Introduction

The City of Tucson Information Technology Department (ITD) is seeking a motivated and innovative GIS Programmer to join our team. The ITD GIS and Data Analytics team assists with overall GIS functions and analytics which spans the City organization to provide centralized access to managed data to find trends and answer questions that improve service delivery and contribute to quality of life. The diversity of business functions makes for a dynamic work environment that is both challenging and rewarding.

The ITD is looking for a dynamic team player with strong GIS programming and application skills. This position performs complex, integrated computer programming, data analysis and software development for GIS applications. The maintenance of existing systems as well as research/development for future systems and/or enhancements are included within the position responsibilities.

GIS Programmers will interact regularly with customer departments, external agencies, contractors, and citizens in conveying technical information. Therefore, a person in this position must be able to communicate courteously and effectively with both technical and non-technical individuals.

**The Information Technology Department is a 24/7 operation. The incumbent will be required to serve in an on-call status to respond to requests and emergencies occurring after normal business hours. **

General Description

Performs complex, integrated computer programming, data analysis, and software development for GIS applications, to include maintenance of existing systems and research/development for future systems and/or enhancements.

Essential Functions

The GIS Programmer position designs, creates, modifies, or manages GIS software applications.

Time is divided between the maintenance of current applications and the design of new applications. The GIS Programmer may also be called upon to do mapping.

Provides internet and web based support, as well as technical support to other GIS professionals.

Develops spatial and non-spatial databases.

Position is responsible for effectively integrating GIS with other applications and enterprise database systems.

Administrating and working with data in the ArcGIS Online and Enterprise environments.

Creating and maintaining Python scripts using the Arcpy and GIS modules

Minimum Qualifications

Minimum Education Level & Type: bachelor's Degree

Minimum Experience Qualifications: At least 3 years of experience in programming in Visual Basic, C++ or vendor specific GIS software programming languages 

Special Job Requirements

Ability to interpret user needs into useful applications, and a strong background in GIS and database theory.

Preferred Qualifications

Bachelors or Master's degree in Information Technology, Geography, Management Information Systems, or Computer Science.

  • Strong understanding of coding and the ability to write scripts using statistical computer language(s) including but not limited to: Structured query language
  • An understanding of REST-based web API's
  • Experience the Arcade scripting language
  • Working experience with the following Esri applications:
    • Web AppBuilder
    • Experience Builder 
    • Survey 123     
    • ArcGIS Dashboards  
    • StoryMaps       
    • ArcGIS Hub
  • Familiarity with Geocortex essentials
  • Python programming experience
  • Strong background in GIS and database theory
  • Ability to interpret user needs into useful applications
  • Outstanding problem solving and trouble shooting skills are essential

Selection Plan

Applicants who meet the minimum qualifications will be evaluated on the education and work experience in their employment profile and the responses to their supplemental questions. The highest scoring applicants will then be invited to participate in a telephonic screening and a virtual panel board interview.

Upon completion of all examination processes, the highest scoring applicants will be placed on the Civil Service Employment List.  An applicant's ranking on the Civil Service list will be based on their final score which will be calculated as:  

  • 10% of your rating for education and work experience
  • 10% of your rating for resume review
  • 80% of your panel board interview  

This recruitment will establish a civil service list that will be utilized to fill vacancies occurring within the next 6 months.
