Introduction



The City of Tucson Housing & Community Development Department is seeking a highly motivated, dynamic individual with excellent leadership skills to oversee the daily operations of the Public Housing Authority section of the Compliance Division. The Division is responsible for ensuring Federal, State and local regulatory compliance. The PHA Section is responsible for auditing Housing Choice Voucher, Public Housing, and Low Income Housing Tax Credit programs. This section is responsible for overseeing housing assistance fraud investigations and assisting with program terminations and Informal Hearings.  This position is responsible for completing the Section Eight Management Assessment Program (SEMAP) certification, Public Housing Assessment System (PHAS) monitoring, and the Public & Indian Housing Information Center (PIC) reporting and reconciliation.  The PHA Compliance section will develop and implement staff training and standard operating procedures to ensure compliance.  This position supervises a staff of three to five employees.

General Description

Community Services Manager positions manage Community Services programs and grants, and participate in the development and administration of division budgets.

Essential Functions

Regularly directs and supervises the work of at least three fulltime employees as file auditors and one full time trainer. Coordinates assigned supervisory personnel and their projects ensuring timely and quality activities for the benefit of the section, division, department, City and the community.

Oversees the planning, implementation, direction and management of all functions and resources of the section to achieve the strategic objectives of the department and the City in an efficient and effective manner.

Assists with the implementation and evaluation of department policies, programs, projects and procedures.

Assists with implementing the department vision through section activities and leads the section to maximum employee productivity and morale through hiring, disciplining, evaluating employee performance, investigating and resolving grievances and other coordinating human resources actions.

Develops and administers the section budget with staff assistance.

Analyzes organization and community needs, analyzes trends, reviews statistics and opportunities, communicates to the department leadership of impending developments.

Develops strategic partnerships and contacts with community representatives, external agencies, and other organizations to develop a sense of relevant issues facing our community and to respond as a representative of the City.

Implements the values of the organization through example and accountabilities.

Ensures that section operations conform with local, state, and federal governmental regulations and other applicable rules and requirements.

Facilitates solutions to problems facing the department.

Maintains technical or professional knowledge through such means as attending seminars, reviewing professional publications, taking classes and participating in developmental activities.

Develops, plans, implements and monitors programs by reviewing data and timelines, assigning appropriate personnel, planning, organizing and monitoring program activities, ensuring compliance with guidelines, timelines, regulations and program performance, conducting program analysis and evaluation, comparing data, locating deficiencies and planning corrective actions.

Assists the Housing Choice Voucher and Public Housing Managers to maintain program integrity and compliance through gathering data from external sources, reading regulations to determine the necessary criteria, researching data for statistics and other relevant materials and creating forms.

Assists with program coordination by working with other divisions and departments, government agencies and private and non-profit agencies, conducting meetings and training sessions and analyzing and implementing federal guidelines.

Assures codes and regulations are met.

Resolves public relations problems by ensuring compliance with program requirements, enhancing the image of the City, responding to requests for information, investigating possible violations and representing programs in legal actions.

Manages personnel by meeting with and counseling personnel, conducting disciplinary actions, training personnel, and making salary recommendations.

Conducts meetings and presentations, prepares informational materials, completes reports and maintains databases.

Participates in the development and administration of division budgets by preparing, monitoring and adjusting plans as needed, projecting revenue and expenditures and approving revisions and expenditures.

Assists neighborhood associations with organization efforts, explaining City rules and procedures, requirements for by-laws and equal representation and participation, and rules for producing newsletters.

Minimum Qualifications

Minimum Education Level & Type: Bachelor's Degree

Minimum Experience Qualifications: At least 3 years of Lead or Supervisory experience in public housing assistance, property and grant management, and delivering community services.

"Lead" is defined as leading at least one (1) full-time FTE in a work unit.  It does not include leading projects, departments, contractors, interns, etc.

"Supervisory" is defined as having supervised at least one (1) full-time FTE.

Selection Plan

Applicants who meet the minimum qualifications will be evaluated on the education and work experience in their employment profile and the responses to their supplemental questions. Eligible applicants will then be invited to participate in a phone screen interview.

Phone Screens will be held during the week of July 12, 2021

The highest scoring applicants from the Phone Screens will be invited to participate in the Virtual Oral Board interviews.

Virtual Oral Board Interviews will be held on July 19, 2021

All candidates participating in the Virtual Oral Board will also participate in a practical exam that will consist of a Case Study.

Upon completion of all examination processes, the highest scoring applicants will be placed on the Civil Service Employment List. An applicant's ranking on the Civil Service list will be based on their final score which will be calculated as:

10% of your rating for Training, Education and Work experience

10% of your Phone Screen

70% of your Virtual Oral Board Interview

10% of your Practical Exam

This recruitment will establish a civil service list that will be utilized to fill vacancies occurring within the next 6 months.

Veterans, Native American, or Disability preference points will be added to the final score for those that are placed on the Civil Service Employment List. If you qualify for preference points as outlined in the Employment Profile, you must bring your documents to the oral board interview. The DD 214 must be a copy that indicates characterization of service.
