Introduction


The City of Tucson Information Technology Department (ITD) provides support for all departments within the City organization spanning several lines of business including citizen services, public safety, public works, back-office business applications, project management, analytics & GIS, and web applications. The diversity of business functions and supporting technologies makes for a dynamic work environment that is both challenging and rewarding.

The ITD is seeking a Network Engineer to join our Network Services team in the infrastructure Division.

The Network Services team supports network infrastructure across the Tucson metropolitan area, including over 100 physical sites with a broad range of technology needs.

General Description

  • Supporting complex network infrastructure including routers, switches, firewalls, security appliances, wireless controllers, and access points
  • Gathering network metrics and network reporting
  • implementing functional network infrastructure (LAN, WLAN, WAN)
  • Maintain local area network, wide area network, and wireless network
  • Ensure hardware and software complies with latest security requirements
  • Develop network architecture and network design documentation
  • Provide support for network connectivity or related network issues
  • Implement network and security infrastructure
  • Provide network security by configuring routers, switches, and firewalls to meet security standards
  • Resolving network problems through research, network installation and customization, network administration and network management support
  • Implement data network infrastructure components
  • Assist with network capacity planning to meet network requirements and network growth
  • Maintain routers and switches on the enterprise network with the latest software and best practices
  • Maintain network documentation as relates to network configuration, network diagrams and process
  • Planning and designing the network infrastructure and enterprise network solutions
  • Maintain documentation on network configuration
  • Ensure overall network reliability of 99.9%
  • Analyze network statistics and network design
  • Maintain and update network security monitoring tools
  • Solid customer service communication skills are critical as well as the ability and willingness to communicate effectively and appropriately in an empathetic and understanding manner
  • Passion to stay current with industry standards, mew technologies and best practices through attending extensive training and performing research

Essential Functions

This is a lead position affording guidance to other positions performing the same tasks. This lead position also reviews workloads, assigns work and coaches employees with specialized instructions and practices for job accomplishments.Lead personnel may contribute to other employees' performance evaluations, assist with the hiring process by interviewing and making recommendations and providing input to supervisory staff.

Engineers, designs, tests and implements Wide Area Network topologies and configurations. Monitors and optimizes performance of the operational data network.

Installs, maintains, and troubleshoots routers and switches in located City equipment closets.

Ensures the resiliency and redundancy of the City data networks.

Evaluates vendor products for Wide Area Network hardware and software and makes recommendations for purchases that are consistent with short and long term Information Technology and City strategy.

Establishes WAN policies, standards, and procedures and ensure adherence to City system security procedures.

Coordinates with network liaisons and user departments to develop resource needs and upgrade plans.

Minimum Qualifications

Minimum Education Level & Type: Bachelor's Degree

Minimum Experience and Qualifications: At least 3 years of experience in wide area network administration. Relevant experience may be substituted for bachelor's degree on a year-for-year basis.

Preferred Qualifications

Preferred Qualifications include:
  • Cisco and/or Palo Alto certifications related to networking technologies.
  • Demonstrated experience managing enterprise level networks
  • Documented experience developing network diagrams and drawings using Microsoft Visio.
  • Experience working Cisco and Palo Alto network devices.
  • Knowledge of Cisco wireless controller technology and deployment of public and private SSIDs.
  • City, County, or State government experience
  • Experience with network monitoring and management using an automated solution.
  • Ability to identify and structure problems, prioritize issues and solution development, troubleshoot technical problems, plan and conduct work, process information, and place information into relevant context or framework.

Selection Plan

Applicants who meet the minimum qualifications will be evaluated on the education and work experience in their employment profile and the responses to their supplemental questions. The highest scoring applicants will then be invited to participate in a phone screen interview.

  • Phone Screens will be held October 28, 2021
The highest scoring applicants from the phone screen will be invited to an Oral Board Interview. 

  • Virtual Oral Board Interviews will be held November 4, 2021

Upon completion of all examination processes, the highest scoring applicants will be placed on the Civil Service Employment List.  An applicant's ranking on the Civil Service list will be based on their final score which will be calculated as:      

  • 10% of your rating for education and work experience
  • 20% of your rating for phone screens
  • 70% of your rating for virtual panel interview

This recruitment will establish a civil service list that will be utilized to fill vacancies occurring within the next 6 months.

Veterans, Native American, or Disability preference points will be added to the final score for those that are placed on the Civil Service Employment List.  If you qualify for preference points as outlined in the Employment Profile, you must present your documentation prior to your oral board interview.  The DD 214 must be a copy that indicates characterization of service.
