The Community Services Administrator is a key leadership position within the Department of Housing and Community Development (HCD). The Community Services Administrator oversees the activities and personnel of the Planning and Community Development (PCD) Division of the department. This Administrator position is responsible for the City’s allocation of U.S. Department of Housing and Urban Development entitlement grant programs including Community Development Block Grant (CDBG) Program, Emergency Solutions Grant (ESG), HOME Investment Partnerships (HOME), and Housing Opportunities for People with Aids (HOPWA).

 

This position requires strong financial and budgeting experience, analytical and communication skills, and the ability to work with both internal City of Tucson departments and external stakeholders. The selected individual must be able to supervise a team, manage multiple work assignments, and meet HUD requirements. The ideal candidate will be a key developer of, and contributor to, innovative strategic solutions to improve Tucson’s housing options, neighborhoods and the people’s lives using a variety of federally and locally funded programs.

 

This is an exciting time for the Housing and Community Development Department as it is currently engaged in transformative organizational change, new projects, and programs to help address Tucson’s greatest challenges. The department has several goals for 2021 including evaluating the public housing inventory and developing a Repositioning Plan to build long-term sustainable funding mechanisms for its housing assets. HCD continues to improve the Section 8 voucher program and will soon be launching a program aimed at recruiting new landlords. The Department recently created a new team — Strategic Planning and Community Engagement or SPACE, to support the department with data analysis, process improvements, communications, and more. In January the Mayor and Council adopted the People, Communities, and Homes Investment Plan that provides a roadmap for HCD priorities and goals for the next five years. This Administrator will be expected to be a leader within HCD and look for opportunities to leverage the HUD resources to support the implementation of P-CHIP and advance the overall goals of the department.  

General Description

This is a senior-level, professional, and administrative position involving formulating, planning, implementation, monitoring, and reporting responsibilities regarding state and federal grants received by the City of Tucson for economic and community development activities for low and moderate individuals.

The position is responsible for administering and managing the activities and personnel of the Planning and Community Development Division. 

Essential Functions

Specific tasks may include

Candidates are not expected to have direct knowledge and experience related to all tasks listed below. This position will be an opportunity to learn a broad array of management functions.

· Organize and direct daily operations of a division by performing administrative duties, overseeing programs, projects, and manager level personnel (two or more fulltime employees).

· Formulate and implement division strategic plans and work activities to coordinate and synchronize with department directions and goals. Implements and evaluates department policies, projects, and programs.

· Assist with implementing the department vision through division activities and leads the division for maximum employee productivity and morale through hiring, disciplining, evaluating employee performance, investigating and resolving grievances and other human resources actions.

· Develop and administer the division budget with staff assistance.

· Facilitate strategic partnerships and contacts with community representatives, external agencies, and other organizations to develop a sense of relevant issues facing our community and to respond as a representative of the City.

· Champion the values of the organization through example and accountabilities.

· Ensure that division operations conform with local, state and federal governmental regulations, other applicable rules and requirements.

· Facilitate solutions to problems facing the department.

· Maintain professional knowledge through such means as attending seminars, reviewing professional publications and participating in professional organizations.

· Direct and supervise. division activities including Affordable Housing, Human Services and Community Development programs activities; participates in developing and establishing department policies, goals and objectives.

· Prepare and direct the preparation of required program and division activity reports and other special reports and communications; makes oral presentations regarding program functions and activities.

· Coordinate program activities with personnel in other divisions and with representatives of Federal, State and local agencies and citizen groups.

· Work with private sector, non-profit, and public agencies to seek funding and build partnership relationships, including building auxiliary organizations.

· Supervise and coordinate the development of public relations and informational materials to promote accurate public understanding of program activities, services, and requirements.

· Develop materials for presentation to the Mayor and City Council

Minimum Qualifications

Bachelor’s Degree in Planning, Public Administration, Business Administration, Public Health, Social Work, Public Policy, or related field

· At least 3 years of experience in community development and grants management

· At least 4 of 5 required years in a Supervisory capacity with experience in community development, affordable housing development, assisted housing service programs, or related areas

"Supervisory" is defined as having supervised at least 1 full-time FTE. 



Preferred Qualifications

·       Master’s Degree in Planning, Public Administration, Business Administration, Public Health, Social Work, Public Policy, or related field

·       At least 3 years of experience in finance and budgeting

·       Experience with HUD Entitlement Programs including CDBG, ESG, HOPWA, or HOME or related federal programs such as programs under the Coronavirus Aid, Relief, and Economic Security Act (CARES)

  • Experience managing HUD community development, housing, and homelessness grants
  • Experience in conducting annual plan development, contract negotiation and execution, project performance monitoring and evaluation, collection and display of data, conducting public hearings, and preparation of required City, State, and Federal reports

Those applicants passing the interview process may be invited to participate in a hiring interview.

Upon completion of all examination processes, the highest scoring applicants will be placed on the Civil Service Employment List.  An applicant's ranking on the Civil Service list will be based on their final score which will be calculated as:      

  • 10% of your rating for education and work experience 
  • 10% of your rating for resume and cover letter
  • 10% of your phone screen (if this process is used)
  • 70% of your virtual oral board interview  (note oral board score will account for 80% of rating in the event phone screens do not occur)

This recruitment will establish a civil service list that will be utilized to fill vacancies in Housing & Community Development Department within the next 6 months.
