The City of Tucson is seeking qualified applicants to join our diverse, vibrant, progressive and engaged workforce as Planning Technicians.   The Planning Technician position provides technical assistance in the initialization, processing, and issuance of permits. Reviews applications and submittal documents for completeness. Provides customer service by answering questions, consulting with internal and external parties, discussing and resolving problems, tracking progress, and advising the public on procedures, processes and violations. 

General Description

Provides planning technical assistance on a variety of land use planning projects. Reviews plans to verify compliance with City codes, ordinances, laws and industry standards. Creates detailed maps utilizing computer applications, processes applications, and provides planning and zoning information assistance to the public.

Essential Functions

Reviews permit applications, plans and other associated documents as part of the permitting process.

Creates detailed maps by reviewing plans, designing maps using various computer programs and software, evaluating legal compliance with land use codes, and creating map graphics as required for display. 

Assists professional planning staff by compiling, evaluating, analyzing, and illustrating, and by preparing descriptive materials and illustrations for presentations. 

Reviews project requirements and prepares preliminary drawings for professional planning staff. Research maps for any impact to existing and proposed conditions. 

Drafts recommendations, plans, and related reports, submits to professional planners for review, and makes presentations as requested. Familiarity with Manual on Uniform Traffic Control Devices (MUTCD), City of Tucson City Code (Chapter 25) and City policies as well as those of surrounding jurisdictions is essential. 

Maintains manual and computerized records of assigned work projects. 

Provides customer service by discussing and resolving problems, tracking progress, providing information to the public and interpreting land use documents as well as taking and tracking payments via cash, check and credit cards. 

Tracks and updates planning projects, conducts research, obtains evidence of violations, enters information into the computer, prepares various schedules, forms and correspondence, reviews submitted plans to verify compliance.

Minimum Qualifications

Minimum Education Level & Type: 6 months post High School

Minimum Experience Qualifications: At least 2 years zoning, codes, municipal planning and computer applications

Preferred Qualifications

Experience with permitting software applications

Applicants who meet the minimum qualifications will be evaluated on the education and work experience in their employment profile and the responses to their supplemental questions. The highest scoring applicants will then be invited to participate in a virtual oral board interview.

Those applicants passing the interview process may be invited to participate in a hiring interview.

Upon completion of all examination processes, the highest scoring applicants will be placed on the Civil Service Employment List.  An applicant's ranking on the Civil Service list will be based on their final score which will be calculated as:      

  • 10% of your rating for education and work experience 
  • 90% your rating for oral board interview  

This recruitment will establish a civil service list that will be utilized to fill vacancies in Planning and Development Services within the next 6 months. 

Veterans, Native American, or Disability preference points will be added to the final score for those that are placed on the Civil Service Employment List.  If you qualify for preference points as outlined in the Employment Profile, you must present documentation upon being invited to the virtual interview.  The DD 214 must be a copy that indicates characterization of service.
