To remain eligible, you must maintain your permanent or probationary Civil Service employment status through the actual date of transfer. The Eligibility List may be used by Human Resources to fill vacancies in this classification in the next 6 months. Selection will be made in accordance with CSR III, Section 2. The list of employees eligible for consideration will remain in effect for 6 months. Examination results and current status will be communicated by email.

The City of Tucson Human Resources Department is seeking qualified, detail oriented and dedicated HR professionals to fill  vacancies at our Tucson Police Department (TPD) Satellite Unit, and the new BSD-IT Satellite.  Each unit is a fast paced and high volume work environment.  The ideal candidates will become a resource for the HR Satellites and department employees in the areas of recruitment, employee leaves, employee relations, records, discipline, special projects, safety and payroll. 

General Description

Leads personnel in interpreting employment laws, Civil Service Commission Rules, policies, and procedures for managers and employees and providing advice. Provides leadership for the areas of employee recruitment and selection, human resources management, compensation, classification, human resource compliance, records retention, employee relations, training and organizational development.

Essential Functions

The essential duties include but are not limited to:

  • This is a lead position affording guidance to other positions performing the same tasks. This lead position also reviews workloads, assigns work and coaches employees with specialized instructions and practices for job accomplishments. Lead personnel may contribute to other employees' performance evaluations, assist with the hiring process by interviewing and making recommendations and providing input to supervisory staff.
  • Conducts recruitment processes by discussing staffing needs with departments, performing job analysis, preparing job announcements and descriptions, interviewing prospective job applicants, developing and implementing applicant screening and selection devices, analyzing and evaluating applications and resumes, overseeing interview panels, and conducting reference checks.
  • Interprets employment laws, policies, and procedures by researching laws and changes, and providing advice to managers and employees, and coordinates and directs Workers' Compensation claims processes and requests for family and medical leave.
  • Researches applicant and employee complaints, conducts internal investigations, facilitates employee grievance processes, and prepares reports.
  • Maintains the compensation system by conducting compensation surveys by gathering and analyzing information, and providing recommendations to the Director of Human Resources and the City Manager, writing communication for Mayor and City Council action.
  • Monitors employee pay issues and records for consistency and appropriateness.
  • Maintains the job classification system by reviewing requests from departments, recording and analyzing changes in job duties and requirements of positions, making recommendations to the Director of Human Resources and the City Manager, and updating, creating and deleting classification specifications.
  • Assesses training needs of departments, contacts and schedules presenters, schedules facilities, advertises programs, develops lesson plans, and trains employees.
  • Conducts new employee orientation.
  • Coordinates mediations and interventions by counseling employees on mediation services, processing mediation and intervention service requests, coordinating mediators and participants, briefing and debriefing mediators, and following up on service surveys after mediation.
  • Conducts research and creates arbitration materials in the development of the City's case.
  • Assists the City's presenters during arbitration hearings as part of the city team.

Minimum Qualifications

Minimum Education Level & Type: Bachelor's Degree

Minimum Experience Qualifications: At least 5 years experience in Human Resources, Benefits, and/or a related field

Valid and Unrestricted D - Driver's License

An equivalent combination of education and experience that provides the ability to successfully perform the essential functions of the position may be considered.

Special Job Requirements

Positions at the Tucson Police Department (TPD) will be subject to an extensive background investigation, including local, state and national criminal and fingerprint check, and driving history.

Selection Plan

Applicants who meet the minimum qualifications will be evaluated on the education and work experience in their employment profile and the responses to their supplemental questions. The highest scoring applicants will then be invited to participate in a virtual Teams Oral Board interview.   

  • Virtual Teams Oral Board Interviews will be held May 4, 2021

Upon completion of all examination processes, the highest scoring applicants will be placed on the Civil Service Employment List.  An applicant's ranking on the Civil Service list will be based on their final score which will be calculated as:      

  • 10% of your rating for education and work experience
  • 90% of your virtual oral board interview rating  

This recruitment will establish a Civil Service List that may be utilized to fill vacancies occurring in Human Resources  within the next 6 months. Post list hiring interviews may be conducted prior to final selections.
