The Business Services Department (BSD) of the City of Tucson is seeking motivated and qualified Senior Financial Accountants to perform professional level accounting activities, play an integral role in the analysis and implementation of complex accounting principles, assist in preparing financial statements such as ACFR and Single Audit, statements for tax credit partnerships and work in accordance with accepted accounting principles and best practices. These positions will assist the financial, internal audit, and tax audit operations and year end audit. The ideal candidates will possess experience in modified and full-accrual methods, long-range financial planning, developing accurate financial reports, interpreting financial information to managerial staff, recommend course of action, analyze day-to-day financial activities and play an integral role in the implementation of work in accordance with accepted accounting principles and best practices and play an integral role in the implementation of accounting principles and ensuring continuous improvement of the financial system.

Current positions are in the Shared Business Services Finance Satellite offices at Housing and Community Development (HCD), Accounting Operations and Grant units. The position at HCD will be very involved in providing professional direction to various grant and federally funded programs, including, but not limited to HUD.

General Description

Using professional judgment performs a full range of city-wide accounting and reporting duties for all fund types including governmental, proprietary and fiduciary funds; maintains compliance with city, state and federal regulations (e.g. Generally Accepted Accounting Principles, Governmental Accounting Standards Board, OBM Circulars, Internal Revenue Service, State of Arizona, City of Tucson Charter/Code). The Senior Financial Accountant position is also required to be able to perform all essential functions of the Senior Accountant (Job Code 0832, Salary Grade 814).

Essential Functions

This is a senior position. It differs from other positions in the classification series by performing tasks at a proficient, accomplished level and handling the more difficult, complex or irregular tasks. Individuals in senior positions typically assist in setting priorities for work and are asked upon occasion to use judgment to solve unusual problems.

Performs a full range of reporting duties for government proprietorship and partnerships city-wide accounting and reporting duties for all fund types including fiduciary funds; maintains compliance with city, state and federal regulations.

Prepares budgets for Asset Manager review and final approval.

Prepares annual financial statements, schedules and note disclosures for the City's Comprehensive Annual Financial Report and Single Audit in compliance with city, state and federal regulations.

Prepares quarterly financial statements, schedules and note disclosures in compliance with city, state and federal regulations. 

Identifies and records city-wide capital assets and reconcile transactions to the general ledger.

Maintains city-wide accounting records for long-term debt. Ensures compliance with city, state and federal regulations.

Prepares city-wide reports, reconcile transactions to the general ledger, maintain spreadsheets and analyze accounts and data.

Performs variance analysis and analyze city-wide trends to ensure the accuracy of financial data, as well as budget-to-actual variances.

Performs city-wide financial analysis by downloading data from the ERP system using existing reports or by designing new reports/queries, as well as participate in ERP system testing.

Acts as liaison to customer departments on city-wide accounting issues. Performs a full range of city-wide accounting and reporting duties, as well as communication with customer departments.

Provides technical assistance regarding compliance issues.

Minimum Qualifications

Minimum Education Level & Type: Bachelor’s Degree

Minimum Experience Qualifications: At least 2 years finance or accounting experience with additional experience in accounting software and Microsoft Office products with special emphasis in Excel.

Minimum qualifications must be met as listed above. An equivalency of experience over education or education over experience will not be accepted.

Selection Plan

Applicants who meet the minimum qualifications will be evaluated on the education and work experience in their employment profile and the responses to their supplemental questions. The highest scoring applicants will then be invited to participate in a Written Exam. The highest scoring applicants on the Written Exam will be invited to participate in an Oral Board Interview.

  • Written Exam will be held , January 10, 2022
  • Virtual Oral Board Interviews will be held January 19, 2021  

Upon completion of all examination processes, the highest scoring applicants will be placed on the Civil Service Employment List.  An applicant's ranking on the Civil Service list will be based on their final score which will be calculated as:      

  • 5% of your rating for education and work experience
  • 45% of you Written Exam
  • 50% of your Oral Board Interview   

This recruitment will establish a civil service list that will be utilized to fill vacancies occurring within the next 6 months.

Veterans, Native American, or Disability preference points will be added to the final score for those that are placed on the Civil Service Employment List.  If you qualify for preference points as outlined in the Employment Profile, you must present your documentation prior to your oral board interview. The DD 214 must be a copy that indicates characterization of service.
