Transportation and Mobility is seeking
a self-motivated GIS Technician to participate and support various GIS projects
by maintaining records including electronic and hard file records, property
split records, asset management data and GIS map production within an
enterprise environment. Creates and updates ArcGIS Online maps and products for
internal and public needs. Produces and creates routine and specialized GIS
maps as needed. Responds to inquiries relating to GIS and spatial data. Initial
emphasis and function of the position will be assisting and supporting the Real
Estate Division with updating GIS data and records.
Responsible
for all aspects of GIS data entry and map production. Reads and interprets source
documents such as civil engineering plans, plat maps, real estate records and
legal descriptions and enters required data into the GIS database. Research and
query Enterprise database programs such as ESRI's Relational DBMS and Asset Management
Systems.
The essential
duties include but are not limited to:

Updates
and maintains GIS databases using ArcGIS and other GIS related software.

Assists
in developing and implementing GIS applications for database maintenance and
map output.
·
Generates
various GIS products for Real Estate, planning, engineering, research, and presentation
including Mayor and Council exhibits.

Uses
GIS applications to query, analyze, display, and interpret department GIS
databases.
·
Researches,
reads, and interprets engineering construction and related documents including
as-built plans, property records, legal descriptions, and County Assessor
records.
·
Provides
customer service by answering phone calls, responding to e-mail, investigating
discrepancies, and providing information and technical advice to customers and
other city departments.

Plots
and digitizes assets and records from ortho photos.
·
Performs
quality control of GIS attribute and spatial data. Converts paper and CAD data
into a GIS format.

Process
split or combine of parcel records on the real estate database system collecting
relevant information and verify accuracy of legal documents used to initiate
split.

Capture
and create various GIS and related outputs using drone technology.
·
Assists
with various GIS related projects where needed.
Minimum
Education Level & Type: Bachelor's Degree
Minimum
Experience Qualification: Under one (1) year of experience with GIS software
and query languages, knowledge of automated mapping and GIS
including ESRI's ArcGIS software, GIS relational database issues, general
database concepts, theory and principles of GIS software manipulation, usage
requirements and analysis of system outputs and computer system operations.
An equivalent
combination of education, training and experience, which provides the required
knowledge, skills and abilities to perform the essential functions of this
position may be considered.
The ideal
candidate will possess the above minimum qualifications as well as relevant
experience in the areas listed below:
Over
one (1) year of experience with GIS software and query languages, knowledge of
automated mapping and GIS including ESRI's ArcGIS software, GIS relational
database issues, general database concepts, theory and principles of GIS
software manipulation, usage requirements and analysis of system outputs and
computer system operations.
Proficiency
in ArcGIS, MS-Windows, Enterprise Asset Management Systems, and GIS-related
computer applications
Experience
reading and interpreting surveys, deeds and other documents related to title
interest and description of real estate
Proficiency
reading and interpreting CAD drawings
Conduct
research (Recorder’s Office, files, and database) of legal documents
Relational
database experience
Ability to acquire FAA Part-107 certification for drone operation
Applicants who meet the minimum qualifications will be evaluated on the education and work experience in their employment profile and the responses to their supplemental questions. The highest scoring applicants will then be evaluated on the written materials requested as part of this recruitment process.
