Introduction

The City of Tucson is seeking an energetic, skilled, and passionate individual to lead the City’s efforts to maintain GSI assets as part of the Green Stormwater Infrastructure (GSI) Program. This program plays a critical role in the City’s efforts to develop a climate-resilient and sustainable community and is responsible for building and maintaining GSI in streets, parks, and public properties throughout the City's neighborhoods.

General Description

The GSI Maintenance Program Manager will oversee the maintenance of GSI assets throughout the City of Tucson to ensure and enhance GSI assets’ ability to perform ecosystem services such as minor flood mitigation, cooling the urban environment, and providing habitat for native wildlife. The GSI Maintenance Manager will contract, schedule, and manage maintenance services for GSI assets in the City of Tucson. GSI assets include traffic calming features such as chicanes, traffic circles, medians, and rights of way (ROW) basins as well as vegetated basins in parks, bike boulevards, greenways, and other public properties. This position reports to the GSI Program Superintendent within Tucson Water’s Public Information and Conservation Office (PICO).

Essential Functions

The GSI Maintenance Program Manager also: 

  • Develops and oversees a GIS-based asset management program for existing and new City-owned GSI assets        
  • Establishes and oversees contracts for GSI maintenance including contract oversight, scheduling, and communications
  • Prepares bid documents for procuring materials, parts, equipment, and services
  • Works with the GSI Outreach Coordinator to create and implement neighborhood-specific community outreach plans for GSI maintenance
  • Manages and oversees City of Tucson GSI Maintenance Protocol (Standards)

           o   Builds and maintains a GSI maintenance rubric based on the Protocol to be used by contractors and City staff

           o   Oversees contracted maintenance work on site

           o   Works with GSI team, landscape contractors, and stakeholders to update the Protocol as needed based on evolving best practices   

  • Works with GSI team to build and coordinate a network of landscape professionals
  • Coordinates development and delivery of GSI maintenance trainings
  • Maintains records, prepares reports, records information in databases, supplies requested information, and develops relationships with contractors

Minimum Qualifications

Minimum Education Level & Type: Bachelor's Degree

Minimum Experience Qualifications: At least 3 years managing complex projects and coordinating experts from different fields 

Valid and Unrestricted Class D - Driver's License

An equivalent combination of education, training and experience, which provides the required knowledge, skills and abilities to perform the essential functions of this position, may be considered.

Preferred Qualifications

The ideal candidate will possess the above minimum qualifications and additional relevant experience in the areas of:     

  • Experience planning, designing, and implementing GSI in a dryland urban environment
  • Experience in asset management
  • Rainwater harvesting, permaculture design, and/or ISA certification
  • Experience overseeing landscape management contracts
  • Experience working for a city, county, or state
  • Experience building and maintaining work schedules and budgets
  • Spanish language proficiency

Applicants who meet the minimum qualifications will be evaluated on the education and work experience in their employment profiles and the responses to their supplemental questions. The highest scoring applicants will then be invited to participate in a Virtual Oral Board Interview.

  • Virtual Oral Board Interviews will be held the week of September 30, 2021 

Upon completion of all examination processes, the highest scoring applicants will be placed on the Civil Service Employment List. An applicant’s ranking on the Civil Service Employment List will be based on their final score which will be calculated as:

  • 10% of the rating for Education and Work experience 
  • 90% of the rating for the Virtual Oral Board Interview

This recruitment will establish a civil service list that may be utilized to fill vacancies occurring at Tucson Water within the next 6 months. Hiring interviews maybe conducted post list and prior to final selection.
