The Control Systems Maintenance Division of the Tucson Water Department seeks a highly skilled supervisor to lead and oversee a team of Electronic Technicians who are responsible for installing, troubleshooting, repairing and maintaining water control system instrumentation and programmable logic controllers.  This supervisory position will work holidays, and on-call status as needed.

General Description

Supervises personnel involved in maintaining electronic, communications, traffic control and water monitoring systems, and provides support and technical direction to personnel.

Essential Functions

  • Supervises and coordinates the equivalent of two or more fulltime employees and all assigned work in a unit ensuring timely and quality activities to respond to the needs of the City, community, department, and unit.
  • Assists with the implementation, evaluation and interpretation of department policies, projects and procedures.
  • Manages, coordinates, and determines priorities of work load, monitoring levels of resources, establishing time lines, assigning work, monitoring progress, recommending changes and suggestions, writing, reviewing and editing reports prepared by staff, and approving completed projects and reports.
  • Implements controls for appropriate unit staffing and effectiveness by participating in the recruitment and hiring of employees, making recommendations on employee discipline, and other human resources issues, evaluating and managing employee performance, discussing and identifying personnel issues and facilitating resolutions, promoting positive morale in the unit, ensuring staff is trained appropriately for maximum performance, and providing leadership and guidance.
  • Contributes to the needs of the community and City by implementing and causing others to implement the organization's values and strategies by leading through example, competency, and accountabilities.
  • Provides customer service by responding to information requests, conducting research, providing solutions to problems, and correcting errors.
  • Ensures that unit work conforms to local, state, and federal governmental regulations, and other applicable rules and requirements.
  • Installs and maintains the Supervisory Control and Data Acquisition systems as well as electronic, communication, traffic control, water and monitoring systems by ensuring plans and drawings are correct, testing and calibrating instruments and controls, operating site controls, repairing and replacing defective instruments or controls and purchasing parts as needed.
  • Examines plans, visits and inspects project sites, determines equipment needs in relation to the budget and obtains price quotes and time estimates.
  • Maintains the shop database and records by correcting or modifying program files, updating client files and repairing the database.
  • Provides support and technical direction to personnel by discussing technical problems, finding solutions, and providing corrective assistance using a variety of testing and diagnostic equipment.
  • Oversees the installation of traffic control equipment.
  • Conducts traffic studies and adjusts traffic signal control equipment in response to field observations and traffic conditions.
  • Prepares bid documents for purchasing electronic equipment and recommendations awards.
  • Evaluates new products for purchase and procures equipment.

Minimum Qualifications

Minimum Education Level & Type: Associate's Degree

Minimum Experience Qualifications: At least 2 years of experience in maintaining and repairing electronic equipment, two way radio, microwave, fiber optic, and related communications systems 

An equivalent combination of education, training and experience, which provides the required knowledge, skills and abilities to perform the essential functions of this position may be considered.

Special Job Requirements

Transportation requires; High Voltage Identification and Traffic Control Authorization

Environmental and General Services requires: Fiber Optic Certification

Preferred Qualifications

The ideal candidate will possess the above minimum qualifications as well as relevant experience in the areas listed below:  

  •  At least two years of supervisory experience
  • Two years of experience performing preventative maintenance, installs and repairs in a large water utility or water treatment plant
  • Two years of experience maintaining and repairing Programmable Logic Controllers (PLC)
  • Two years of experience in the repair and maintenance of water control system instrumentation

Applicants who meet the minimum qualifications will be evaluated on the education and work experience in their employment profile and the responses to their supplemental questions. The highest scoring applicants will then be invited to participate in a Virtual Oral Board Interview. 

  • Virtual oral board interview will be held in December 2021

Upon completion of all examination processes, the highest scoring applicants will be placed on the Civil Service Employment List.  An applicant's ranking on the Civil Service list will be based on their final score which will be calculated as:      

  • 10% of your rating for education and work experience 
  • 90% of your rating for the virtual oral board interview

This recruitment will establish a civil service list that may be utilized to fill vacancies occurring at Tucson Water within the next 6 months. Post list hiring interviews may be conducted prior to a final selection.
