To remain eligible, you must maintain your permanent or probationary Civil Service employment status through the actual date of transfer. The Eligibility List may be used by any City department with an approved vacancy to fill in the next 6 months. Selection will be made in accordance with CSR III, Section 2. The list of employees eligible for consideration will remain in effect for 6 months after their names are provided to the hiring authorities. Examination results and current status will be communicated by email.

 

The Tucson Water Department is seeking highly qualified individuals to join the Department as Registered Professional Civil Engineers.  The successful candidates will manage water infrastructure projects; produce, review, and administer contracts; develop designs; enforce codes and standards; use engineering analyses to prepare project plans, details, and specifications; review plans from outside agencies and consultants; and manage construction projects from conception through budgeting, design, and project construction.  

The Civil Engineer, working in a collaborative environment, is expected to exhibit leadership, the ability to apply past experience, technical knowledge, and professional judgment, while performing engineering design and plan reviews.

General Description

Manages projects, produces, reviews, and administers contracts, conducts engineering analysis, develops designs and enforces codes.

Essential Functions

  • May serve in a supervisory capacity for professional and non-professional staff, as well as direct seasonal employees, interns, volunteers or temporary employees.
  • Manages projects by determining project objectives, developing schedules and project budgets, composing project documents, reviewing and approving design plans, selecting consultants, coordinating activities, assigning and monitoring personnel and assigned tasks, managing project costs and budgets, preparing reports, performing and supervising design activities, attending and conducting public meetings, reviewing plans for conformance to regulations and standards and resolving conflicts.
  • Produces, reviews, and administers contract documents by designing and writing specifications, writing and sealing legal descriptions, preparing cost estimates, conducting public participation programs, receiving permits, evaluating and recommending bids, monitoring contractors work progress, adjusting designs, negotiating change orders, supervising tests and completing plans. 
  • Assists with preparing and monitoring project budgets by developing capital improvement project requests, project charters and projection reports, gathering equipment and material needs projections, compiling budget proposals and monitoring expenditures.
  • Conducts engineering analysis and develops, designs and enforces codes by reviewing and approving plans and specifications, preparing and overseeing the preparation of permits and compliance demonstrations, gathering field data, researching engineering records, evaluating design alternatives, improving programs for effectiveness, ensuring compliance with permit application requirements, conducting site visits and inspections, identifying problems, developing designs and plans to resolve problems and preparing design changes.
  • Interacts with the public, contractors, and consultants by coordinating between the associated parties, maintaining contact with citizen groups and the general public, coordinating and attending public meetings, answering citizen, consultant and legal inquiries, providing information and responding to and investigating citizen complaints.
  • Performs hydraulic modeling and utilizes GIS software as part of the analysis, design, or review process

Minimum Qualifications

Minimum Education Level & Type: Bachelor's Degree

Minimum Experience Qualifications: At least 2 years of engineering experience

Special Job Requirements

Registered as a Professional Engineer in the State of Arizona

Valid and unrestricted driver's license

Preferred Qualifications

• Bachelor’s Degree in Civil Engineering, Environmental Engineering, or a related engineering discipline
• Engineering experience in the areas of water infrastructure, planning, analysis, and design

Applicants who meet the minimum qualifications will be evaluated on the education and work experience in their employment profiles and the responses to their supplemental questions. The highest scoring applicants will then be invited to participate in an Oral Board Interview.

• Virtual Oral Board Interviews will be held August 18, 2020 (and August 19, 2020, if necessary)

Upon completion of all examination processes, the highest scoring applicants will be placed on an Eligibility List. An applicant's ranking on the list will be based on their final score which will be calculated as:

• 20% of your rating for education and work experience
• 80% of your oral board interview

Selection interviews may be conducted post-list by the hiring manager.

This recruitment will establish a Civil Service Eligibility List that will be utilized to fill all Tucson Water vacancies occurring within the next 6 months.  Selection will be made in accordance with CSR III, Section 2.
