The City of Tucson hereby announces the 2020 Fire Battalion Chief Promotional Examination. This examination will establish a two-year Civil Service Promotional List. Candidates placed on the Promotional List must have at least one year of service remaining as of the date they are eligible for promotion in order to be selected from the List.
Regularly directs or supervises the work of at least two fulltime employees at the supervisor level in the section. Coordinates assigned supervisory personnel and their projects ensuring timely and quality activities for the benefit of the section, division, department, City and the community.
Oversees the planning, implementation, direction and management of all functions and resources of the section to achieve the strategic objectives of the department and the City in an efficient and effective manner.
Assists with the implementation and evaluation of department policies, programs, projects and procedures.
Assists with implementing the department vision through section activities and leads the section to maximum employee productivity and morale through hiring, disciplining, evaluating employee performance, investigating and resolving grievances and other coordinating human resources actions.
Develops and administers the section budget with staff assistance.
Analyzes organization and community needs, analyzes trends, reviews statistics and opportunities, communicates to the department leadership of impending developments.
Develops strategic partnerships and contacts with community representatives, external agencies, and other organizations to develop a sense of relevant issues facing our community and to respond as a representative of the City.
Implements the values of the organization through example and accountabilities.
Ensures that section operations conform with local, state, and federal governmental regulations and other applicable rules and requirements.
Facilitates solutions to problems facing the department.
Maintains technical or professional knowledge through such means as attending seminars, reviewing professional publications, taking classes and participating in developmental activities.
Develops and implements risk management plans by developing and revising policies related to health and safety, monitoring conditions and activities at emergency incidents and the incident safety plan, maintaining health and safety records and ensuring Occupational Safety and Health Act and National Fire Prevention Administration compliance.
Investigates accidents and complaints by contacting citizens or personnel making complaints, researching accidents, conducting safety inspections and providing training in safe work practices.
Commands and controls emergency scenes by establishing a command post, organizing operations, evaluating existing emergency conditions, assembling, mobilizing and deploying adequate resources, evaluating operational effectiveness and ensuring preparation.
Performs related duties by communicating with legal representatives of the City to assess legal liabilities, maintaining physical fitness, driving and transporting equipment and personnel, and complying with procedures as outlined in department manuals and special assignment positions.
Minimum Education Level & Type: High School Diploma or G.E.D.
Minimum Experience Qualifications: At least 8 years Tucson Fire Department to include three years as a Fire Captain as of the closing date
Valid and Unrestricted - Class D - Driver's License
Uniformed members of Tucson Fire Department
Completed eight (8) years of continuous service with the Tucson Fire Department as of August 15, 2020. Continuous service is computed from your most recent hire/rehire date.
Served the last three years of continuous service in the classification of and currently hold the rank of Fire Captain with the Tucson Fire Department.
Satisfactorily completed the Tucson Fire Battalion Chief Certification.
HazMat First Responder Certification.
Fire Instructor I Certification or required to obtain within 12 months of being placed on the list.
This position requires passing a criminal background check upon selection for promotion.
The examination process will be used to assess the following dimensions: Planning/Organization, Leadership, Written Communication, Oral Communication, Interpersonal Skills, Problem Solving, Job Knowledge and Decision Making.
All examination materials for this process will be based on the 2020 TFD Battalion Chief Certification program to include the classes, PowerPoint presentations, textbook, hand-outs, City of Tucson Administrative Directives, Emergency Operations Manual, Manual of Operations/TFD Administrative Manual, and Union contract. Candidates are responsible for blocking their calendars and making appropriate arrangements to ensure their availability during the testing dates listed below.
Written Examination and In-Basket Excercise
Candidates who meet the minimum qualifications for this position, and submit a proper and complete online application will be invited to participate in the Written Examination and In-Basket Exercise.
**Challenge period for written exam is September 10, 11, 14 - 16, 2020 at Fire-Human Resources at Fire-Central.**
Candidates participating in the written examination and In-Basket exercise will be invited to the Performance Assessment.
The exercises will measure the knowledge, skills and abilities demonstrated in situations involving performance as a Battalion Chief. Exercises used in the performance assessment include the following:
*Candidates must achieve a recommendation of passing on all components of the Emergency Operations Simulation(s) in order to be eligible for the Fire Battalion Chief Promotional list.
Candidates without a formal degree will receive one point for every credit successfully completed at an accredited University, College, or Junior College, as shown on the institutions transcript, up to a maximum of 60 points. Official/unofficial transcripts or copies of transcripts and/or official degrees will be accepted as verification of education.
Education will be limited to a maximum of 175 points.
All applicants are responsible for submitting online the educational documents no later than 11:59PM on August 15, 2020 in order to receive credit and the points associated with their education. Applicants who fail to submit such documents by the closing date will receive zero points for their education. No exceptions will be made.

Based upon total months of continuous service in the rank of Captain with the Tucson Fire Department. Seniority will be limited to 90 months calculated through August 15, 2020.
Evaluation components of this promotional exam will be scored in the following manner:
Written Exam: All raw scores will be standardized within the candidate pool completing this evaluation and will account for 15% of the final score for those placed on the promotional list.
In-Basket Exercise: All raw scores will be standardized within the candidate pool completing this evaluation and will account for 25% of the final score for those placed on the promotional list.
Performance Assessment: All raw scores will be standardized within the candidate pool completing this evaluation and will account for 50% of the final score for those placed on the promotional list. ONLY those candidates who achieve a recommendation of passing on all components of the Emergency Operations Simulation(s) will pass the Performance Assessment. Within the performance assessment; each component will have the following weights:
Education: All raw scores will be standardized within the candidate pool completing this evaluation and will account for 5% of the final score for those placed on the promotional list.
Seniority: All raw scores will be standardized within the candidate pool completing this evaluation and will account for 5% of the final score for those placed on the promotional list.
METHOD OF CERTIFICATION
Candidates will be ranked on the Civil Service Promotional List based on scores achieved throughout this promotional examination. Only top scoring candidates will be placed on the Battalion Chief Promotional List. Final scores shall be based upon the completion and passing of all components of the process and be computed in accordance with the weights and procedures outlined in this job posting, and statistical techniques and procedures established by the HR Director. In the event a tie exists, "seniority in rank" is used first and then "seniority on the department," if needed, and will be the tie breaking mechanism.
Candidates who meet the minimum qualifications for this position and submit a proper and complete online application will receive a formal email invitation on August 17 by 1700 to attend the Written Examination and In-Basket Exercise.
The final Promotional List will be compiled by Fire-HR no later than 1700 on October 11, 2020.
Scores will not be released until the testing process is complete and the promotional list is established on October 11, 2020. Only those candidates that are placed on the list will be provided their scores.
