The Tucson Water Department is seeking a highly qualified, dedicated, dependable, and team-oriented individual to participate in various GIS projects in support of the Geographic Information Systems (GIS) Section by coordinating GIS data and information that have specific department, division, or City-wide implications.

The GIS Data Analyst performs analytical project responsibilities which include data analysis, performing quality control functions of geographic-related data, and coaching employees on GIS applications and best practices.

General Description

The GIS Data Analyst must be extremely familiar with spatial and attribute data. The GIS Data Analyst must be proficient in a number of computer applications, and must specifically possess skills in data base management systems. The position requires experience with cartography and map design and will be responsible for spatial analysis and representation of data.

Essential Functions

  • Creates, develops, and maintains complex data layers and spatial datasets
  • Reads and interprets data from spatial and non-spatial databases
  • Responds to data requests for special and related GIS data
  • Performs project reporting, data acquisition, data conversion
  • Interprets complex engineering plans and documents, work orders, legal documents, etc.
  • Performs spatial analysis and database queries
  • Designs digital maps using geographic data
  • Performs QA/QC on water infrastructure data
  • Provides support to other Tucson Water Sections as well as to other City of Tucson Departments

Minimum Qualifications

Minimum Education Level & Type: Bachelor's Degree

Minimum Experience Qualifications: At least 2 years of experience with working with and interpreting GIS data and applications

Valid and Unrestricted Class D - Driver's License

An equivalent combination of education and relevant-level experience that provides the ability to successfully perform the essential functions may be considered.

Preferred Qualifications

The ideal candidate will possess the above minimum qualifications as well as relevant experience in the areas listed below:

  • Training others for use of GIS and GIS-related applications
  • Use of ArcGIS desktop 10.7.1 or higher
  • Using mapping software other than ArcGIS
  • SQL or other query languages, including creation of queries
  • Experience and knowledge of researching engineering plans, work orders, legal documents, real estate requests, easements, JOC’s
  • Experience and knowledge of databases such as Oracle WAM and Naviline
  • QA/QC of spatial databases
  • Map Design
  • Provide technical and customer support to users and/or other agencies
  • Possess leadership skills and demonstrate a strong work ethic

Applicants who meet the minimum qualifications will be evaluated on the education and work experience in their employment profile and the responses to their supplemental questions. The highest scoring applicants will then be invited to participate in virtual Oral Board interview.

  • Virtual Oral Board Interviews will be held June 10, 2021

Upon completion of all examination processes, the highest scoring applicants will be placed on the Civil Service Employment List. An applicant's ranking on the Civil Service list will be based on their final score which will be calculated as: 

  • 10% of your rating for education and work experience
  • 90% of your oral board interview

Selection interviews may be conducted post-list by the hiring manager.

This recruitment will establish a civil service list that may be utilized to fill vacancies at Tucson Water occurring within the next 6 months.

The list may be used by Tucson Water to fill approved vacancies occurring in the next 6 months. Selection will be made in accordance with Civil Service Rule III, Section 2. The list of employees eligible for consideration will remain in effect for 6 months. Examination results and current status will be communicated by email.
