The City of Tucson Information Technology Department
(ITD) is seeking a motivated and innovative GIS Data Analyst to join our team. The
ITD GIS and Data Analytics team assists with overall GIS functions and
analytics which spans the City organization to provide centralized access to
managed data to find trends and answer questions that improve service delivery
and contribute to quality of life. The diversity of business functions makes
for a dynamic work environment that is both challenging and rewarding.
The ITD is looking for an enthusiastic team player with
GIS application skills. This position develops and implements data topology
methods and procedures, produces maps, reports and analyses using GIS and other
methods. Additionally, they must be able to present information in clear,
understandable visual depictions using accepted cartographic principles.
GIS Data Analysts will interact regularly with customer
departments, external agencies, contractors, and citizens in conveying
technical information. Therefore, a person in this position must be able to communicate
courteously and effectively with both technical and non-technical individuals.
**The Information Technology Department is a 24/7
operation. The incumbent will be required to serve in an on-call status to respond
to requests and emergencies occurring after normal business hours. **
Essential Functions
- Compiles and integrates geospatial data from a
wide variety of sources for analysis.
- Performs project reporting, data creation, data
conversion, data transfer, and map production.
- Makes sense of GIS data and applies the
information to planning and real-world situations.
- Responsible for spatial analysis and
representation of data in maps.
- May perform programming or scripting to automate
tasks.
- Reads and interprets data from spatial and non-spatial databases.
- Provides technical and customer support to users and/or other agencies.
Minimum Qualifications
Minimum Education Level & Type: Bachelor's Degree
Minimum Experience Qualifications: At least 2 years of experience with working with and interpreting GIS data and applications
Valid and Unrestricted Class D - Driver's License
Preferred Qualifications
Bachelor or Master's degree in Information Technology,
Geography, Management Information Systems, or Computer Science.
Analyzes departmental business issues and data
challenges, elicits requirements from management, staff, and internal customers
to develop functional and system configuration specifications, and utilizes GIS
and other technological solutions to achieve efficient and cost-effective
results.
Strong cartographic and design skills when making
both digital and hardcopy maps.
Proficiency with:
- Performing editing tasks using tools from the ArcGIS Pro
applications.

Compiling and integrating geospatial data from multiple
sources for analysis and loading into a geospatially enabled enterprise
database.
- The most recent GIS app building technologies such as
ArcGIS Hub and Experience Builder to create web content.

Creating and organizing GIS data into models and schemas
useful to the City.
- Providing
quality assurance to maintain the validity and accuracy of City GIS data
Familiar with:
- Common GIS applications, analysis, and geoprocessing
tools, including Field Maps, Survey123 and Python.

Graphic design software including Adobe Photoshop, Adobe
Illustrator, and other visual design tools.
- Coding and the ability to write scripts using statistical
computer language(s) including but not limited to structured query language.
- Public engagement strategies such as leading trainings
and social media.
- Outstanding problem solving and trouble shooting skills
are essential.
Selection Plan
Applicants who meet the minimum qualifications will be evaluated on the education and work experience in their employment profile and their responses to their supplemental questions. The highest scoring applicants will then be invited to an Oral Board interview.

Upon completion of all examination processes, the highest scoring applicants will be placed on the Civil Service Employment List. An applicant's ranking on the Civil Service list will be based on their final score which will be calculated as:
This recruitment will establish a civil service list that will be utilized to fill vacancies occurring within the next 6 months.
Veterans, Native American, or Disability preference points will be added to the final score for those that are placed on the Civil Service Employment List.
