The City of Tucson hereby announces the September 2021 Fire Engineer promotional examination. This examination will establish a two-year Civil Service promotional list. Candidates placed on the promotional list must have at least one year of service remaining as of the date they are eligible for promotion in order to be selected from the list.

General Description

A Fire Engineer performs highly specialized work involving the chauffeuring of fire apparatus; pump operations; hydraulic calculations; aerial operations; and certain preventive maintenance procedures. The position requires the ability to function as a Fire Fighter and to assume command in the absence of a Captain.

Essential Functions

Maintains the readiness of tools and emergency equipment by performing daily vehicle maintenance and inspections, ensuring tools and equipment are in proper working order, calculating hydraulic pressures and aerial positioning, performing drills with apparatus and equipment, and maintaining logs and records.

Provides emergency care of patients by providing medical assistance in dangerous and contagious disease environments, lifting heavy items off of victims, and participating in monthly and yearly classes for Emergency Medical Technician and Cardio-pulmonary Resuscitation certification. Responds to emergencies by transporting personnel and equipment safely to and from emergency scenes, assisting in firefighting operations, and performing rescues.

Performs public relations by conducting public education classes at schools, giving station tours and safety demonstrations, and providing public assistance.

Conducts fire prevention inspections of buildings for fire hazards, and inspects fire protection equipment.

Performs related duties by cleaning the station, recruiting and training personnel, maintaining physical fitness, inspecting and testing fire hydrants, and complying with all procedures as outlined in department manuals and by management.

May be required to respond to and mitigate hazardous materials incidents by identifying and isolating hazardous materials releases, stopping leaks, minimizing exposure to the public, and returning the scene to a safe condition.

Minimum Qualifications

Minimum Education Level & Type: High School Diploma or G.E.D.

Minimum Experience Qualifications: At least 2 years as a TFD Fire Fighter as of the closing date.

Valid and Unrestricted Class D - Driver's License

Uniformed members of Tucson Fire Department

Completed two years (24 months) of continuous service as a Fire Fighter with the Tucson Fire Department as of the closing date. Continuous service is computed from your most recent hire/rehire date.

TFD Fire Engineer Certification

Cardio-Pulmonary Resuscitation Certification

Arizona Fire Fighter I and II Certification

Emergency Medical Technician Certification

HazMat First Responder Certification

Selection Plan

Candidates shall appear for the test dressed in proper TFD uniform or casual business attire. No jeans, T-shirts, hoodies, etc. Please refer to the TFD Administrative Manual 223 for appearance guidance. Applicants not meeting the dress standard will not be allowed to participate in the exam.

Candidates are responsible for blocking their calendars and making appropriate arrangements to ensure their availability during the dates listed below:

Written Exam

The written exam will be held on October 7, 2021 at Fire Central, Training Room 121.

The examination processes for this recruitment will be used to assess the applicant's knowledge, skills and abilities as they pertain to the essential functions of the Engineer position. All examination materials will be based on the information and methods presented during the 2021 Fire Engineer Certification program and will include pertinent information from the Emergency Operations Manual (EOM), Administrative Manual (Manual of Ops), Equipment and Procedures Manual, TFD’s Memorandums and Daily Bulletins, Arizona Driver’s License Manual, TFD Apparatus Reference Manual (Log Book) and Local 479 Labor Agreement. ONLY those candidates who achieve a passing score of 70% will move forward to the assessment center. 

The challenge period is October 8, 11-14, 2021 at Fire-HR.

Performance Assessment

The performance exams will be held November 1-4, 2021 at the Public Safety Academy (10001 S. Wilmot).

Each of the following components will account as noted for the Performance Assessment total:
- Pumping Operations (35%)
- Aerial Operations (35%)
- Roadeo/Road course with hydrant spotting (30%)

ONLY those candidates who attain a minimum of 70% of the raw points available on each of the three components will pass the Performance Assessment.


Candidates without a formal degree will receive one point for every credit successfully completed at an accredited University, College, or Junior College, as shown on the institutions transcript, up to a maximum of 60 points. Candidates with an Associate's degree or greater will receive 70 points. Official/unofficial transcripts, or copies of transcripts, will be accepted as verification of education.

All applicants are responsible for submitting online the educational documents no later than 1159PM on the closing date in order to receive credit and the points associated with their education. Based upon total months of continuous commissioned service with the Tucson Fire Department; computed from the academy start date. Seniority will be limited to 60 months calculated through the closing date.


Evaluation components of this promotional exam will be scored in the following manner:

Written Exam: All raw scores will be standardized within the candidate pool completing this evaluation and will account for 30% of the final score for those placed on the promotional list.

Performance Assessment: All raw scores will be standardized within the candidate pool completing this evaluation and will account for 60% of the final score for those placed on the promotional list. ONLY those candidates who attain a minimum of 80% of the raw points available on each of the three components will pass the Performance Assessment.

Education: All raw scores will be standardized within the candidate pool completing this evaluation and will account for 5% of the final score for those placed on the promotional list.

Seniority: All raw scores will be standardized within the candidate pool completing this evaluation and will account for 5% of the final score for those placed on the promotional list.


Candidates will be ranked on the Civil Service Promotional List based on scores achieved throughout this promotional examination. Final scores shall be based upon the completion and achieving a passing score of 70% or better on all components of the process and be computed in accordance with the weights and procedures outlined in this job posting, and statistical techniques and procedures established by the HR Director. In the event a tie exists, "seniority in rank" is used first and then "seniority on the department," if needed, and will be the tie breaking mechanism.

The final Promotional List will be compiled by Fire-HR no later than 1700 on November 12.

Scores will not be released until the promotional list is established. Only those candidates that are placed on the list will be provided their scores.

The City reserves the right to change the examination dates if required for operational necessity; any changes will be communicated as soon as possible.

The Fire Chief is the final authority on all promotions and reserves the right to evaluate the circumstances surrounding the formal discipline to include the nature of the infraction(s) resulting in the issuance of the discipline, the date of the infraction, the employee's personnel history since the date of the infraction, and the overall impact on the department that would be the result of the promotion of the individual.
