience which provides the required knowledge, skills, and abilities to perform the essential functions of this position may be considered.

Special Job Requirements

Registered as a Professional Engineer in the State of Arizona

Valid and unrestricted driver's license

Preferred Qualifications

• Bachelor’s Degree in Civil Engineering, Environmental Engineering, or a related engineering discipline
• At least 5 years’ experience in municipal water engineering services
• Supervisory experience
• Demonstrated construction management experience
• Demonstrated project management experience

Upon completion of all examination processes, the highest scoring applicants will be placed on an Eligibility List. An applicant's ranking on the list will be based on their final score which will be calculated as:

• 10% of your rating for education and work experience
• 90% of your oral board interview

Selection interviews may be conducted post-list by the hiring manager.

This recruitment will establish a Civil Service Eligibility List that will be utilized to fill all vacancies within Tucson Water occurring within the next 6 months.
