The Community Services Manager is a key management position within the Department of Housing and Community Development’s Planning & Community Development Division (PCD). The Community Services Manager is responsible for the coordination and oversight of PCD’s homeless assistance and human services grant programs.  The selected candidate will oversee a team of administrative and human services staff responsible for administration of the Department’s Emergency Solutions Grant, Continuum of Care, Housing Opportunities for People with AIDS, General Fund, and Community Development Block Grant Public Services activities. 

 

This position requires strong financial management and budgeting experience, analytical and communication skills, knowledge and application of human resources best practices, and the ability to work collaboratively with internal City Departments and external stakeholders. The selected individual will be expected to adapt to changing environments and regulatory landscapes. Successful candidates will have proven leadership skills and successful management experience.

This is an exciting time for the Housing and Community Development Department as it is currently engaged in transformative organizational change, new projects, and programs to help address Tucson’s greatest challenges. The department has several goals for 2022 and beyond including evaluating the public housing inventory and developing a Repositioning Plan to build long-term sustainable funding mechanisms for its housing assets. HCD continues to improve the Section 8 voucher program and will soon be launching a program aimed at recruiting new landlords. The Department recently created a new team — Strategic Planning and Community Engagement or SPACE, to support the department with data analysis, process improvements, communications, and more. In January the Mayor and Council adopted the People, Communities, and Homes Investment Plan that provides a roadmap for HCD priorities and goals for the next five years. This Administrator will be expected to be a leader within HCD and look for opportunities to leverage the HUD resources to support the implementation of P-CHIP and advance the overall goals of the department.  


General Description

Manages Community Services programs and grants. Participates in the development and administration of division budgets.

Essential Functions

Regularly directs or supervises the work of at least two fulltime employees at the supervisor level in the section. Coordinates assigned supervisory personnel and their projects ensuring timely and quality activities for the benefit of the section, division, department, City and the community.

Oversees the planning, implementation, direction and management of all functions and resources of the section to achieve the strategic objectives of the department and the City in an efficient and effective manner.

Assists with the implementation and evaluation of department policies, programs, projects and procedures.

Assists with implementing the department vision through section activities and leads the section to maximum employee productivity and morale through hiring, disciplining, evaluating employee performance, investigating and resolving grievances and other coordinating human resources actions.

Develops and administers the section budget with staff assistance.

Analyzes organization and community needs, analyzes trends, reviews statistics and opportunities, communicates to the department leadership of impending developments.

Develops strategic partnerships and contacts with community representatives, external agencies, and other organizations to develop a sense of relevant issues facing our community and to respond as a representative of the City.

Implements the values of the organization through example and accountabilities.

Ensures that section operations conform with local, state, and federal governmental regulations and other applicable rules and requirements.

Facilitates solutions to problems facing the department.

Maintains technical or professional knowledge through such means as attending seminars, reviewing professional publications, taking classes and participating in developmental activities.

Develops, plans, implements and monitors programs by reviewing data and timelines, assigning appropriate personnel, planning, organizing and monitoring program activities, ensuring compliance with guidelines, timelines, regulations and program performance, conducting program analysis and evaluation, comparing data, locating deficiencies and planning corrective actions.

Directs the grants application process by assisting with writing grant applications and plans, gathering data from external sources, reading regulations to determine the necessary criteria, researching data for statistics and other relevant materials and creating forms.

Assists with program coordination by working with other divisions and departments, government agencies and private and non-profit agencies, conducting meetings and training sessions and analyzing and implementing federal guidelines.

Assures codes and regulations are met.

Resolves public relations problems by ensuring compliance with program requirements, enhancing the image of the City, responding to requests for information, investigating possible violations and representing programs in legal actions.

Manages personnel by meeting with and counseling personnel, conducting disciplinary actions, training personnel, and making salary recommendations.

Conducts meetings and presentations, prepares informational materials, completes reports and maintains databases.

Participates in the development and administration of division budgets by preparing, monitoring and adjusting plans as needed, projecting revenue and expenditures and approving revisions and expenditures.

Assists neighborhood associations with organization efforts, explaining City rules and procedures, requirements for by-laws and equal representation and participation, and rules for producing newsletters.

Facilitates neighborhood association events for cleanup and improvements through the Back-to-Basics program and printing and dissemination of newsletters.

Minimum Qualifications

Minimum Education Level & Type: Bachelor's Degree

Minimum Experience Qualifications: At least 3 years of Lead or Supervisory experience in public assistance, property and grant management, and delivering community services.

"Lead" is defined as leading at least one (1) full-time FTE in a work unit.  It does not include leading projects, departments, contractors, interns, etc.

"Supervisory" is defined as having supervised at least one (1) full-time FTE.

Preferred Qualifications

At least 3 years’ management or supervisory experience in Federally funded programs related to housing, community development, and public services.

At least 2 years’ experience managing complex budgets with proficiency in Microsoft Excel, accounting software, and/or other relational databases for budget management.

Prior experience as a senior level manager responsible for supervision and coordination of multiple work teams and supervisory staff.

Prior experience managing all aspects of multiple Federal grant programs including successful grant writing, budget development, program implementation, financial management, program evaluation, and reporting.

Proficient in use of Microsoft products and experience preparing public facing documents and communications.

Excellent public speaking and interpersonal skills.

The highest scoring applicants will be invited to participate in an Oral Board interview.

Oral board interviews will be held on July 28, 2022 at the offices of Housing & Community  Development - 310 N. Commerce Park Loop

Hiring interviews may be conducted.

Upon completion of all examination processes, the highest scoring applicants will be placed on the Civil Service Employment List.  An applicant's ranking on the Civil Service list will be based on their final score which will be calculated as:     

15% of your rating for education work experience and supplemental question responses

15% of your written assessment score (scoring of submitted cover letter and resume)

70% of your oral board interview 

This recruitment will establish a civil service list that will be utilized to fill vacancies in Housing & Community Development Department within the next 6 months.
