The Construction Section of the Planning and Engineering Division of the Tucson Water Department is seeking a motivated and qualified professional to lead a team of 26 which includes construction inspectors and survey professionals. This position will oversee all construction projects administered by Tucson Water.

This position will require exercise of independent judgment in managing construction activities, problem resolution and personnel. Work in this position includes close coordination with all sections of the water department. Duties also include coordinating activities with and providing technical and administrative support to City departments, consultants, contractors, governmental agencies, and public utilities.

General Description

Manages and coordinates improvement programs and projects by leading and supervising personnel and directing the operations of an engineering section.

Essential Functions

The essential duties include but are not limited to: 

  • Supervises section personnel by planning and assigning work and projects, counseling and assisting employees, providing training opportunities and resolving issues; ensures staff is trained appropriately for maximum performance.
  • Provides leadership and guidance to section personnel.
  • Interacts with contractors, consultant engineers, developers, outside agencies, and Tucson Water operations and maintenance staff in resolving project conflicts; represents Tucson Water in resolving construction related issues and inquiries.
  • Ensures work performed by contractors complies with plans and specifications, and local, state, and federal agency regulations and other applicable rules and requirements.
  • Enforces Tucson Water Standard Specifications and Details.

  • Completes and seals as-built documents and submits to regulatory agencies.

  • Reviews and approves payment applications.

  • Interacts with Tucson Water leadership, city staff, external agencies and construction and development interests.

Minimum Qualifications

Minimum Education Level & Type: Bachelor's Degree 

Minimum Experience Qualifications: At least 5 years in engineering.  At least 3 of the required 5 years must be in a Lead or Supervisory capacity in a related functional area.

 "Lead" is defined as leading at least one (1) full-time FTE in a work unit.  It does not include leading projects, departments, contractors, interns, etc.

"Supervisory" is defined as having supervised at least one (1) full-time FTE.

An equivalent combination of education, training and experience which provides the required knowledge, skills and abilities to perform the essential functions of this position may be considered.

Registered as a Professional Engineer in the State of Arizona

Preferred Qualifications

In addition to the above qualifications the ideal candidate will possess the following:

  • Seven years engineering experience in an engineering or construction related environment
  • Experience in water-related construction management 
  • Experience interpreting construction documents, including plans, specifications, and design standards
  • Demonstrated ability to generate quality written work products involving policy development issues 
  • Ability to communicate complicated policy or strategies to various groups of staff and citizens with a wide variation of expertise

  • Virtual Oral Board Interviews will be held September 28, 2021 

Upon completion of all examination processes, the highest scoring applicants will be placed on the Civil Service Employment List.  An applicant's ranking on the Civil Service list will be based on their final score which will be calculated as:      

  • 10% of your rating for education and work experience  
  • 90% of your oral board interview 

This recruitment will establish a civil service list that may be utilized to fill vacancies occurring at Tucson Water within the next 6 months. Post list hiring interviews may be conducted prior to final selection.
