Manages revenue and expenditure budgets and financials of a complex operation with various federal, regional and local funding sources. Works effectively and collaboratively with all levels of staff and manages a relationship between the satellite offices and central Accounting Operations. Partners with City leadership and contracted auditing firm(s) in the day-to-day financial management of the operation and contributes to strategic planning.
Supervises and coordinates the equivalent of two or more fulltime employees and all assigned work in a unit ensuring timely and quality activities to respond to the needs of the City, community, department, and unit
Contributes to the needs of the community and City by implementing and causing others to implement the organization's values and strategies by leading through example, competency, and accountabilities
Provides customer service by responding to information requests, conducting research, providing solutions to problems, and correcting errors
Implements controls for appropriate unit staffing and effectiveness by participating in the recruitment and hiring of employees, making recommendations on employee discipline, and other human resources issues, evaluating and managing employee performance, discussing and identifying personnel issues and facilitating resolutions, promoting positive morale in the unit, ensuring staff is trained appropriately for maximum performance, and providing leadership and guidance
Assists with the implementation, evaluation and interpretation of department policies, projects and procedures. Design and conducts operational, functional, and economic analysis of department programs and projects for consistency and effectiveness
Establishes work plans, gather and analyze financial and operational data, and prepare reports, listing assumptions, methodologies, findings and recommendations
Provides direction and oversight of planning, implementation, and management of all functions and resources of an assigned section to achieve the strategic objectives of the section and the City in an efficient and effective manner
Analyzes complex revenue data and explain the data in simple terms to management and elected officials
Prepare, develop, administer and manage section budgets and capital improvement programs by creating and preparing budget reports and documents, conducting research and studies, reviewing paperwork and procedures, projecting revenue and expenditure estimates, monitoring expenditures, coordinating the preparation of auxiliary documents, managing financial records, making recommendations, analyzing budgets and submitting prepared budgets to section administrators, deputy directors and directors. Develop performance measures in conjunction with national organizations
Coordinates the development or updating of rates to generate revenues, including formulation of the underlying financial plan and implementation of rate changes in a manner that incorporates public outreach and education, and compliance with local and state laws
Completes special projects assigned
Minimum Education Level & Type: Bachelor's Degree
Minimum Experience Qualifications: At least 5 years experience in accounting, budgeting, or finance and use of financial or accounting software. At least 3 of required 5 years in a Lead Supervisory capacity in a related functional area.
"Lead" is defined as leading at least one (1) full-time FTE in a work unit. It does not include leading projects, departments, contractors, interns, etc.
"Supervisory" is defined as having supervised at least 1 full-time FTE.
Minimum qualifications must be met as listed above. We will not be accepting equivalency.

Applicants who meet the minimum qualifications will be evaluated on the education and work experience in their employment profile, resume and the responses to their supplemental questions. The highest scoring applicants will then be invited to an Oral Board interview.
Upon completion of all examination processes, the highest scoring applicants will be placed on the Civil Service Employment List. An applicant's ranking on the Civil Service list will be based on their final score which will be calculated as:
This recruitment will establish a civil service list that will be utilized to fill vacancies occurring within the next 6 months.
