The Analysis Division in the Tucson Police Department was re-established in 2018, and has since been undergoing significant change. With a commitment to creating a team devoted to leading law enforcement analysis nationally, the Lead Analyst position was created to attract individuals with advanced research and analysis skills. The Lead Analyst will help improve decision-making in the Department through the discovery and application of emerging research, rigorous examination of data, and the management of both ad hoc and established analytical teams. The successful candidate for the Tucson Police Department's Lead Analyst will bring to bear their experience, expertise, and creativity to help lead the agency toward setting new standards of effective research and data analysis.

General Description

Performs advanced research and analyses to identify issues and develop solutions.
This position is responsible for reporting the findings and providing suggestions for improvement in clear and concise manner.
The class performs related duties as required.

Essential Functions

Conducts advanced data analyses, including integration of quantitative, qualitative, and spatial methodologies.

Manages statistical projects and ensures projects are planned effectively and standards are met; provides analysis of findings and recommendations.

Implements and oversees research methods, including problem statements, background research, and methodological design.

Supports data-integration models and the Department's vision by collecting and analyzing data in a timely and accurate basis; provides detailed trend analysis reports regarding findings.

Strategically develops analytical resources to assist the Department's policing and investigative activities.

Researches and performs advanced analytical work on large-N data sets.

Develops and implements new approaches and methodologies from peer reviewed literature and other technical reports.

Manages and implements strategies regarding criminal trends, crime analysis principles, methods and functions.

Evaluates opportunities to improve data integrity in order to enhance data driven approaches; presents findings in leadership. Conducts resource allocation studies; conducts analysis of policing strategies and provides recommendations; develops, initiates and completes comprehensive surveys, research projects, and program evaluation studies.

Minimum Qualifications

Minimum Education Level & Type: Bachelor’s Degree

Minimum Experience Qualifications: At least three (3) years of experience in applied social science research.

Preferred Qualifications

The ideal candidates will possess the above minimum qualifications and experience in the areas of:

Familiarity with one or more of the following statistical software packages: R, Stata, Python, SAS, etc.

Demonstrated written and verbal communication skills and the ability to convey technical concept to diverse stakeholders

Experience developing, collaborating, and implementing programs with partner organizations

Flexibility to work as part of a team or independently depending on organizational needs

A commitment to mentor Analysts and co-workers with less experience or formal training

Strong sense of curiosity and a desire to solve problems

Selection Plan

Applicants who meet the minimum qualifications will be evaluated on the education and work experience in their employment profile and the responses to their supplemental questions, as well as their resume and cover letter.

The highest scoring applicants will then be invited to participate in the in-person oral board.

Upon completion of the examination process, the highest scoring applicants will be placed on an Eligibility List. An applicant's ranking on the list will be based on their final score which will be calculated as:  

  • 10% of your education and work experience
  • 90% of your virtual oral board interview

The Eligibility List may be used by the department with an approved vacancy to fill in the next 6 months. Selection will be made in accordance with CSR III, Section 2. The list of employees eligible for consideration will remain in effect for 6 months after their names are provided to the hiring authorities. Examination results and current status will be communicated by email.

The highest scoring candidates placed on the Civil Service Employment List may be invited to participate in a selection interview. Top 10 candidates will be invited to selection interviews. If candidates are invited to the selection interview, they will be asked to participate via Microsoft Teams.

Selection Interviews will be conducted. Date and time will be provided at a later time.

Veterans, Native American, or Disability preference points will be added to the achieved score for those that are placed on the Civil Service Employment List. Driving Requirements

The following information pertains to driving requirements for this classification with the City of Tucson. Under "Driving Level" None, Secondary or Primary, refers to the driving responsibility as it relates to the essential functions of the classification. License Type, is just that, the type of Arizona Driving License required for the classification. If the position requires a Commercial Drivers License (CDL), the endorsements will be listed under "Endorsements." Under Safety Sensitive a "Yes" means employees with this classification are subject to pre-employment and random drug testing. License Type A,B,C,D,or M may require the use of personal or City vehicles on City business. Individuals must be physically capable of operating the vehicles safely, possess a valid license and have an acceptable driving record. Use of a personal vehicle for City business will be prohibited if the employee is not authorized to drive a City vehicle or if the employee does not have personal insurance coverage. Exceptions to classification driving requirement's may exist based on position.
