The Tucson Water Department is seeking a qualified and motivated individual to join the System Planning Section, in the Planning and Engineering Division. This Senior Engineering Associate (SEA) position will provide support for design, planning and operational needs of the department by performing water system analysis, system planning reviews, and maintenance of the hydraulic models. General supervision is received from a Registered Professional Civil Engineer. This classification is a senior position, performing tasks at a proficient, accomplished level and handling the more difficult, complex, or irregular tasks. Individuals in senior positions typically assist in setting priorities for work and are asked upon occasion to use judgment to solve unusual and varied problems.

General Description

Assists (or leads) in analyses of the water system for use in system planning, design, maintenance and operational needs. Manages or participates in projects or programs related to system planning.

Essential Functions

The essential duties include but are not limited to:

  • Applies accepted principles and practices of civil engineering and the knowledge of methods and techniques used in the planning and evaluation of pressurized water distribution and transmission systems.
  • Assists with and review computerized hydraulic model creation, calibration, verification, and analysis results, both steady state and extended period simulation analysis (EPS).
  • Uses Geographic Information Systems (GIS) and hydraulic modeling tools for the planning, evaluation, and analysis of the water systems and for planning Capital Improvement Program (CIP) projects related to water systems.
  • Data mines and analyzes water system information and data from enterprise data bases including real time data (SCADA), financial data, historic water system data, Billing Data, Water Quality Data, Computerized Maintenance Management Systems (CMMS) and GIS Data.
  • Analyzes pressurized water system facilities that include, but not limited to, pumping/boosting stations, PRVs, storage reservoirs/tanks, and control systems.
  • Analyzes the transmission and distribution of water system resources and system demand, and its associated hydraulics and fluid mechanics.
  • Analyzes pressurized water system operational strategies, control set points, and limitations of systems.
  • Manages projects and  communicates effectively with in-house staff, administration, consultants, and other agencies verbally, in writing and with technical drawings.

Minimum Qualifications

Minimum Education Level & Type: Bachelor's Degree

Minimum Experience Qualifications: At least 2 years engineering experience 

Valid and Unrestricted D - Driver's License

An equivalent combination of education, training and experience related to the essential duties which provides the required knowledge, skills and abilities to successfully perform the essential functions of this position may be considered.

Special Job Requirements

Must possess a valid Engineering-in-Training (EIT) Certificate from the State of Arizona, or be able to obtain within 12 months of hire as a condition of passing probation. Failure to obtain the EIT during the probationary period will result in failure of probation/termination of employment.  

Preferred Qualifications

The ideal candidates will possess the above minimum qualifications and additional relevant experience in the areas of:

  • Experience in or knowledge of the planning and evaluation of pressurized water distribution and transmission systems.
  • Experience using computerized hydraulic modeling of pressurized water systems, specifically EPS analysis.
  • Experience adding or modifying hydraulic model features from As-Built plans, master plan review, maintenance changes, operational changes, and from planned CIP projects.
  • Experience preparing and presenting analysis results using maps, graphs, and written reports.
  • Experience of the methods and techniques used in the planning, analysis, and operation of water systems.
  • Experience using ArcGIS Pro, Innovyze Infowater, and MS Project.

Selection Plan

Applicants who meet the minimum qualifications will be evaluated on the education and work experience in their employment profile and the responses to their supplemental questions. The highest scoring applicants will then be invited to participate in a Virtual Teams Oral Board interview.   

  • Virtual Teams Oral Board Interviews will be held June 30, 2021

Upon completion of all examination processes, the highest scoring applicants will be placed on the Civil Service Employment List.  An applicant's ranking on the Civil Service list will be based on their final score which will be calculated as:      

  • 10% of your rating for education and work experience
  • 90% of your virtual oral board interview rating  

This recruitment will establish a Civil Service List that may be utilized to fill vacancies in this classification occurring in the System Planning Division at Tucson Water within the next 6 months. Post list hiring interviews may be conducted prior to final selections.
