Introduction

The City of Tucson Environmental and General Services Department is seeking a highly qualified individual to join the Environmental Compliance Group focusing on groundwater remediation, reporting, and environmental monitoring & sampling responsibilities. The successful candidate will manage and monitor soil, soil vapor, and groundwater remediation projects at various landfills and other impacted sites. This position will manage and supervise a field monitoring and sampling crew responsible for methane monitoring of City landfill sites, groundwater monitoring well sampling, wastewater interceptor sampling and environmental regulatory compliance inspections. The Environmental Compliance Group provides as-needed environmental compliance services for various City departments.

The Environmental Project Coordinator (EPC) is responsible for ensuring field monitoring and sampling data are properly collected, samples are properly submitted to the designated laboratories for analysis, analytical results are reviewed and regulatory reporting is submitted in a timely manner. The EPC maintains close communication with and coordinates with contract vendors who provide Operations and Maintenance (O&M) and remediation equipment maintenance services. The EPC provides management support of various City operated remediation systems including, groundwater pump and treat systems, soil vapor extraction systems (SVE) and landfill Gas Collection and Control Systems (GCCS). The EPC also provides management and monitoring support of closed landfills by completing site inspections and coordinating as-needed maintenance.  

The Environmental Project Coordinator manages all aspects of routine field monitoring and sampling activities including, field equipment/instrument maintenance and calibration, and field crew daily scheduling. The EPC will also lead the groundwater semi-annual and annual sampling events, and the Los Reales Landfill quarterly Surface Emissions Monitoring (SEM) events.

Essential Functions

Supervises and coordinates the equivalent of two or more fulltime employees and all assigned work in a unit ensuring timely and quality activities to respond to the needs of the City, community, department, and unit.

Assists with the implementation, evaluation and interpretation of department policies, projects and procedures.

Manages, coordinates, and determines priorities of work load, monitoring levels of resources, establishing time lines, assigning work, monitoring progress, recommending changes and suggestions, writing, reviewing and editing reports prepared by staff, and approving completed projects and reports.

Implements controls for appropriate unit staffing and effectiveness by participating in the recruitment and hiring of employees, making recommendations on employee discipline, and other human resources issues, evaluating and managing employee performance, discussing and identifying personnel issues and facilitating resolutions, promoting positive morale in the unit, ensuring staff is trained appropriately for maximum performance, and providing leadership and guidance.

Contributes to the needs of the community and City by implementing and causing others to implement the organization's values and strategies by leading through example, competency, and accountabilities.

Provides customer service by responding to information requests, conducting research, providing solutions to problems, and correcting errors.

Ensures that unit work conforms to local, state, and federal governmental regulations, and other applicable rules and requirements.

Manages environmental assessment and restoration projects by developing strategies, planning and monitoring the achievement of objectives, estimating and maintaining budgets, negotiating, preparing and monitoring contracts, interviewing and selecting contractors, scheduling and monitoring activities, coordinating work with personnel, government agencies and the general public, providing information and project updates, and facilitating meetings.

Coordinates the monitoring and reporting requirements of projects for environmental compliance by maintaining knowledge of and interpreting permits, laws and regulations, collecting and reviewing data, preparing permit applications, preparing, submitting and presenting reports to federal, state and local agencies, preparing correspondence, responding to inquiries regarding compliance issues, resolving compliance issues, and maintaining documentation.

Provides support to other departments by communicating environmental responsibilities to personnel, providing compliance and regulatory assistance, representing the department to regulatory agencies, conducting research and providing information as requested.

Supervises personnel, assists with the development and maintenance of a database, develops and implements compliance and enforcement programs, makes presentations and conducts seminars to educate personnel and the general public.

Minimum Qualifications

Minimum Education Level & Type: Bachelor's Degree

Minimum Experience Qualifications: At least 3 years in environmental assessment and restoration projects

Preferred Qualifications

Bachelor's degree of Science or Engineering

The highest scoring applicants will then be invited to participate in a Virtual Panel Board interview; which is subject to change to an in person interview.

Upon completion of all examination processes, the highest scoring applicants will be placed on the Civil Service Employment List.  An applicant's ranking on the Civil Service list will be based on their final score which will be calculated as:      

  • 10% of your rating for education and work experience
  • 90% of your panel board interview   

Hiring interviews may be conducted.

This recruitment will establish a civil service list that will be utilized to fill vacancies occurring within the next 6 months.
