PUBLIC HOUSING ASSET MANAGER 


The City of Tucson's Housing & Community Development Department (HCD) has an exciting job opportunity for an experienced Asset Manager to join our team and provide leadership and management of the City's Public Housing Assets in accordance with Housing & Urban Development (HUD) guidelines and standards.

The City of Tucson Public Housing Authority (PHA) manages a vast array of properties including  1,900 residential housing units, and over 10 housing portfolios that include Public Housing, Tax Credit, Market, Project Based and Affordable Housing.

The Public Housing Asset Manager will provide oversight to all operations including property and maintenance management, capital improvements and long-term asset management for the City of Tucson Housing & Community Development Department.  The Asset Manager will lead a team and work with Property Managers, Housing Technician Supervisors and Housing Technicians to provide homes and services to housing tenants in the program as well as meet future housing needs.

General Description

Manages Community Services programs and grants. Participates in the development and administration of division budgets.

Position oversees all operations including property and maintenance management, capital improvements and long-term asset management for City of Tucson Housing & Community Development Department.

Essential Functions

Regularly directs or supervises the work of at least two fulltime employees at the supervisor level in the section. Coordinates assigned supervisory personnel and their projects ensuring timely and quality activities for the benefit of the section, division, department, City and the community.

Oversees the planning, implementation, direction and management of all functions and resources of the section to achieve the strategic objectives of the department and the City in an efficient and effective manner.

Assists with the implementation and evaluation of department policies, programs, projects and procedures.

Assists with implementing the department vision through section activities and leads the section to maximum employee productivity and morale through hiring, disciplining, evaluating employee performance, investigating and resolving grievances and other coordinating human resources actions.

Develops and administers the section budget with staff assistance.

Analyzes organization and community needs, analyzes trends, reviews statistics and opportunities, communicates to the department leadership of impending developments.

Develops strategic partnerships and contacts with community representatives, external agencies, and other organizations to develop a sense of relevant issues facing our community and to respond as a representative of the City.

Implements the values of the organization through example and accountabilities.

Ensures that section operations conform with local, state, and federal governmental regulations and other applicable rules and requirements.

Facilitates solutions to problems facing the department.

Maintains technical or professional knowledge through such means as attending seminars, reviewing professional publications, taking classes and participating in developmental activities.

Develops, plans, implements and monitors programs by reviewing data and timelines, assigning appropriate personnel, planning, organizing and monitoring program activities, ensuring compliance with guidelines, timelines, regulations and program performance, conducting program analysis and evaluation, comparing data, locating deficiencies and planning corrective actions.

Directs the grants application process by assisting with writing grant applications and plans, gathering data from external sources, reading regulations to determine the necessary criteria, researching data for statistics and other relevant materials and creating forms.

Assists with program coordination by working with other divisions and departments, government agencies and private and non-profit agencies, conducting meetings and training sessions and analyzing and implementing federal guidelines.

Assures codes and regulations are met.

Resolves public relations problems by ensuring compliance with program requirements, enhancing the image of the City, responding to requests for information, investigating possible violations and representing programs in legal actions.

Manages personnel by meeting with and counseling personnel, conducting disciplinary actions, training personnel, and making salary recommendations.

Conducts meetings and presentations, prepares informational materials, completes reports and maintains databases.

Participates in the development and administration of division budgets by preparing, monitoring and adjusting plans as needed, projecting revenue and expenditures and approving revisions and expenditures.

Assists neighborhood associations with organization efforts, explaining City rules and procedures, requirements for by-laws and equal representation and participation, and rules for producing newsletters.

Facilitates neighborhood association events for cleanup and improvements through the Back-to-Basics program and printing and dissemination of newsletters.

SPECIFIC JOB DUTIES:

Serve as program liaison to government authorities

Provide customer service to internal and external stakeholders including community and stakeholder engagement

Market properties to maximize utilization

Ensure vendor contract compliance 

Assess the ability to reposition assets when major renovations are required

Conduct on-site unit and building inspections following HUD REAC "Uniform Physical Condition Standards" (UPCS) to ensure that housing is decent, safe, sanitary and in good repair

Determine whether Exigent Health and Safety deficiencies for the last REAC inspection have been corrected

Conduct analysis of information gathered during HUD, State, and Investor inspections

Receive and respond to corrective actions. Follow up and monitor corrective action until all findings have been closed

Provide information regarding HUD occupancy requirements

Stay informed and updated on all new HUD regulations related to Public Housing


      Research and interpret HUD policies, procedures, regulations, and other legal documents as they pertain to performance of Management and Occupancy Reviews 

 

      Evaluate and recommend the purchase or sale of an asset   


      Assist with AMP operating budgets 


      Direct goals and objectives for each property


         Host monthly asset management meetings across the portfolio


Coach site level staff with training opportunities in specific trades including plumbing, electrical and  

         HVAC


Ability to use Windows, Word, and Excel at an Intermediate level


Assist with the implementation of Emphasys/Elite paperless work order system


Other duties or assignments as needed when requested by management

 


Minimum Qualifications

Minimum Education Level & Type: Bachelor's Degree

Minimum Experience Qualifications: At least 3 years of Lead or Supervisory experience in public assistance, property and grant management, and delivering community services.

"Lead" is defined as leading at least one (1) full-time FTE in a work unit.  It does not include leading projects, departments, contractors, interns, etc.

"Supervisory" is defined as having supervised at least one (1) full-time FTE.

Oral board interviews will be scheduled for July 20, 2022 and July 21, 2022

Upon completion of all examination processes, the highest scoring applicants will be placed on the Civil Service Employment List.  An applicant's ranking on the Civil Service list will be based on their final score which will be calculated as:  

10% of your rating for Training, Education, Work Experience 

15% of your rating for Scored Supplemental Question Text Responses and Resume and Cover Letter Review 

75% of your Oral Board Interview   

This recruitment will establish a civil service list that will be utilized to fill vacancies in Housing & Community Development Department within the next 6 months.
