To remain eligible, you must maintain your permanent or probationary Civil Service employment status through the actual date of transfer. The Maintenance Division of Tucson Water is seeking a skilled professional to fill the Water Services Supervisor to oversee the Communications Center. This position is responsible for coordinating and managing the dispatching and inbound customer call activities of the Communication Operators. This position requires considerable leadership and initiative, as well as independent judgement in supervising staff and completing assignments in accordance with established standards and specifications.

General Description

Supervises personnel who conduct dispatching and inbound customer call activities responding to the needs of the City, community, and department. Ensures all assigned work is completed timely and accurately and serves as a liaison with other utility agencies.

Distinguishing Characteristics

Supervises and coordinates the equivalent of two or more full time employees and all assigned work in a unit ensuring timely and quality activities to respond to the needs of the City, community, department, and unit.

Essential Functions

Assists with the implementation, evaluation and interpretation of department policies, projects and procedures.

Monitors work efficiency by reviewing procedures and developing new workflows. 

Manages dispatching operations, coordinates and determines priorities of workload, monitoring levels of resources, establishing timelines, assigning work, monitoring progress, recommending changes and suggestions.

Serves as the Blue Stake liaison between Tucson Water and other utilities, monitoring progress, and provides process training to other employees.

Implements controls for appropriate unit staffing and effectiveness by participating in the recruitment and hiring of employees, making recommendations on employee discipline, and other human resources issues, evaluating and managing employee performance, discussing and identifying personnel issues and facilitating resolutions, promoting positive morale in the unit, ensuring staff is trained appropriately for maximum performance, and providing leadership and guidance.

Coordinates Right-of-Way permitting and permanent patch activities collaborating with other utilities, contractors, and customers.

Coordinates the processing of all damage and loss risk management claims for Tucson Water.

Contributes to the needs of the community and City by implementing and causing others to implement the organization's values and strategies by leading through example, competency, and accountability.

Provides customer service by responding to information requests, conducting research, providing solutions to problems, and correcting errors.

Ensures that unit work conforms to local, state, and federal governmental regulations, and other applicable rules and requirements.

Minimum Qualifications

Minimum Education Level & Type: 6 months post High School

Minimum Experience Qualifications: At least 4 years experience in water system installation, repair, meter reading, dispatch, or customer service operations

Valid and Unrestricted Class D - Driver's License

Special Job Requirements

Positions in Water Quality require an Arizona Department of Environmental Quality Water Distribution Certification Grade 1 or Water Treatment Certification Grade 1

Positions in Water Customer Service Meter Reading and Service require a Backflow Certification

Preferred Qualifications

The ideal candidate will possess the above minimum qualifications as well as relevant experience in the areas listed below:

• Working knowledge of Oracle WAM/Naviline 
• Experience with Arizona Blue Stake procedures and investigating damage claims
• Supervisory experience

Applicants who meet the minimum qualifications will be evaluated on the education and work experience in their employment profile and the responses to their supplemental questions. The highest scoring applicants will then be invited to participate in a Virtual Oral Board interview.

  • Virtual Oral Board Interviews will be held November 5, 2020

Upon completion of all examination processes, the highest scoring applicants will be placed on an Eligibility List. An applicant's ranking on the list will be based on their final score which will be calculated as:

  • 10% of your education and work experience
  • 90% of your virtual oral board interview

This recruitment will establish a civil service list that may be utilized to fill vacancies occurring at Tucson Water within the next 6 months. Hiring interviews may be conducted post list and prior to final selection.

Driving Requirements

The following information pertains to driving requirements for this classification with the City of Tucson. Under "Driving Level" None, Secondary or Primary, refers to the driving responsibility as it relates to the essential functions of the classification. License Type, is just that, the type of Arizona Driving License required for the classification. If the position requires a Commercial Drivers License (CDL), the endorsements will be listed under "Endorsements." Under Safety Sensitive a "Yes" means employees with this classification are subject to pre-employment and random drug testing. License Type A,B,C,D,or M may require the use of personal or City vehicles on City business. Individuals must be physically capable of operating the vehicles safely, possess a valid license and have an acceptable driving record. Use of a personal vehicle for City business will be prohibited if the employee is not authorized to drive a City vehicle or if the employee does not have personal insurance coverage. Exceptions to classification driving requirement's may exist based on position.
