The City of Tucson Information Technology Department (ITD) is seeking a motivated IT Data Analyst to join our growing team! The ITD Data Analytics team analyzes raw data spanning the City organization to find trends and answer questions that improve service delivery and contribute to quality of life. The diversity of business functions makes for a dynamic work environment that is both challenging and rewarding.

 

The ITD is looking for a dynamic team-player with strong statistical analysis skills including proficiency in data mining and data management. Candidates should understand structured query language (SQL) and can apply basic data manipulation SQL in practice. IT Data Analysts frequently interact with customer departments serving as an IT liaison and should be able to communicate clearly with both technical and non-technical individuals. They may provide advice to others outside of reporting relationships and must therefore consider different points-of-view and exercise proper diplomacy and persuasion to gain cooperation and acceptance of ideas.

**The Information Technology Department is a 24/7 operation. The incumbent will be required to serve in an on-call status to respond to requests and emergencies occurring after normal business hours. **

Essential Functions

Proactively analyze data to answer key questions from stakeholders or personal initiative with an eye for driving business performance and investigating and communicating areas for improvement in efficiency and productivity.

Create and maintain rich interactive visualizations through data interpretation and analysis by integrating various reporting components from multiple data sources.            

Monitor data trends to assist with bringing challenges to the forefront.                                  

Utilize predictive analysis frameworks to direct workflows.
                                  
Work closely with customers to understand and maintain focus on their analytical needs, including identifying critical metrics and KPIs and delivering actionable insights to relevant decision-makers.                                     

Develop and maintain databases by acquiring data from primary and secondary sources; build scripts that will make our data evaluation process more flexible or scalable across data sets.

Minimum Qualifications

EDUCATION LEVEL & TYPE: Four-year Bachelor’s degree in Computer Science, Management Information Systems
EXPERIENCE:  At least one (1) year of experience working in technical data analysis, data science, data warehousing, and data visualization.
EDUCATION & EXPERIENCE EQUIVALENCY: Any combination of training, education, and work experience equivalent to Five (5)  years of relevant experience may be acceptable.

Preferred Qualifications

Bachelor's degree in Information Technology, Management Information Systems, or Computer Science

Master's degree in Information Technology, Management Information Systems, or Computer Science

Candidates should understand coding and can write scripts using statistical computer language(s) including but not limited to structured query language. Visualizing and presenting data for stakeholders using Qlik Sense (or a similar tool) is strongly preferred. Outstanding problem solving and trouble shooting skills are essential.

Selection Plan

Applicants who meet the minimum qualifications will be evaluated on the education and work experience in their employment profile and the responses to their supplemental questions. The highest scoring applicants will then be invited to participate in a Virtual Teams Oral Board Interview.

  • Virtual Oral Board Interviews will be held December 20, 2021   

Upon completion of all examination processes, the highest scoring applicants will be placed on the Civil Service Employment List.  An applicant's ranking on the Civil Service list will be based on their final score which will be calculated as:      

  • 10% of your rating for education and work experience
  • 10% of your Resume Review
  • 80% of your oral board interview   

This recruitment will establish a civil service list that will be utilized to fill vacancies occurring within the next 6 months.

Veterans, Native American, or Disability preference points will be added to the final score for those that are placed on the Civil Service Employment List.  If you qualify for preference points as outlined in the Employment Profile, you must present your documentation at the time of your Oral Board interview.  The DD 214 must be a copy that indicated characterization of service.

Conclusion

This position requires a satisfactory criminal background check, Motor Vehicle history report, and public records check. Reference checks may also be conducted prior to an offer of employment. Employment offers are contingent upon successfully passing any of the above requirements. A valid Arizona Driver's license is also a requirement while holding this position.
